About this file
This is an Onsite Sewage Treatment and Disposal System (OSTDS) Construction Permit issued by the State of Florida Department of Environmental Protection for a repair project at 8620 Fortune Road, Milton, Florida 32583. The permit, issued to applicant Jean Watson, authorizes the repair of an existing septic system in accordance with Section 381.0065, F.S., and Chapter 62-6, F.A.C. The project scope includes abandoning the existing uncertified septic tank, installing a new 900-gallon septic tank system with a 150-gallon dosing tank, a 250-square-foot drainfield, and a 150-gallon grease interceptor. The system is designed for 1 bedroom with a maximum occupancy of 2 persons and an estimated sewage flow of 200 gallons per day. The permit was initially issued on January 15, 2026, with an expiration date of April 15, 2026, and was subsequently amended on February 13, 2026, to reflect a new system location. The project requires removal and proper disposal of the existing drainfield and maintenance of all setbacks in accordance with Florida Administrative Code 62-6. All work must be completed prior to final inspection and approval, with re-inspection fees charged for any additional inspections required.
The permit was prepared by Charles F. Oker, a Private Site Evaluator, and approved by environmental personnel from the Florida Department of Environmental Protection. The site evaluation identified specific conditions including sloping property, large oak trees surrounding the house, and limited space for repair, necessitating lift dosing and potential fill to achieve proper system elevation. The property is 5.01 acres with authorized sewage flow of 2,525 gallons per day, and the drainfield was positioned downslope to gain elevation. The document notes that existing conditions include mineral aggregate pipe in the current drainfield and that vehicle traffic must not be allowed on the newly installed drainfield. The associated Housing Rehabilitation Project bid notice indicates that Santa Rosa County is seeking bids from properly licensed and insured contractors, with a mandatory pre-bid meeting scheduled for March 26, 2026, at 9:30 a.m. at the property location and a proposal submission deadline of April 9, 2026, at 10:00 a.m. through the Santa Rosa County Procurement Portal.
