About this file
This is Amendment #1 to a Request for Quotes issued by the SC Department of Natural Resources for roof replacement services at the Donnelly Wildlife Management Area (WMA) facility located in Green Pond, South Carolina. The solicitation calls for the removal and replacement of a roof at the Donnelly WMA house, including demolition of a brick chimney below roof level with plywood closure, installation of treated 1"x4" #1 grade lumber under the metal roof, application of high-temperature ice shield across the entire roof, installation of step flashing with siding removal and reinstallation, and installation of rake trim and drip edge. A pre-bid conference was held on December 5, 2019 at 11:00 AM at the Donnelly WMA Office, with the award posted on December 19, 2019. The offer deadline was December 19, 2019 at 10:00 AM, with questions required by December 6, 2019 at 12:00 PM. Offerors were required to hold their offers open for a minimum of 90 calendar days after the opening date. Work hours are limited to Monday through Friday during daylight hours only. The amendment specifies that the storage building is not included in the scope, and Item #17 regarding roof opening has been removed from the original scope of work.
The metal roofing material shall be charcoal gray in finish. The amendment clarifies specifications based on vendor questions received during the pre-bid process, including requirements for high-temperature ice shield to meet manufacturer warranty conditions, proper step flashing installation at siding edges, rake trim application, and drip edge installation on eaves. Offers were to be submitted online at http://www.procurement.sc.gov. All offerors were required to submit a signed copy of the solicitation form with their offer, register for a South Carolina Vendor Number if not already obtained, and identify their entity type and state of incorporation. Award and all related notices were to be posted at the South Carolina procurement website.

This amendment covers vendor questions, and additional requirements.
1. Is brick chimney to be demolished below roof level and plywood added to close opening ?
Answer: Yes, the chimney must be demolished and covered with plywood prior to attaching the new roof.
2. 2.Specs list 1"x4" #1 grade to go under metal roof, is that to be treated or untreated ?
Answer: The wood must be treated.
3. Line #17 in the Scope of Work has been removed. This house does NOT need the roof opened up.
4. Is the storage building to be included?
Answer: Storage building is not included.
5. What are the working hours?
Answer: Monday thru Friday, Daylight hours only.
6. Is Item #17, page 18 pertaining to the Roof Transition Area between the carport and the Main roof or the Transition Area past the carport roof on the Main Roof or both Transition Areas?
Answer: See #3 above #17 has been removed from the Scope of Work
7. Rather than “opening the roof transition(s) up and reconstructing” may heavy gauge metal and ice shield be used to achieve what you are asking. It would be less costly.
Answer: See #3 above #17 has been removed from the Scope of Work
8. Most Metal Roofing Manufacturers require High Temperature Ice Shield in lieu of Type 30# felt over the entire roof to meet the conditions of their Warranty. Are we to quote this?
Answer: Yes, High temp ice shield should be used on entire roof.
9. If you are not asking for Ice Shield over the entire roof, is it to be applied on just the eaves or the rake edges and the base of all roof penetrations also?
Answer: See answer to #8 above
10. Are we to remove the chimney and metal roof over the opening since it is not in use?
Answer: Yes, the chimney must be demolished and covered with plywood prior to attaching the new roof.
