1. Attachment 6 – Specifications is hereby changed to include the following:
It has been identified that the adhesive material (glue) between HVAC ducts contains asbestos. Accordingly, all asbestos-containing waste (ACW) shall be managed in strict accordance with the requirements of the U.S. Department of State (DOS), U.S. Environmental Protection Agency (EPA) regulations (40 CFR Part 61, Subpart M – NESHAP), Occupational Safety and Health Administration (OSHA) standards (29 CFR 1926.1101), U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual EM 385-1-1, European Union Directives on asbestos (particularly Directive 2009/148/EC), and applicable Spanish national and regional and local regulations governing asbestos handling and waste management (e.g., RD 396/2006, and related waste transport and landfill laws).
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

The following procedures shall be implemented and enforced:
On-Site Control:
1. All asbestos-containing materials and waste shall be properly controlled at the job site to prevent the release of asbestos fibers into the air and surrounding environment. Work areas shall be clearly demarcated and access restricted as required by applicable safety protocols.
Packaging Requirements:
1. All asbestos waste shall be double-bagged in airtight, 6-mil (150-micron) thick polyethylene bags or sealed in rigid, leak-tight containers. The Contractor must clearly label each container in accordance with EPA, OSHA, and EU labeling standards as Asbestos-Containing Material (ACM) and shall include the date of generation, the name and license number of the authorized asbestos contractor (if applicable), and other markings required by Spanish authorities (e.g., Código LER: 17 06 01*).
Storage and Transportation:
1. Asbestos waste shall be stored in secure, labeled containers that prevent dispersion or leakage. Transport shall be conducted in closed and sealed vehicles and shall comply with:
• EPA and DOT (49 CFR) hazardous material transport regulations,
• EM 385-1-1 Section 06.E,
• EU Regulation (EC) No 1013/2006 on waste shipments, and
• Spanish transport laws (e.g., RD 180/2015 on waste transport).
• The receiving landfill must be authorized and notified in advance of the ACM content. It must implement approved procedures to prevent occupational and environmental exposure.
Manifest and Documentation System:
1. A formal chain-of-custody waste manifest system shall be implemented to document the proper packaging, labeling, transportation, and receipt of asbestos waste by the designated landfill. This manifest must be maintained in compliance with EPA, Spanish, and EU recordkeeping standards and be available for inspection by the DOS and relevant authorities.
Responsibility and Oversight:
1. The Contractor and the Alternate Project Manager (APM) shall be jointly responsible for ensuring that all asbestos-contaminated waste is handled, stored, transported, and disposed of in full compliance with the above regulations. Strict measures shall be taken to ensure that no asbestos contamination is released at any stage of the process.
DOS and Representative Activities:
1. Any asbestos-containing materials removed or handled by U.S. Department of State representatives or authorized personnel shall follow the same procedures and documentation requirements, including the use of a manifest system for transportation and disposal.
Final Waste Disposal Certification:
1. Upon completion of the work, the Contractor shall submit a formal Asbestos Waste Disposal Certification signed by the authorized waste transporter and receiving facility. The certificate shall confirm that all asbestos-containing materials were managed and disposed of in full compliance with applicable U.S., Spanish, and EU regulations.
All supporting manifests shall be attached.
