About this file
This is an Amendment 1-A bid proposal for food services at Midlands Technical College in South Carolina, submitted by Arrington-Parker-Brown, LLC (DBA Subway), operated by Warren and Phyllis Parker. The proposal seeks to continue providing food service operations at the Airport and Beltline Campuses of Midlands Technical College. The bidder proposes to maintain current Subway restaurant operations while potentially expanding to additional college locations. The proposal includes detailed descriptions of menu offerings, operational standards, food safety procedures, and service capabilities. Arrington-Parker-Brown, LLC has operated three Subway locations since March 2006—one on Airport Boulevard in West Columbia and two locations at the Beltline and Airport Campuses—and reports consistent annual sales increases averaging 12 percent. The bid demonstrates compliance with health department standards, maintaining an "A" rating from the Department of Health and Environmental Control, and employs over half its staff from Midlands Technical College's student population.
The proposal emphasizes Subway's value-focused menu with prices described as the lowest in the sandwich category, supported by the chain's extensive buying power and professional Purchasing Co-op. The bidder proposes to continue offering nutritious menu options including at least eight sandwiches under 400 calories with six grams of fat or less, labeled as "Fresh Fit" choices. Site requirements for the Beltline location include removal of the current serving line to accommodate Subway's standardized sandwich unit, installation of a new security gate, and addition of electrical outlets; the Airport location requires no modifications at this time. The proposal includes job descriptions for manager, assistant manager, and sandwich artist positions, indicating staffing plans aligned with current operations. No specific pricing structure, contract term length, or renewal options are detailed in this amendment proposal, though the bidder emphasizes its track record of successfully serving the college community and readiness to continue operations.

Continuing a Fresh Partnership

College
October 15, 2015
Warren & Phyllis Parker Arrington-Parker-Brown, LLC DBA Subway 2236 Airport Boulevard Springdale, South Carolina 29170
Dear Midlands Technical College Officials:
Subway would like to continue to provide quality, low fat, and nutritional menu options to Midlands Technical College Airport and Beltline Campuses.
Services will continue to be provided by Arrington-Parker-Brown LLC, (Warren and Phyllis Parker).
Warren and Phyllis Parker are current franchisees of the above address as well Airport and Beltline Campuses of Midlands Technical College. Warren brings the experience of a US Army Retiree with over twenty years of honorable service. During Warren’s twenty successful years in the military, he gained the experience specializing in Human Resource Management, Personnel Administration, Program Planning/Management, Enrollment/Orientation, Client /Employee Representative. Warren also has the ability to consistently accomplish objectives through organizational talents, attention to detail and meticulous follow-through; experience in handling sensitive and confidential information.
While dedicating his services to our country, Warren has served in many capacities such as a section leader, company manager, Human Resource Supervisor and as a mentor to Soldiers of all walks of life.
Phyllis Parker has a Bachelor of Science degree in Criminal Justice. As a Subway Franchisee, Phyllis oversees the daily operations of the Subway locations. She conducts the ordering from US Food Service to ensure we meet the highest standard of food specifications, in-stock efficiency and balanced inventory for the three Subway locations, while at the same time complying with all laws relating to food and labeling and stay on track with the current weeks allotted budget.
As a Child Protective Service Investigator, she has assisted in providing facilitated classes to at risk youths and parents, which focused on violence, delinquency, truancy, drug/alcohol, gangs, peer-pressure, low self-esteem, and teen pregnancy prevention. Phyllis was also an Assistant Child Development Center Director who served as a staff educational advisor and resource person whom ensured balanced meals and/or snacks were provided within the USDA guidelines.
Since Warren and Phyllis has taken over operations of Subway at Airport and Beltline Campus in March 2006, sales has increased an average of 12% per year. This increase was due to the partnership between Midlands Technical College and Warren and Phyllis’ dedication and hard work in providing an excellent and nutritional menu to Midlands Technical College Airport and Beltline Campuses. Subway is currently on track to increase sales in 2015.
The SUBWAY® restaurant chain has again been named the Number One Franchise opportunity, as well as the Number One Global Franchise opportunity, for 2014 by Entrepreneur® magazine in its annual “Franchise 500” rankings. By continuing to offer an affordable and healthy menu to the consumers of Midlands Technical College, Warren and Phyllis are confident students and staff will be better equipped in selecting healthier choices, which will lead to a healthier and fit lifestyle.

