About this file
This document is a technical questionnaire for a Sources Sought (SS) related to ALSO Laboratory Support Operations for the Air Force Research Laboratory (AFRL). The SS seeks to identify capable sources for comprehensive facility management and laboratory support services, including facility maintenance, infrastructure support, logistics, construction, and equipment maintenance across AFRL Technical Directorates. The opportunity targets Small Business concerns and requires respondents to address 16 detailed technical questions covering topics such as service capabilities, NAICS code appropriateness, hybrid contract approaches, labor force composition, maintenance experience in specialized research environments, quality control programs, transition planning, and compliance with Service Contract Act and Davis-Bacon Act requirements.
The Sources Sought is not a formal solicitation but a market research initiative to assess contractor capabilities, with responses accepted until September 3, 2025 at 3 PM Eastern Time. The primary NAICS code is 561210 (Facilities Support Services), and the government is seeking comprehensive support spanning building management, facility maintenance, skilled trade services, research equipment maintenance, logistics, environmental safety, custodial services, and data management. Respondents must provide company details, small business designation, capability descriptions, and thorough responses to the technical questionnaire to demonstrate their potential to support AFRL's complex laboratory support needs.

| ALSO Laborabory Support Operations Technical Questions | |
| Questions | Contractor Response |
| 1. This contract provides a broad range of services, spanning professions of building managers, facility and infrastructure preventive and corrective maintenance skilled trade technicians, machine shop services, research equipment maintenance, logistics and tool control technicians, interior design services, shipping and receiving services, scheduling, procurement of materials and services, environmental safety and occupational health chemical inventory technicians, custodial services, and data entry & communications. Describe relevant experience that your company has providing this broad range of support services. | |
| 2. Based upon the PWS, we are anticipating using NAICS 561210, Facilities Support Services, or 541990 All Other Professional, Scientific and Technical Services. Do you believe either of these codes is appropriate (and if so which one), or do you have a more appropriate NAICS to use? | |
| 3. What experience does your company have with a hybrid contract which provides both recurring service work and construction tasks through the same contract vehicle? Meaning: a parent task order for recurring services, maintenance, minor repair, and other support (preponderance of the contract scope), and then issuing subsequent task orders for construction efforts (secondary to the recurring services) for efforts above 32 hours of labor? | |
| 4. The above question suggests using 32 hours of labor as the determining factor for judging whether a particular work effort fits in the recurring services task order (efforts less than 32 hours), or if that work effort should be classified as a construction task order (efforts greater than 32 hours). Is this 32 labor hour threshold a meaningful distinction to your company and the way you distinguish between service work and construction work? | |
| 5. This contract will be used to execute major system replacements, equipment repairs, test article integration, or refurbishments of space, which is work classified as construction. Historical examples of construction work that we anticipate using this contract to accomplish include replacement of a centralized steam distiller providing distilled water service to a 30KSF lab facility, rooftop energy recovery ventilator replacements serving fume hoods in a lab facility, 5KSF renovation with furniture to an executive front office suite, renovation to a main lobby outside a corporate conference room, or replacement of sound rated door seals on a complex of ICD 705 secured spaces. What would your approach be to meeting these requirements through this contract? | |
| 6. Do you anticipate providing a standing labor force (working for the prime contractor or joint venture) consisting of primarily Service Contract Act employees, along side a secondary Davis Bacon Act labor force to address construction projects, or would you plan on subcontracting those construction requirements, or would you take a different approach the hybrid service and construction requirements? | |
| 7. Provide information and examples on your company’s experience performing a full range of maintenance/repair services in commercial-type research facilities, inclusive of cleanroom environments, vivariums, classified information processing facilities, or propulsion system test cells? | |
| 8. Describe your company's quality control program for ensuring that maintenance and construction work is performed to the required standards. | |
| 9. Describe your proposed transition plan for assuming responsibility for the maintenance of the facility and its equipment. How would you ensure a smooth handover and minimize disruption to operations? | |
| 10. Describe your approach (with examples) to resolving service work problems or scheduling conflicts, including your methods for collaborating with on-site teams to optimize workload scheduling, material procurement, and subcontractor services. | |
| 11. Provide information and examples on your company’s experience performing a full range of maintenance/repair services in commercial-type research facilities and cleanroom environments. | |
| 12. Describe your company’s quality control program for ensuring that maintenance work is performed to the required standards. | |
| 13. Describe your proposed transition plan for assuming responsibility for the maintenance of the facility and its equiment. How would you ensure a smooth handover and minimize disruption to operations? | |
| 14. Describe your approach and examples to resolving service work problems or scheduling conflicts, including your methods for collaborating with on-site team to optimize workload scheduling, material procurement and subcontrator services. | |
| 15. The government requires positions which perform both Service Contract Agreement and Davis Bacon Act labor activities at different times. Given the different hourly pay rates, what established processes/systems do you currently have (or would use) to track hours. | |
| 16. The Government requires support of the Davis Bacon Wage Determination Act; can the contractor satisfy the requirements associated with the Davis Bacon Act? |
