4 INTRODUCTION
ALS-U may use the Build to Specification process for obtaining certain components. The Build to Specification method uses documentation, requirements, statement of work and other documents which are supplied as part of the request for quote. A Build to Specification process does not make use of providing Released Drawings as the method for communication of what is the desired deliverable. The selected fabricator uses the Build to Specification documents to generate their designs, and after a successful review by ALS-U, will proceed to fabricate the items for delivery. ALS-U may as part of this process supply some information in the form of 3-D CAD Models to the vendor. Overall this process does not rely on the use of CAD 2-D Drawings as the primary documentation to fully describe the deliverable. This document is meant to guide those considering a Build to Specification procurement with information about what deliverables are essential in order for ALS-U to be able to maintain and document the deliverable as it pertains to the integrated 3-D CAD model, drawings and data sets for inclusion into Windchill.
4.1 Computer Aided Design Software (CAD)
ALS-U uses PTC’s Creo Parametric (check with LBNL for current version) as its main 3- D CAD design tool and for the generation of drawings and models. ALS-U prefers that the vendor supply their native design data in Creo Parametric. ALS-U recognizes that this preference may restrict choices of possible vendors to supply the deliverable. ALS-U must weigh the increased cost of the deliverable when comparing vendors which do not provide data to LBNL in the proper form. Supplying data which does not adhere to the requirements set forth in this document, will result in ALS-U devoting internal resources to generate data which can be utilized by ALS-U in the integrated model. Many aspects of safety, performance, fit, form and function are based upon a 3-D CAD model which is accurate.
4.2 Product Lifecycle Management - Windchill
ALS-U uses PTC’s Windchill suite of Product Lifecycle Management software for the integration of the various aspects of the project. ALS-U should ensure that the vendor’s

The ALS-U Windchill system utilizes Attributes contained in the native data to manage the integration within the Windchill system. ALS-U will supply Attribute information required by the ALS-U Windchill system to the vendor to help with the successful consumption of the data sets.
4.3 ALS-U Supplied Items
In order to help facilitate providing the data in a format which is conducive to the needs of ALS-U, ALS-U can supply these items;
1. ALS-U Creo Parametric Start Part and Start Assembly models
2. List of required Attributes with syntax and attribute type.
3. List of Preferred Fasteners and their details.
4. ALS-U Modeling and detailing best practices.
5. Drawing and Model Checklists for basic information.
5 TYPES OF BUILD TO SPECIFICATION
A procurement for a deliverable that proceeds along the lines of a Build to Specification, where LBNL provides written specifications and requirements in lieu of drawings which completely define the object to be delivered can be categorized into three types. The BTS type will establish the level of requirements for ALS-U project supplied specifications and vendor supplied information.
The three types of Build to Specification categories are:
COTS Equivalent - A deliverable where LBNL’s intent is to treat the object in the same way as a commercial off the shelf item (COTS). An object that LBNL relies on the manufacturer for maintenance, service, repair, upgrades and developing the technologies required for performance. LBNL has no interest in maintaining the object or updating using LBNL resources and rely on the manufacturer for any substantial changes to the object.
LBNL Owned - A deliverable where LBNL’s intent is to consider the object as LBNL’s and perform all maintenance, repair, upgrades, service, and inheriting the technologies
AL-1265-6612 Rev. B Doc. Status: Released Page 5 of 9 included in the object. In this case the vendor has to provide LBNL with drawings and models according to AL-1265-6612 “ALS-U Build to Specification CAD Model and Drawing Requirements”.
Hybrid - A deliverable where LBNL’s intent is to consider a portion of the deliverable as LBNL’s and only perform maintenance, repair, service, upgrades and inherit the technologies only within a subset of the deliverable. The remaining portion of the deliverable the manufacturer will provide maintenance, service, repair, upgrades and developing the technologies required for performance.
LBNL may provide drawings which specify the interfaces which LBNL requires.
Interfaces such as, but not limited to; input and output mating interface, electrical connection, water/liquid/air connection, mounting/rigging/lifting connection, and overall size envelope.
5.1 PROCUREMENT REQUIREMENTS FOR EACH TYPE
Determining which type of Build to Specification procurement is needed will dictate aspects of the procurement which LBNL needs the vendor/manufacturer to adhere to and needs to be included in the procurement package.
5.1.1 COTS EQUIVALENT
Choose all applicable types of documents/objects that LBNL will deliver to the vendor/manufacturer
☐ Interface Control Drawing, describing any interface, type of interface
☐ Space Claim Drawing, describing the overall size envelope the object must fit within
☐ Specification Document describing all required performance aspects.
Deliverables the vendor/manufacturer must supply LBNL
Creo Parametric Model or 3-D STEP file Model of the object. Does not need to be a STEP file for each item, can be just the overall assembly/part envelope.
If the vendor/manufacturer supplies a lifting/rigging fixture, 3-D models and Drawings per section 5.1.4 – Design Requirements

