About this file

This document is an Amendment #1 response to vendor questions issued by the Illinois Department of Corrections (IDOC) for HVAC maintenance and repair services at the Kewanee Life Skills Re-entry Center. The amendment addresses inquiries received during the pre-bid conference regarding the specific equipment models and asset inventory for the facility's HVAC systems. In response to vendor questions about equipment models, IDOC identified the primary components as Trane RTA chillers, Taco pumps (which have a separate repair contract), Navian hot water heaters, Delta systems (with some units upgraded and others pending upgrades), air handlers with varying VFD installations, and Kewanee boilers. Regarding vendor requests for a comprehensive asset list, IDOC indicated it would investigate the feasibility of providing complete system documentation to bidders.

The amendment reflects the ongoing pre-bid process for the one-year service contract with a May 21, 2026 mandatory pre-bid conference and site visit, with a bid deadline of May 29, 2026, at 1:00 p.m. The scope encompasses preventative maintenance, emergency repair services with two-hour response times, parts and materials supply, and system upgrades across all HVAC components. The contract carries a one-year initial term with potential renewal options extending to a maximum ten-year total term. Prevailing wage requirements apply as this work constitutes a public works project under Illinois law, and vendors must maintain specified insurance coverage including $1,000,000 general liability per occurrence. No subcontractors are permitted, and no set-asides are designated for small, minority-owned, women-owned, or veteran-owned businesses. Pricing is estimated with the total maximum amount to be determined by the State prior to contract execution, and all bids must remain firm for 120 days from opening.
