About this file
This document is a Request for Qualifications (RFQ) from the Northern Wasco County Public Utility District (NWCPUD) for a design-build project to rebuild/reconductor an 8.5-mile, 115 kV transmission line between the Big Eddy and The Dalles substations. NWCPUD seeks to engage an engineering firm with qualifications to determine the most economical and expeditious option to rebuild the line to achieve a rating greater than 1600 amps and identify options for reducing fault currents at some receiving stations. The RFQ provides a detailed schedule, with submissions due by December 18, 2024, a shortlist issued on January 13, 2025, and tentative construction completion by September 2026. The RFQ outlines specific qualifications required, including experience designing 115 kV transmission lines, obtaining permits, and designing modifications to existing infrastructure to meet fault current requirements. Proposers must submit a statement of qualifications addressing the criteria specified, and NWCPUD will evaluate and select up to 3 firms to participate in a subsequent Request for Proposal phase.
