About this file

This document is Addendum #002 containing RFI (Request for Information) responses from Northern Wasco County PUD regarding the Big Eddy to The Dalles 115 kV Design-Build project. The responses address 22 questions submitted by various vendors including Sturgeon, Burns & McDonnell, Power Engineers, Electrical Consultants Inc., Asplundh, and Toth & Associates between November 21-25, 2024. Key timeline information indicates that SOQ submissions are due December 18, 2024, RFP invites will be issued on January 13, 2025, and RFP submissions will be due March 20, 2025. The project completion target is September 2026, though this date may be adjusted during project coordination.

The District clarifies that either engineering firms or contractors may hold the prime contract, with all SOQs requiring qualifications for major engineering firms, consultants, and contractors. Union labor (IBEW) is required for lineman activities. Pricing and rates will not be considered during the RFQ phase and should not be included in SOQ submissions. Technical details such as PLS-CADD files, drawings, easements, and permits will be provided during the RFP phase to shortlisted vendors after signing NDAs. BPA will be integrated into the design approval process, reviewing and approving each stage of the progressive design-build project.

RFI Number Question Request Date Vendor Response

Will the District allow Construction Contractors to pre-qualify with an engineering firm as the subcontractor? 11/21/2024 Sturgeon

The District will accept either an engineering firm or a contractor to hold the prime contract. All SOQ's must contain qualifications for major engineering firms, consultants, and contractors.

SOQ Timeline Extension: We would like to request an extension for the SOQ submission deadline from 12/18/2024 to 1/17/2025. 11/22/2024 Burns & McDonnell

Due to the schedule of expected outside funding the District cannot delay the RFQ portion of this procurement

Preliminary Stage Definition: Has the District determined the deliverables and scope required in the Preliminary Stage?

11/22/2024 Burns & McDonnell

The specifics for each stage of the contract will be stipulated in the RFP documents. Right now the District is only shortlisting qualified firms with the experience and expertise to perform this project. Cost or rates will not be considered until the RFP documents are issued to the shortlisted vendors.

RFP Timeframe: Can the District please clarify what the RFP timeframe from 1/13/25 to 1/20/25 is meant to represent? If that is to develop a "Preliminary Stage Price" estimate as defined in Article 3 - CONTRACT PRICE, Section 3.02, we would like to request an 8-week RFP timeline to submit a price estimate using the standard hourly rates defined in Exhibit B-3:

PRELIMINARY STAGE-STANDARD HOURLY RATES. 11/22/2024 Burns & McDonnell

The tentative RFP timeline will be 1/13/2025-3/20/2025. RFP's will be due on 3/20/2025.

Design Timeframe: We believe the provided design duration from project start (date TBD) to ~February 2026 carries high risk due to the unknown nature of the project scope (reconductor vs. reconductor/structure replacements vs.

complete line rebuild). Would the District be willing to extend the design finish date for the project? 11/22/2024 Burns & McDonnell

Specific schedules can be refined in the RFP stage. Right now the District is just evaluating firm's qualifications. If there is input that will be helpful for the RFP documents regarding schedule or considerations you can include them in your SOQ.

Construction Timeframe: We believe that the construction duration from ~March 2026 to September 2026 carries high risk due to notable outage constraints/sequencing on the line and the unknown project scope. Can the District provide the driver or necessity behind the September 2026 in-service date? 11/22/2024 Burns & McDonnell

Final schedules will be issued during the Design-Build stage.

The September 2026 date has been provided as a best case scenario and may change depending on project coordination.

Compensation Models: Can the District clarify the anticipated or desired compensation models for the Preliminary Stage Price and the Completion Stage Price? 11/22/2024 Burns & McDonnell

Pricing will not be considered as part of the RFQ process. Do not provide pricing or unit rates as part of your SOQ.

