About this file

This Amendment 1 document is issued by the State of South Carolina, State Fiscal Accountability Authority (SFAA), Division of Procurement Services, on behalf of the S.C. Department on Aging (SCDOA) for the procurement of shelf-stable meals. The solicitation seeks a contractor to provide 5-meal shelf-stable meal boxes for the Older Americans Act Senior Nutrition Program, with delivery to 40 distinct locations across 10 regional Area Agencies on Aging. A total of 11,527 meal boxes are projected for distribution across multiple counties. The non-mandatory pre-bid conference is scheduled for August 4, 2025 at 10:00 AM ET via Microsoft Teams, with attendance confirmation required by August 1, 2025 at 5:00 PM ET. Questions from offerors must be received by August 5, 2025 at 4:00 PM ET, and sealed bids are due by August 27, 2025 at 11:00 AM ET. Award notification is anticipated on September 2, 2025. The contract includes a delivery completion deadline of September 30, 2025.

The amendment includes clarifications regarding questions submitted by potential offerors. The State of South Carolina does not maintain an approved list of shelf-stable meal providers; therefore, any entity meeting the outlined requirements is eligible to submit a bid. There is no defined process for meal delivery methodology, and contractors may utilize direct delivery or third-party distributors provided all meals reach designated delivery sites by the September 30, 2025 deadline. Offerors must submit signed Cover Pages, completed Bidding Schedules, documentation of experience planning and providing meals compliant with the Older Americans Act Senior Nutrition Program, and three or more references from previous customers who have purchased similar services. South Carolina resident contractor and subcontractor preferences are available under Section 11-35-1524 of the South Carolina Code of Laws, provided vendors meet specific qualification requirements. Online submission through SCEIS is required, with one electronic copy necessary for bid consideration.
