Amendment 0010 for the NOFO APS No: 95332418N0002

NOFO APS Name: “PARTNERSHIPS with MCC Program”

The purpose of Amendment 0010 is to respond to the questions for the Technical area #8 National

Infrastructure Master Planning.

Questions and Answers:

1. We would like to gather more information about this technical area.

A – Please see the link to learn more about MCC’s infrastructure investments:

https://www.mcc.gov/resources/story/story-what-sets-mccs-infrastructure-investments-apart

2. We would like to better understand this opportunity? The weblink on www.grants.gov does not appear to provide very detailed information. For instance, are there specific countries and/or sub-sectors within this topic that will be a focus, such as nation-wide rail, urban transportation, Smart Cities, rail/city electrification, or tolling on highways?

A – A detailed information about how to submit a concept paper is located in the original NOFO APS No:

95332418N0002 posted on www.grants.gov on November 9, 2017. This is a new technical area for the

APS with only one response date.

While MCC has initial ideas for implementation of the partnership, MCC expects to co-create the partnership. In terms of country scope, the partnership could focus on MCC Threshold countries and newly eligible Compact countries. This could make the engagement part of a set of analyses delivered to the MCC eligible country government and possibly inform program development depending on the outputs. Another idea is for the partnership to be also implemented in MCC eligible countries which are further in the development or implementation phase, leveraging current Compact infrastructure development and experience in the master planning process. The number of countries would depend on the funding required execute the partnership in a country.

In terms of infrastructure sector scope, the intent is to create a methodology and deliver a product that integrates sector level master planning into a multi-sector approach at a national level. This could include, for example, infrastructure sectors transport (and related subsectors), electrification, and water and sanitation.

3. Can this technical area utilize blockchain technology opportunities?

A – Yes, there is a potential for the blockchain technology in this technical area. Prospective partners should ensure that their Concept Note clearly outlines how blockchain technology would be used to help meet the stated partnership and program goals outlined in Technical Area #8.