As the current Midlands Technical College contractor, we will continue to be incompliance with all the provisions stated in the proposal and all necessary state, local, and government standards. We want to provide the best tasting, healthiest and affordable food to Midlands Technical College. We will continue to maintain a clean environment which is suitable to Subway regulations and guidelines. We have consistently maintained an “A” rating from the Department of Health and Environmental Control. Over half of our employees are students of Midlands Technical College.
We will continue to provide employment opportunities to Midlands Technical College students in the future.
We will also continue to provide a menu of at least 8 sandwiches that are less than 400 calories and are low in total fat, saturated fat, cholesterol and trans fat free (that is actually half of the sandwiches offered on the menu). These sandwiches are listed on the menu, cups, and napkins as a “fresh fit”/ “6 g of fat or less” choice. Compared to other fast food chains, Subway® offers a much larger variety of better-for-you sandwich options which typically just offer 1 or 2 grilled chicken sandwich options. Having this variety makes it really easy to make a healthier food choice. Subway also offers several nutritious sides – apples, baked chips, and hearty soups so you can make a complete meal that is still reasonable in calories and saturated fat and affordable.
In conclusion, Subway sincerely hopes you continue to allow us to serve excellent quality food to the students and staff of Midlands Technical College Airport and Beltline Campuses. If there are any questions or concerns in regards to the foodservice bid proposal, please contact either Warren or Phyllis Parker.

OBJECTIVE: To continue our value partnership with Midlands Technical College that will not only provide convenience to your students and staff, but also provide meals that are affordable, healthy and great tasting.
In order to offer a high quality food service operation, not only does a great deal of time and effort need to be invested but also the cost may be prohibitive. Our main focus is to provide quality products that are in demand by students and staff.
Our goal is to continue to provide products that offer value for customers and sometimes a unique dining experience. This may require changing some of the products Subway offers (kid fit meals, coke, etc), in an effort that will continue to attract new customers and at the same time also maximize revenue. Having quality food service available will provide convenience for your students and staff.
Having a SUBWAY® Restaurant within Midlands Technical College may provide the following direct benefits:
• Provide food services for the convenience of your customers and allowing your store manager to focus on the main retail business and not have to worry about overseeing the food service operation. The SUBWAY® franchisee will staff and operate the restaurant.
• The SUBWAY® Brand recognition may drive in additional customers generating increased sales overall. For the same reasons that many consumers drink Coke or Pepsi, drive a certain make or model car, they’re more likely to stop for fast foods when they see a national brand. Consumer habits are driven by perceived brand confidence that is reinforced through national advertising.
Midlands Technical College

