About this file

This document contains responses to requests for information (RFI) related to a Request for Proposals (RFP) issued by the Northern Wasco County Public Utility District (NWCPUD) for vegetation management services from 2025 to 2029. The RFP seeks qualified contractors to perform ongoing utility line clearance, including tree pruning, tree removal, stump grinding, and right-of-way mowing within Wasco County, Oregon. The RFI responses provide clarification on licensing requirements, contract terms, historical data, vegetation management criteria, herbicide application, labor requirements, subcontracting, safety standards, staging, invoicing, and the evaluation process.

The RFP indicates that the District is signatory to IBEW Local 125 and requires the use of union labor for all vegetation management work. Contractors are allowed to stage equipment on the District's property, and the District will supply flagging for traffic control. Pricing adjustments may be considered after the initial 12-month period, but the District reserves the right not to extend the agreement annually if the pricing increases are deemed greater than the market. The District will evaluate proposals based on the criteria outlined in Exhibit B, with all score sections weighted equally.
