Proposals are solicited to develop, implement, monitor and evaluate a sustainable, effective HIV/AIDS prevention program for the Estonia Ministry of Defense (MOD). The Department of Defense HIV/AIDS Prevention Program (DHAPP) has worked collaboratively with the Estonian MOD in a variety of HIV/AIDS prevention programs since 2005. In the past 3 years, those efforts have included policy development, seroprevalence studies, training of medical personnel and the development and implementation of HIV training/education of enlisted troops. To improve the effectiveness of the program, there is a need to assess effectiveness and modify training material.
