Amendment 0004 for the NOFO APS No: 95332418N0002
NOFO APS Name: “PARTNERSHIPS with MCC Program”
Subject: to provide responses to questions about intellectual property
The purpose of this Amendment 0004 is to provide responses to questions about intellectual property.
1. How does the MCC plan to address intellectual property that may be generated in part or in whole through this award mechanism? For example, will the Principal Investigators be permitted to publish their findings in peer-reviewed academic journals (with or without the involvement/partnership/inputs of MCC staff)?
A – Depending upon what type of intellectual property will be generated under an award. Please refer to the following sections of 2 CFR 200 - §200.59 Intangible property and §200.315 Intangible property.
Also, yes, the Principal Investigators will be permitted to publish their findings, in fact MCC publishes many findings and reports publically.
2. We have proprietary approaches that would make up an important part of our concept paper and subsequent co-design. Can MCC provide additional information about mechanisms that will be used to protect offerors' intellectual property at each stage of the APS process?
A – Please mark all proprietary information in the concept paper appropriately, you can use a different color and also make a reference to that section in the bottom of the page. The MCC’s Evaluation
Committee members will be reviewing the Concept Papers submitted and all proprietary information will be kept confidential.
