Proposals are requested to work with DoD HIV/AIDS Prevention Program (DHAPP) to strengthen selected partner military health systems. The implementing partner (IP) will work in PEPFAR countries and in countries supported with (Defense Health Program) DHP funds as directed by DHAPP.
The objective is to supply partner military healthcare infrastructure with materials and equipment as judged necessary and useful by DHAPP, the IP and most importantly, the host military itself.
Amendment #0008, DHAPP BAA-13-001 (FY13 – FY14 DHAPP: Military Specific HIV/AIDS Prevention, Care, and Treatment Program for non-PEPFAR Funded Countries)
The IP will conduct an on-site assessment of each partner military site to be supported and create an inventory of proposed consumable and non-consumable materials. DHAPP and the partner military will review the inventory for approval, and the IP will then deliver the materials to the host military.
Examples of supplied materials include dressings and gauze, IV tubing, hospital beds, assisted mobility devices (walker, cane, etc.), nutritional support supplies, vital sign monitors, dental equipment, and clinic furniture (chairs, desks, exam tables, etc.).
The selected IP should have the ability to assess the impact of such deliveries upon the host military healthcare system, such as measures of improved quality of care or improved access to care.
The selected IP will be responsible for arranging transportation of materials from storage locations to the host country.
