About this file
The provided document is an amendment to an Illinois Department of Transportation (IDOT) invitation to bid for the procurement and installation of a 3,000-gallon emulsion tank at the Olney Maintenance Yard in District 7. The amendment addresses vendor questions and IDOT's responses regarding the specifications, including acceptable insulation jacketing, gravity feed versus pump configuration, and heating system requirements. IDOT has stated that both gravity unloading and a product pumping system are required.
The key details of the related state and local contract opportunity indicate that IDOT is seeking bids for the purchase and installation of the emulsion tank, and that electronic submissions are required per the State's policy. The project is located in Richland County, Illinois, and the contract term is not specified.

Illinois Department of Transpiration D7 Olney Yard Emulsion Tank – REBID BidBuy Bid # B-33237 Amendment #1 – Vendor Questions and IDOT Responses.
1. Specification Item 2. Tank (Bullet#7 Insulation Jacketing): D&H uses 0.032" embossed aluminum in either black or natural clear-coated aluminum) for all our tank insulation skin. We purchase it in bulk tools by the (literal) ton and it is standard on all our shop-built tanks up to 34,000-gallons.
Answer: The BidBuy specs call for an 18-gauge aluminum jacket, but most manufactures specs just say they have an outer aluminum jacket. 18-gauge is .04” and he says his is .032” so not sure if that matters or not. An outer aluminum jacket of 0.032” is acceptable.
2. Specifications Items 5 & 7 (Gravity Feed VS Pump): These two items kind of contradict each other. If a pump system is supplied, they do not need to elevate the tanks for gravity unloading. Are they wanting a price for each of the setups below? Is this something you can ask or clarify with them?
· Tank on stand for gravity unloading / no product pumping system.
· Tank without stand / with product pumping system Answer: IDOT wants both. Gravity to unload and the pump to fill the tank if supplier doesn’t have a truck with a pump.
3. Specification Items 4, 5, & 7 (Heating system & Heat tracing of lines): D&H has an upgraded version that we designed specifically for our emulsion tanks that uses electrical low-watt density drywells that we jacket in combination with a closed loop warm oil circulating system. We can accommodate the specs as written but would prefer to offer this improvement as it has become our standard and offers many benefits to our competitor's solutions, including allowing the warm oil to heat trace the plumbing/valves/strainer.
Answer: As long as it can maintain the required temps in the specs it would be acceptable.
