About this file
This is Amendment 0004 to solicitation N400852R2547 for the LP-37 Fuel Farm Secondary Truck Receipt project at Naval Station Norfolk, Virginia, issued by PWD Norfolk Facilities Engineering & Acquisition Division. The amendment provides responses to pre-proposal inquiries and includes Version 2 of the Price Proposal Form.
The amendment addresses two specific technical questions: 1) Clarification that the unit of measurement for CLIN 0001AB regarding unsatisfactory soil should be in tons rather than cubic yards, and 2) Confirmation that both a 6-inch and 8-inch double block and bleed valve are required in the design, with the 8-inch valve serving as an auxiliary emergency valve, despite potential thermal expansion concerns when both valves are closed simultaneously. The amendment has an effective date of December 12, 2024, and offerors must acknowledge receipt prior to the proposal submission deadline, which remains unchanged.

SUMMARY OF CHANGES
AMENDMENT 0004
The purpose of this amendment is to provide the following:
1. Provide response to Pre-Proposal Inquiries
2. Attachment H – Version 2 Price Proposal Form
Pre-Proposal Inquiries:
Question # Question Government Response
On the revised price proposal form, the description for CLIN 0001AB asks for pricing on 50 cubic yards of unsatisfactory soil, however the unit column says tons.
Should the unit be CY for that column, or are we to price out
50 tons of unsuitable soil?
The unit is tons. The price proposal form has been revised.
Drawing CS101 and CS102 show a 6" double block and bleed valve at the end of the offloading skid. Drawing CS101 also shows a separate
8" double block and bleed valve approximately 30 ft away from the skid. Having 2 valves on the same line would create an area where thermal expansion could be a problem if both valves were closed at the same time. Is the governments intent to have both of these valves or is 1 valve acceptable?
JB Jones: The 8-inch valve is intended as an auxiliary emergency valve. Both valves are requested.
