About this file

This document is an amendment to a Request for Proposals (RFP) issued by the University of Wisconsin-Madison for Neutral host cellular infrastructure installation preparation consulting services (ShopUW+ Event Number 2025-UWMSN-00781-RFP). The amendment serves to answer questions submitted by proposers regarding the RFP requirements. Key details include that the University wants the selected vendor to assist with quality assurance, testing, and acceptance of the 5G neutral host network deployment, which is expected to include service providers such as AT&T, Verizon, T-Mobile, and US Cellular. The vendor is also expected to help the University with technical requirements such as spectrum bands, co-existence with the existing Wi-Fi network, and the migration plan from the current Distributed Antenna System (DAS) network.

The RFP indicates that the University is seeking firms with experience in financial analysis for neutral host network deployment and revenue share negotiations with telecom service providers. The University expects the neutral host provider to be responsible for vendor negotiations, implementation, and execution with the cellular service providers. Responses to the RFP must be submitted online through the University's bidding platform by the due date of September 12, 2024.
