1. Question: The surface prep identified for rusted areas states contractor is to achieve a

SSPC-SP3 power tool clean with a hand held grinder. Tightly adherent coating need not be removed, and can be prepped and have a top coat applied. The specifications state to coat all pipes, valves, & pipes in accordance with (IAW) manufactures instructions.

The prime coat identified for areas requiring full spot coating is MIL-DTL-24441/19. The manufactures required minimal surface preparation for MIL-DTL-24441 /19 is

Commercial Blast cleaning per SSPC-SP6. If the contractor is to follow IAW the coating manufactures instructions the surface prep required for the areas with rust or failed coating will require a SP-6 commercial blast. Please clarify. See page 3 of 4 in the attached PDS for MIL-DIL-24441/19.

Response: Deleted, "a hand held grinder shall be used." Use SP-6 commercial blaster.

2. Question: Government instructs the contractor to PW steel surfaces prior to surface preparation and coating. It is impossible to determine the amount of existing coating that is failed and may be removed through water jetting/power washing. Only after power washing can the government or contractor know the full extent of failed coating which will require a full spot repair. Will the government accept bids that identify percentage of spot repair to the pipes, valves, and pumps/filters? I.e. full spot repair to

10% of surface area, full spot repair to 20% of surface area, etc. or please provide a criteria to quantify the scope of work.

Response: Refer to Page 2&3 Section 2: This is for the piping to All pipes (all sides, 100%) be painted and repaired in the field.
