About this file
This Amendment 1 document modifies RFI 5400025915 issued by the South Carolina Department of Corrections Purchasing Branch on September 13, 2023, seeking information on FCC-Certified Contraband Interdiction Systems (CIS) and related services for detection and management of contraband wireless devices in correctional facilities. The RFI solicits both mobile contraband cell phone detection services using temporary deployment of certified systems and continuous detection services using permanently installed systems or components. Vendors may propose detection-only systems or full management access systems (MAS/MAS-E). Sealed offers must be submitted in ten hard copies (one original marked "ORIGINAL" and nine copies marked "COPY") to the SC Department of Corrections Purchasing Branch at 4530 Broad River Road, Columbia, SC 29210, by September 25, 2023, at 11:00 AM. The RFI includes on-site demonstration opportunities at seven correctional facilities with proposed demonstrations lasting ninety days. All interested vendors must be registered with the State of South Carolina through www.procurement.sc.gov before submitting responses.
The RFI requests estimated pricing information only, as SCDC acknowledges that accurate pricing cannot be provided without facility site visits. The document provides acreage data for all 23 state correctional institutions to assist vendors in developing estimated pricing proposals. Vendors must use FCC-approved certified systems capable of capturing both subscription and device identifiers from all cellular technologies, including 5G, and must complete site-based testing and self-certification processes. Key requirements include eliminating false positives through comparison against SCDC-provided authorized device lists, performing installations covertly, obtaining necessary temporary certifications and spectrum access agreements, and preparing reports containing contraband device identifiers for submission to wireless providers. Amendment 1 corrects typographical errors in the original RFI 5400025749. All pricing provided is estimated only, and SCDC understands that final pricing will require individual site assessments.

Request for Information
The original correctional system in South Carolina was established in 1866 when the South Carolina Legislature passed an act that created the first state-level prison for felons that were housed in county facilities. In 1960, the Governor of South Carolina created a new state agency named the South Carolina Department of Corrections. Today, the Department of Corrections is still a state agency, reporting directly to the Governor. The Department of Corrections currently employs approximately 4,500 employees, and houses 15,000 inmates at 21 institutions.
The Department of Corrections has twenty-one institutions and they are categorized into four distinct security levels: close security, medium security and community-based pre-release/work centers. Minimum Out Level (MO) are community-based pre-release/work center that house minimum-security non-violent inmates who are within 26 months of release. Minimum Level (MI) are minimum-security facilities that house inmates with relatively short sentences to time to serve. Medium Level (ME) are medium-security institutions. With single fenced perimeters and electronic surveillance, medium level institutions provide a higher level of security than Minimum level facilities. Close Level (CL) are high security institutions designed to primarily to house violent offenders with longer sentences, and inmates who exhibit behavioral problems. The architectural design of the institution, type of housing, operational procedures, and the level of security staffing determine an institution’s security level. Inmates are assigned to institutions to meet their specific security, programming, medical, educational, and work requirements.
Brief Description
The purpose of this Request for Information (RFI) is for The South Carolina, Department of Corrections, to determine interest and collect information to include an estimated cost specific information regarding potential sources of supply for FCC-Certified Contraband Interdiction Systems (CIS) and Services for the SC Department of Corrections.
The agency is seeking information regarding both MOBILE contraband cell phone detection services, rendered using a mobile or temporary deployment of an FCC-Certified Contraband Interdiction System (CIS), and CONTINUOUS contraband cell phone detection services, rendered using an FCC-Certified Contraband Interdiction System (CIS) or CIS components permanently installed at a correctional facility. Proposals may include CIS systems designed for detection only or systems offering full management of contraband wireless devices (MAS / MAS-E).
BACKGROUND
On July 13, 2021, the Federal Communications Commission (FCC) issued a report and order in FCC document number FCC-21-82 regarding contraband phones in correctional facilities. This order established a rules-based process through which corrections departments can directly request that wireless providers disable contraband phones detected in their facilities by an FCC-certified Contraband Interdiction System (CIS). The FCC issued further guidance on this process in a December 2021 public notice (“Guidance PN”) in FCC document number DA 21-1572, including the requirements for certification as a CIS eligible for use in the submission of qualifying requests for the disabling of contraband wireless devices in correctional facilities.
GENERAL CIS REQUIREMENTS
The agency is seeking information from CIS vendors who meet the following general requirements.
1. The Vendor must use an FCC-certified CIS for contraband cell phone detection to obtain cellular identifiers of contraband devices within a target facility sufficient to meet the following requirements for disabling requests as stated in the FCC’s order:
a. identify the applicable wireless service provider
b. uniquely describe each of the devices in question at the subscription level
c. uniquely describe each of the devices in question at the device level
2. The CIS must be capable of capturing both subscription and device identifiers from all cell phones, including those that support and attempt to connect to surrounding networks via Fifth Generation (5G) cellular technologies.
3. The Vendor must use the CIS in a way that enables the capture of identifiers throughout a facility, regardless of the geographic, physical, or other characteristics of the facility.
4. The Vendor must determine with high confidence whether captured identifiers belong to contraband devices, eliminating ‘false positives’ and minimizing ‘false negatives’. SCDC will provide a list of authorized devices for each facility, which should be excluded from reports and disabling requests.
5. The CIS must have FCC approval of its initial certification application. (Note that this does not include the site-based testing and self-certification portion of the FCC certification process).
6. The Vendor must complete the site-based testing and self-certification process at all sites where mobile detection events or CIS installations are performed.
7. The Vendor must perform CIS installations and mobile detection events as covertly as possible.
8. The Vendor must obtain and renew as necessary any temporary certification, arrangement, or agreement needed to install a CIS or carry out a mobile detection event. This includes but is not limited to CIS certification, spectrum lease agreements, or special temporary access (STA) grants for spectrum access.
9. The Vendor must prepare reports for SCDC containing the identifiers of detected contraband devices, in a format that may be used to submit disabling requests to wireless providers.
10. Does your system make use of roaming agreements with wireless carriers? If not, do you have plans for incorporating roaming agreements in the future?
11. Do you anticipate any changes in the cellular ecosystem in the coming years that could threaten the effectiveness of your system, and if so, how do you plan to respond?
INFORMATION REQUESTED
Please provide information detailing all CIS services offered and technology used by the CIS. CIS services may include deployments that provide contraband cell phone detection and identification only, or systems that provide detection and identification as part of a traditional Managed Access System (MAS) or MAS-Evolved deployment.
Please provide a spreadsheet that includes a brief product description, category designation, SKU number, and most recent published list price for all currently available Contraband Interdiction System (CIS) related products and services (including but not limited to all hardware, software, interfaces, optional components, installation, implementation, maintenance / support services, etc). Pricing may include hardware purchase, lease, and / or rental options. If a turnkey CIS as a monthly service is offered, please include any one-time installation costs or minimum term of service required.
ON SITE DEMONSTRATION
The agency is offering all qualified CIS vendors the opportunity to demonstrate their offerings at one of the seven (7) Correctional Facilities listed below. Vendors interested in providing an on-site demonstration should include a generic demonstration plan including the proposed demonstration timeline, any agency assistance needed during system installation or testing, and a detailed description of how the effectiveness of the system will be demonstrated. The demonstration should last for 3 months/90 days.
