About this file
This document is an Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Natural Resources (SCDNR) for the Lady Lillian Annual Maintenance & Repair project. The solicitation seeks comprehensive vessel maintenance services, with bids due on October 28, 2025, at 10:00 AM EST. The amendment addresses specific technical questions related to vessel repair, including shaft work, bearing replacements, and equipment modifications. Key aspects include permission to remove insulation in shaft alleys, approval for stern tube and output shaft modifications, and confirmation of new shaft and pillow bearing installations. The contract term appears to run from October 30, 2025, to March 5, 2026, with the vessel expected to return to its home port in Charleston Harbor by the final date.
The amendment provides detailed clarifications on repair specifications, such as exhaust fan requirements (approximately 3000 cfm with a preferred 3-speed option) and responsibilities for equipment removal and reinstallation. Vendors will be responsible for removing and reinstalling interferences like cabinets during window replacements, with vessel crew handling contents removal. The procurement does not specify minority business set-asides or specific vendor restrictions. Bidders must be registered South Carolina vendors and comply with state procurement regulations. While the total project budget is not explicitly stated, the comprehensive nature of the maintenance suggests a significant investment in vessel rehabilitation, targeting shipyards along the Atlantic and Gulf Coasts with capabilities to handle a vessel over 200 tons.

Questions and Answers:
1. Shafts, Seals & Bearings – Prior to performing the scope of work the shaft alleys will need to be clean and clear of spray insulation. Can we remove insulation in the shaft alleys? Yes, you can remove insulation in the shaft alleys as needed.
2. Output Shafts, Intermediate Shaft & Seal Replacement – Due to the location and condition of the stern tubes and mounting flanges in order to replace the existing seals the shipyard requests that the output shafts and the stern tubes be lengthened by approximately 2’ and replace the stern tube mounting flanges with new. This would also require the intermediate shaft to be shortened by 2’. If lengthening the stern tubes and output shafts by 2’ allows for a more cost-effective installation of the Simplan or agreed upon equivalent seal, this is acceptable. It is understood that this will result in a shorter intermediate shaft. The intermediate shaft is currently welded to the gear box coupling and would need to be changed to have a coupling connection. Can you confirm the repair plan? The current couplings on the intermediate shafts are welded to the intermediate shafts. The vendor will need to determine the most cost-effective way of adding a coupling to the replacement intermediate shafts.
3. Shaft Bearings – New shaft bearings are suggested to be installed for proper alignment of stern tube. Can new shaft bearings be included in repair plan? Yes, New shaft bearings are to be added to the scope of work.
4. Pillow Bearing - Due to the condition of the existing pillow bearing housing. The shipyard would suggests replacing the pillow bearing assembly and using the remaining foundation in lieu of collar replacement. Can new pillow bearing assembly be included in the repair plan? Due to the possibility that the stuffing box replacement may be most efficiently achieved by shifting its location, new pillow bearings are to be added to the scope of work
5. Bulwarks at escape hatch - Does the blast and repaint of bulwarks include the area currently in way of the escape hatch? Yes, blast and repaint includes bulwarks that are currently hidden behind the Lazarette hatch that is to be replaced.
6. Galley window carpentry - Who will be responsible for the removal and install of the interferences such as carpentry? Vendor will be responsible for removal and reinstallation of any interferences such as cabinets, but the vessel crew will remove contents of any cabinets that are in the vicinity of window replacements.
7. Exhaust Fan - Is there a cfm requirement for the new exhaust fan? Exhaust fan requirement is approximately 3000 cfm. A 3-speed fan that produces up to 3000 cfm would be preferred, but single speed is acceptable. Kill switch for exhaust fan should be located outside of the engine room.
