SECTION A. PROGRAM DESCRIPTION
Summary Women's economic empowerment leads to healthier economies, increased household incomes, and a more dynamic businesses environment. MCC’s Gender Policy, first adopted in 2006, confirms MCC’s https://mcc.webex.com/mcc/j.php?MTID=m54b241cf6d0359f93bc9b70df23a174a http://www.mcc.gov/resources/doc/gender-policy commitment women as fundamental to achieving MCC's mission to reduce poverty through economic growth
MCC seeks partners interested in working with us to identify the barriers to women’s economic empowerment and develop tools, models, and approaches, as well as coordinate investments to increase women’s economic empowerment to achieve our mission of poverty reduction through economic growth.
We believe that working in partnership to bring complementary resources, expertise, and ideas to MCC’s model of economic development will result in opportunities to boost the scale and impact of our programs. MCC is interested in partners who can bring evidence-based strategies, operational tools, and methodologies and work with MCC to apply or adapt them to the MCC model and context. For partners, this is an exciting opportunity to apply their approaches and ideas to address critical issues in MCC’s broad portfolio of countries.
MCC will prioritize partnerships to increase the impact of our programs on women’s economic empowerment in the following areas:
Women's Workforce Participation MCC’s programs are designed to generate private sector growth resulting in employment opportunities. Women's participation in the formal workforce is low in most MCC partner countries.
Therefore, we seek to identify and address the issues inhibiting women from joining the workforce or staying in jobs.
MCC is looking to partner with organizations, platforms, or networks to help us develop analytical frameworks and expertise in the areas of (1) boosting the employability and hiring of women; (2) bringing more women into “non-traditional” career fields such as in infrastructure-intensive sectors like construction, and in Science, Technology, Engineering, and Mathematics (STEM) career fields;
(3) supporting career development of women through mentoring and other networks; and/or (4) improving labor market participation through policies and both public and private practices.
Productive Use of Energy
MCC has significant programming in the energy sector (https://www.mcc.gov/sectors/sector/energy).
Due to the ambitious nature of MCC infrastructure and reform programs, we have typically focused on core institutional and policy issues as well as building or rehabilitating key large-scale infrastructure for energy supply and distribution for households and businesses to have a reliable energy infrastructure. Even so, MCC understands that there may be other barriers to households and businesses connecting to the energy infrastructure and using that access productively.
MCC is seeking to partner with organizations active in micro, small, and medium-sized enterprise development, entrepreneurship, and/or access to finance to support MCC in assessing the barriers to businesses using energy productively and developing a framework and tools to consider cost-effective viable solutions and approaches to address those barriers and facilitate the productive use of energy.
Women’s Financial Inclusion New data, technologies, and market entrants in the women’s financial inclusion space present opportunities to improve MCC’s programs. Use of mobile money, access to lending and savings products, and an improved legal, regulatory and policy environment can be catalysts for women to start and grow their business; upgrade access to water, sanitation, electricity, and internet connectivity; or receive payments and social transfers.
MCC is seeking partners to collaborate with us on identifying where financial inclusion efforts represent a necessary complement to our programming and how we could incorporate related partnerships into program design.
MCC expects to work collaboratively and co-creatively with qualified applicants to co-design partnership activities that leverage the unique capabilities of each organization, and that achieve outcomes around aligned women’s economic empowerment goals. Applicants may address one or more of the themes cited above in their applications.
Applicants with accepted concept notes form Phase I will be invited to co-creation sessions in
Washington D.C. The target timeframe for these co-creation sessions is October, 2018. MCC will not pay for the costs associated with prospective partners participating in the co-creation sessions.
Additional Background on MCC
MCC aims to integrate the needs of women into activity design at every level of our work, from national policy and institutional reform to infrastructure development and behavior change activities. Per our country ownership model, our partner countries are responsible for the design and implementation of programs. MCC collaborates with our partner countries throughout the approximately two-year program development process, providing analytical frameworks, due diligence on project ideas and technical assistance and support on designing and implementing programs. More on approach to gender and social inclusion can be found here: https://www.mcc.gov/initiatives/initiative/gender MCC countries are selected by MCC’s Board of Directors, which examines performance on independent and transparent policy indicators. For a country to be selected as eligible for an MCC assistance program, it must demonstrate a commitment to just and democratic governance, investment in its people, and economic freedom as measured by different policy indicators.
MCC currently has programs in the following countries: Benin, Cote d’Ivoire, El Salvador, Georgia, Ghana, Guatemala, Honduras, Kosovo, Liberia, Malawi, Mongolia, Morocco, Nepal, Niger, Togo and
Zambia. MCC is currently working with the following countries to develop programs: the Gambia, Lesotho, Senegal, Sri Lanka, Timor-Leste, Tunisia. More information on program content and status can be found at https://www.mcc.gov/where-we-work.