Diverse and Delicious Menu Offering
SUBWAY Restaurants has grown and protected its brand through a strong focus on restaurant operations. Below are our areas of expertise related to restaurant operations:
HACCP Procedures:
In any food service operation, it is imperative to follow proper food handling procedures. SUBWAY Restaurants has implemented a full HACCP (Hazard Analysis Critical Control Point) program and our vendors and our distributors are also required to meet these stringent requirements. The SUBWAY brand is one of the few Quick Service Restaurants to have a full produce program that is HACCP approved and monitored.
Food Safety Certification:
Our franchisees have passed the Health Board Food Safety Certification Program. Our employees follow proper hand washing procedures and also wear disposable gloves when preparing or handling food and when serving customers.
Monthly Restaurant Evaluations:
The SUBWAY chain has a strict policy of performing monthly evaluations on every one of our restaurants. This means that each month, a Field Consultant performs an unannounced visit to each restaurant in the SUBWAY system. They evaluate every restaurant on areas such as customer service, cleanliness, food-safety, quality of the food, uniforms and other areas that would impact the success of the restaurant. This procedure ensures the consistency and level of quality that is expected with every SUBWAY Restaurant, and our standards are the same for traditional stores as well as for restaurants in non-traditional settings (other places of business). Our field staff is also responsible for monitoring the controls of the store and helping the owners improve their sales.
Franchisee Selection:
Our SUBWAY franchisees are chosen for their operational excellence, their financial stability and their overall ability to build and strengthen our brand.
They must have passed our extensive training program and be an operator in good standing prior to being awarded additional franchises.
The franchisees must also be operating their current restaurants in full compliance and have a management team and strategy in place prior to expanding.
Our franchisees are seasoned entrepreneurs who understand how to protect and grow a brand successfully. 70% of our franchises are sold to existing franchisees.
Operational Standards and Food Safety
When SUBWAY Restaurants operate in diverse facilities, they have to meet the needs of the students and staff of Midlands Technical College.
Value Priced Menu:
The SUBWAY menu pricing is the lowest in the sandwich category. SUBWAY uses their extensive buying power along with a professional Purchasing Co-op to gain efficiencies to pass on to our customers. This allows us to serve only the highest quality products while at the same time keeping our products affordable for everyday users. From our mini sandwiches, six-inch sandwiches and foot-long subs, SUBWAY Restaurants has a product and a price for every employee and visitor’s budget. SUBWAY also offers daily and weekly specials for the regular customer base.
Flexible Hours of Operations:
Another area where a SUBWAY Restaurant would be able to address the needs of Midlands Technical College is with our hours of operation. A SUBWAY Restaurant has the flexibility to operate from early morning to late night. As noted earlier, we offer menu options to satisfy all day parts.
Speed of Service:
SUBWAY Restaurants is the expert in getting our customers served fast and efficiently with friendly service. As most student and staff of Midlands Technical College only have a limited amount of time to get their lunch and or dinner, they do not want to spend this time waiting in unacceptable line-ups. As our traditional stores are extremely busy during peak periods such as lunch and dinner, the SUBWAY Operations Department has perfected a system to get our customers through quickly. We always ensure that our stores are properly staffed to allow for maximum customer flow. It is not uncommon for a SUBWAY Restaurant to see hundreds of customers go through their line in an hour.
Customer Concern Resolution:
The SUBWAY chain takes great pride in its customer service in all of its restaurants. In an effort to ensure that we are meeting all of our customer’s needs, SUBWAY has established a toll-free number (as well as a web site concern reporter) whereas all customers may register a concern 24 hours a day.
This concern is immediately relayed via e-mail and fax to the regional SUBWAY office as well as the franchisee. The franchisees have 24 hours to respond and resolve the customer concern. This program assists SUBWAY Restaurants in ensuring that we have a thorough and responsive customer feedback system, which allows us to run superior operations for our customers.
The SUBWAY Chain received the #1 ranking for customer service for the Fast Food Restaurant Category in Corporate Research International’s Real People Ratings “Best of 2007”.
SUBWAY® Restaurants consistently receives the same ranking in their quarterly research polls as well.
Diversity in the Community:
SUBWAY Restaurants has the added value of being one of the most diverse franchise communities in the world. This multicultural strength further enhances our brand in the multicultural markets we service. The SUBWAY chain’s franchisees and employees reflect the communities that they serve;
and our fresh multicultural perspective serves as a leader in the industry.
Ability To Service Market
Being the current operators at MTC Airport and Beltline Campuses there are no site requirements for the Airport location at this time; however, we are requesting the following site requirements for the Beltline location; the removal of the current serving line to accommodate Subway's standardize sandwich unit. Secondly, a new security gate is required to secure the remodeled area.
Lastly, additional electrical outlets are needed. If we are given the opportunity to expand to other MTC locations, the information noted above is subject to change depending on the location.
Professional and Flexible Restaurant Design and Construction:
As a leader in the Quick Service Restaurant Sector, SUBWAY Restaurants has only the most modern décor and equipment standards and has the flexibility to meet size restrictions or other standards Midlands Technical College may require.
SUBWAY Restaurants’ franchisees work with professional Store Designers and Contractors. We have our own Store Design Department and we maximize the space available to meet the needs of Midlands Technical College.
SUBWAY franchisees only use the highest quality materials, equipment and contractors when building new restaurants. Having built thousands of restaurants worldwide, the SUBWAY chain has the expertise to ensure the restaurants are of only the highest quality standards. SUBWAY franchisees or Development Agent offices employ construction supervisors to oversee the complete and successful build out of the restaurant. All of SUBWAY restaurants must meet strict criteria and satisfy all local and municipal building requirements.
The SUBWAY team will minimize the impact of its build-out of the restaurant by ensuring that we build the restaurant as quickly as possible. In most instances we can do the construction within a few weeks to build out a unit with no interruption to Midlands Technical College day-to-day operations.
Proposed Space and Plans:
Our local Development Agent and staff will make recommendations for selecting the proper site and will work with our store design department to create a customized floor plan for the SUBWAY Restaurant.
SUBWAY Restaurants has also implemented an aggressive remodel program, which ensures that all of our restaurants are upgraded on a five to seven year basis to ensure the highest quality décor and equipment.
Please see our sample store renderings our own newly updated Tuscany II décor on the next page.
