About this file

This amended Request for Quote (RFQ762) is issued by the Idaho Transportation Department (ITD) for the purchase and delivery of a retroreflectometer, a specialized instrument used for measuring the reflective properties of pavement markings. The solicitation seeks a Laserlux G7 or equal retroreflectometer that meets ASTM E1710 and EN1436 standards. The equipment must support continuous pavement marking assessment within traffic flow, feature day and night operation capabilities, Wi-Fi connectivity, high-definition video recording, and GPS integration. The retroreflectometer must measure retroreflectivity at speeds up to 100 miles per hour with a one-meter measurement width and perform measurements at a minimum of 400 measurements per second. Delivery is desired between 120 and 180 days after receipt of order (ARO), FOB Destination with freight prepaid, to ITD District 1 in Coeur d'Alene, Idaho. The bid submission deadline is January 30, 2025, with quote submission available electronically via IPRO or email. Award will be made to the responsive and responsible vendor with the lowest total cost as specified on the price sheet.

Vendors must be authorized distributors or manufacturers of the retroreflectometer and must provide satisfactory documentation if offering an equal product. Required submittals include Attachment 2 (Price Sheet), Attachment 3 (Signature Page), and supporting documentation demonstrating compliance with specifications. The manufacturer must provide a standard warranty covering the entire retroreflectometer for a minimum of one year, including all defects except normal wear and tear, with all warranty work to be completed within 30 calendar days of written notice from ITD. Contractors must carry sufficient insurance to cover potential damage during shipping and unloading. Invoicing may occur within 30 calendar days after written acceptance by ITD's Contract Monitor using the Deliverable Acceptance Form. Optional items (infrared retroreflectivity measurements and night-time color measurements) are included for informational purposes only and will not be evaluated as part of the award determination. Vendors are restricted from communications regarding the RFQ with ITD staff other than the designated RFQ Lead, with violation potentially resulting in non-responsible and non-responsive status.
