Water Testing Services SOLICITATION NO. 140FS123Q0132
FWS
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Warm Springs NFH, Oregon has a requirement for Water Testing Services located at 1 Fish Hatchery Road Warm Springs, OR 97761.The anticipated performance period is from 08/04/2023 to 08/03/2024. The performance period includes a base year with 4 option years. The 4 one year option periods (if exercised) range from August 4, 2023 through August 3, 2028.
This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2023-02. The NAICS code is 541380 and the small business size standard is $19 Million
Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.
The anticipated award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA). The vendor that submits the lowest price quote and meets all requirements in accordance with the SOW, Evaluation criteria, and technical acceptability below will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1. Options will be evaluated in accordance with FAR provision 52.212-2 -- Evaluation -- Commercial Items.
Technical Acceptability: Quote must cover all aspects of the SOW.
The following factors will be used to evaluate quotes:
1) Vendor capability
2) Price reasonableness
3) Past Performance
Pricing
All vendors must provide a quoted rate based on water testing quote schedule on page 4 SOW. See attached Statement of Work for details on delivery requirements.
Please submit your quotation (showing unit price) on company letterhead or the above pricing guide with vendor capability statement, and past performance information. The vendor shall also submit their SAM.gov UEI code and point of contact phone number and e-mail address. Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number.
Refer to FAR provision 52.212-1 Instructions to Offerors – Commercial Items for additional submission guidance, and include a copy of FAR provision 52.212-3 Offerer Representations and Certifications -- Commercial Items with applicable sections completed.

1.0 – General Information
The facility at Warm Springs National Fish Hatchery (Oregon), a unit of the Fish and Wildlife
Service (FWS) requires water testing of its discharge monthly as a requirement for its NPDES permit for reporting on EPA Net-DMR system to monitor discharge into the public waters of the
United States. It also requires testing of domestic water quarterly since the facility is open to the public.
2.0 – Scope
For the services of water testing as required by NPDES permit specifications, and at frequency as required by permit specification and various quarterly and annual domestic water testing.
3.0 – Contract Period
The contract period is 12 months (base) with the option to extend for 4 additional 1-year periods.
The anticipated period of performance is anticipated to last from August 4, 2023 to August 3, 2028
4.0 - Current Protocol for EPA Net DMR reporting
Samples done each month are collected by hatchery staff and picked up by the Vendor. Each month three sites are sampled. Two Ammonia tests are done, three Total Suspended Solids tests, three
Settleable Solids tests and two pH tests are done monthly. Additional samples are taken in April from a fourth site when fish are released. The April release test include one of each of the listed tests. Quarterly, potable water tests are conducted for Total Coliform bacteria test are done at up to
7 locations on station, and annually nitrate, nitrite, and copper tests are completed on the potable water system.
5.0 – Pricing
Price will be reflected in the actual bid with no changes without notification from points of contact listed in 12.1
6.0 - Excise and Taxes
All prices shall be inclusive of applicable taxes during the contract period.
8.0 - Delivery Days and Times
Specific services to the Warm Springs National Fish Hatchery are the pickup of samples from the refrigerator in the feed room of the Nursery in the Main Hatchery Building. This is done on the second Tuesday of the month. All samples are collected by hatchery personnel, labeled
2 of 4 pages appropriately, and placed in the refrigerator for pickup. If for any reason the pickup is delayed, advanced notice should be given to the hatchery. If the hatchery cannot meet the pickup, advanced notice will be provided to the Vender and a new date and time of pickup rescheduled. The hatchery staff and Vender will communicate to ensure the proper number of appropriate samples containers are on hand for the samples. The containers costs and shipping should be included as part of the cost charged for the tests. Analysis and results should be reported, via email, to the hatchery staff once completed by the contractor preferably before the 20th of the following month, the reporting deadline for EPA Net-DMR.

11.0 – Payments
The Service Provider shall be registered in the System for Award Management (SAM) in order to participate in this testing requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
The Service Provider is also required to be registered in the Invoice Processing Payment Platform
System (IPP) in order to submit electronic invoices. Any questions regarding this billing system should go to the Customer Support for the IPP directly at telephone: 866-973-3131 or by email:
ippgroup@bos.frb.org. The contractor must submit any and all cost and pricing data, receipts, and vouchers as an attachment to the electronic invoice in the IPP that matches and supports what is being invoiced.
If the services rendered fall under micro purchase amounts of $2,500 for services Government Purchase Card may be utilized by authorized callers.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

USFWS R7 Environmentally Preferable and Energy-Efficient Products and Services Policy
Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio-based. The use of nonhazardous and recovered materials is encouraged.
Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Invoice billed according to contract line items and rates.
2. If final payment is billed, the last invoice shall state “FINAL”
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment.
