About this file

This document is an amendment to a Request for Quote (RFQ) issued by the South Carolina Department of Probation, Parole, and Pardon Service for a Whelen Light/Siren Uninstall contract. The amendment modifies the bid opening date to June 14, 2024, at 3:00 PM EST and the award date to June 18, 2024. The contract is for the uninstallation of Whelen light bars and sirens from up to 100 vehicles, with the agency estimating that 70-75 vehicles will be uninstalled during the one-year term of the contract. The agency will provide 4-5 vehicles per week for uninstallation, and the contractor must meet specific experience criteria and thoroughly clean the work area each day to prevent damage to the fleet or employee tires.

The amendment provides clarification on the uninstallation process, stating that all panels removed must be replaced, and all switches, door locks, and other equipment must remain operable. The contractor will not be adding or replacing any other equipment during the uninstallation process. The contract is open to all eligible offerors, and the award will be posted on the South Carolina Procurement website.

Amendment #1

AMENDMENTS TO SOLICITATION (JAN 2004)

The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged. [02-2A005-1] Bid Opening Date modified to 6/14/24 at 3:00 PM EST Bid Award Date modified to 6/18/24.

Answers to bidder questions to follow below:

1- Are all vehicles going to contain four light bars and a siren to be uninstalled? One in front, one on each side, and two in back along with siren and control unit.

2- Does this contract include the removal of any antennas? No 3- Please clarify what “vehicle must be left in operable condition means?” Any panels that are removed during the uninstall process must be replaced and all switches, door locks, etc. must be operable. No other equipment will be added or replaced during the uninstall process.

For clarification: The agency will only have four to five vehicles a week to be ready to uninstall due to our rotation system. The agency will allow for on-site uninstalls to occur but requires the contractor to meet the experience criteria and the lot must be thoroughly swept or shop vacuumed after completion each day to ensure no damage to fleet or employee tires occurs from leftover connectors. The contract is for up to 100 installs but the agency only estimates that realistically only 70-75 vehicles will be uninstalled during the one year term of the contract.
