Number DHAPP-BAA-13-001

“FY13 – FY14 Department of Defense HIV/AIDS Prevention Program:

Military Specific HIV/AIDS Prevention, Care, and Treatment Program for non-PEPFAR (President’s Emergency Plan for AIDS Relief)

Funded Countries”

The purpose of this Amendment 0003 is to incorporate the following:

NHRC/DHAPP is accepting “Concept Papers” for Multicountry as described below through 11 December 2013 for first round consideration.

Eligible Applicants are requested to submit Concept Papers following the guidelines and format provided in the DHAPP BAA-13-001, Section IV.

Multicountry:

HLAB: $230,000

The DoD HIV/AIDS Prevention Program (DHAPP) works with many countries on HIV programming outside of the PEPFAR initiative. Due to lesser resources, clinical laboratory services in a number of these countries are of lesser quality and reliability due to poor quality of the structures housing the laboratories, poorly functioning equipment, poorly trained staff, and inadequate quality assurance processes. This proposal seeks to pilot a program to address these deficiencies. The TBD partner will work closely with DHAPP staff and military partners to address the following requirements:

• Baseline assessment of military laboratories in X (phase 1) o The TBD partner will conduct a review of the clinical laboratory buildings to include adequate space for equipment and staff, condition of structure, ventilation, incineration capabilities, electrical supply, water supply, and furnishings such as benches and storage space.

Amendment #0003, DHAPP BAA-13-001 (FY13 – FY14 DHAPP: Military Specific HIV/AIDS Prevention, Care, and Treatment Program for non-PEPFAR Funded Countries) o Assessment of staff training in all aspects of laboratory services to include QA/QC, creation and maintenance of SOPs, adequate documentation, calibration of instruments, and performing assays according to device specifications o Safety processes o Equipment: Assessment is to include determination of equipment adequacy for the needs of the healthcare facility. Equipment age, function (to include precision and accuracy), throughput, safety hazards, and site context (such as limitations of electrical or water supply) are examples of necessary information in the assessment.

o Current laboratory strengthening efforts in country.

o Current Ministry of Health (MOH) laboratory standards with which the military partner is expected to harmonize

• Laboratory Strengthening (phase 2) o The TBD partner will improve clinical laboratory services in X in accordance with the assessment conducted in phase 1 o Structural improvements and renovations as needed o Staff training in all needed areas o Procurement of needed equipment, to deliver services consistent with country context.

o Certification of laboratory o Harmonization of all efforts with MOH processes.

• Assessment of Intervention o The TBD partner will compare baseline and post-intervention efforts to determine effect of program o Pre- and post-intervention staff testing and knowledge assessments o Certifications obtained o Laboratory testing capability as measured by tests performed pre- and post-intervention