The RFQ milestone schedule states that the RFP invite is issued on 1/13/25, and the RFP timeline is from 1/13-1/20/25. Does this mean that the submission deadline for the RFP is on 1/20/2025? 11/22/2024 Power Engineers

The tentative RFP timeline will be 1/13/2025-3/20/2025. RFP's will be due on 3/20/2025.

Is union labor required for this RFQ – Big Eddy – The Dalles 115 kV Line Rebuild/Reconductor project?

11/25/2024 Electrical Consultants Inc.

The District is signatory to IBEW Local 125 and requires that all lineman activities utilize union labor. Union labor does not need to be through IBEW Local 125.

Is a PLS-CADD .back file of the Big Eddy – The Dalles 115 kV line available? If not, is a KMZ of the route available? • Assuming this information is not available in a PLS-CADD model we would like to request the following details of each structure along the route:

oStructure Type (lattice tower, H-Frame/Monopole, engineered pole, direct buried pole, etc.)

oAge of installation oFraming oStructure height/class 11/25/2024 Asplundh

Drawings and KMZ files will be provided in the RFP stage with signature of an NDA.

If ultimately we determine we need to replace the majority of the line with new structures should we frame structures and design clearances on the new structures to support 230 kV to accommodate future capacity upgrades in the outlying area? Our project would still install/operate at 115 kV. 11/25/2024 Asplundh This can be discussed as an option with stakeholders.

Shall this design adhere to BPA standards?

11/25/2024 Asplundh

BPA will be integrated into the design approval process. With this being a progressive design-build project BPA will review and approve each stage of design.

Our company already has BPA system and physical access, but we have not been onboarded by NWCPUD. Would the time to complete NWCPUD onboarding pose any schedule delay risks, and if so, could this exercise be completed prior to project award to ensure a seamless project kickoff? 11/25/2024 Asplundh

On-boarding will be completed after award of the Design-

Build contract after the RFP stage. This process shouldn't hold up starting Design.

Can the District please elaborate on the RFP window from 1/13/25 to 1/20/25? Is this for a notification window or does the contractor need to be prepared to turn around detailed pricing in that week window? 11/25/2024 Toth & Associates

The tentative RFP timeline will be 1/13/2025-3/20/2025. RFP's will be due on 3/20/2025.

Is the District able to share all available permits associated with the 2005 Dalles to Columbia Heights 115kV Rebuild and the original Columbia Heights to Big Eddy 115kV line? 11/25/2024 Toth & Associates The District has not done outreach for required permits.

Is the District able to provide all easement documentation and boundary associated with the 2005 Dalles to Columbia Heights 115kV Rebuild and the original Columbia Heights to Big Eddy 115kV line? 11/25/2024 Toth & Associates Easements can be discussed more in the RFP stage.

How does the District anticipate the handling of crop damages and access during the construction phase? What does our current easement language communicate in terms of access? 11/25/2024 Toth & Associates Easements can be discussed more in the RFP stage.

Is the District able to provide the BPA load flow study that identified the District as an affected system and determined the need for the line upgrade? 11/25/2024 Toth & Associates Studies will be shared in the RFP stage.

Is the District able to provide documentation associated with the Dalles to Columbia Heights 115kV Rebuild (2005)? (i.e. Record Drawings, Assembly Drawings, Steel Pole Specs/Fabrication Drawings and Vendor information, PLS-CADD model, Design Criteria) 11/25/2024 Toth & Associates We will see what we have to share in the RFP stage.

Is the District able to provide documentation associated with the original Columbia Heights to Big Eddy 115kV line? (i.e. Record Drawings, Assembly Drawings, Design Criteria) 11/25/2024 Toth & Associates We will see what we have to share in the RFP stage.

If a new structure is required, does the District prefer installing a like pole structure and material as existing? 11/25/2024 Toth & Associates

Permit requirements may dictate this and can be discussed during the RFP stage.

Regarding the pole condition review, would the District like this to be visual inspection only or is a more thorough condition review expected? (steel and weld conditions and/or field drill and test wood structures) 11/25/2024 Toth & Associates Firms can provide options for handling this.