5.1.3 HYBRID
Choose all applicable types of documents/objects that LBNL will deliver to the vendor/manufacturer
☐ Interface Control Drawing, describing any interface, type of interface
☐ Space Claim Drawing, describing the overall size envelope the object must fit within
☐ Clear definition of what aspects of the object are considered to be manufacturer/vendor responsibility (COTS), and which items LBNL wants to be considered LBNL Owned.
☐ Specification Document describing all required performance aspects.
Deliverables the vendor/manufacturer must supply LBNL for the manufacturer/vendor responsibility identified objects
Creo Parametric Model or 3-D STEP file Model of the object. Does not need to be a STEP file for each item, can be just the overall assembly/part envelope.
If the vendor/manufacturer supplies a lifting/rigging fixture, 3-D models and Drawings per section 5.1.4 – Design Requirements

3-D CAD Model and associated Drawings of all items that make up the object. The Models and Drawings must conform to section 5.1.4 – Design Requirements
5.1.4 DESIGN REQUIREMENTS
ALS-U requires the vendor to adhere to these items;
1. All dimensions are to be in millimeters.
2. Dimensioning scheme to adhere to ASME Y14.5 (2009 or later), “Dimensioning and Tolerancing”.
3. Unless otherwise specified, all features to be modeled at the mean.
4. Threads, both internal and external to be modeled as cosmetic, for external threads the solid geometry to be at the maximum minor diameter, for internal threads the solid geometry to be at the maximum minor diameter. Threads represented as helical features is forbidden.
5. A material must be specified and the properties of the material must be applied to the object, such that the weight/mass of the object is a property of the file/object.
The material file must include these properties, density, modulus of elasticity, Poisson’s ratio, Coefficient of Thermal Expansion and Thermal Conductivity. The units of these properties to be consistent with the units of the model, and in SI Units (International System of Quantities).
6. All solid models must be “water tight”, meaning there cannot be “holes” or “gaps” in the solid surface such that the feature does not close upon itself.
7. Drawings and Models must use English as the language used to describe the dimensions, notes, descriptions, text and features.
8. A minimum note based tolerance scheme to use is, X ± 1, X.X ± 0.5, X.XX ± 0.15, Angles ± 0.5°. Alternate: Individual Tolerancing each dimension, not making use of a note based scheme. The vendor may use a scheme which has tolerances that are smaller than the minimum.
9. ALS-U will supply the batch of serial numbers to be applied/consumed for items requiring serial numbers. ALS-U Serial Numbers must be used, vendor generated serial numbers are not allowed.
10. If an item is to be serialized ALS-U must approve of the marking method to be used for attaching the ALS-U supplied serial number to the object, and the process must be included in the drawing describing the object, possibly included in the notes of the drawing.
11. The 3-D CAD Model digital file must one that is consumable by PTC’s Creo Parametric software. The preferred format is Creo Parametric (check with LBNL

Consumable in this context means when imported into Creo Parametric (check with LBNL for current version), the file is interpreted by Creo properly, there are no failures, and the integrated model can be regenerated successfully. If the vendor does not use Creo Parametric, then they must supply the software name and version, along with the file format they would supply to be used by LBNL.
12. The CAD Drawing digital file must one that is consumable by PTC’s Creo Parametric software. The preferred format is Creo Parametric (check with LBNL for current version). Consumable in this context means when imported into Creo Parametric (check with LBNL for current version), the file is interpreted by Creo properly, there are no failures, and the integrated model and drawing can be regenerated successfully.
13. The 3-D CAD Model and the Drawing files must be parametric. Parametric meaning that if any feature, dimension, attribute, data set is modified in one object, the other object automatically inherits the change upon regeneration.
14. Drawings should use driven dimensions inherited from the model. Creating dimensions which only exist in the drawing is not recommended and may be a cause for rejection of the drawing.
15. LBNL can supply the ALS-U start part model and assembly.
16. Vendor must get acceptance from ALS-U after a successful transition/transfer of a model, assembly and drawing which can be used by ALS-U in Creo and the Windchill system, prior to beginning in earnest with completion of the deliverable.
17. The vendor supplied digital files of the drawings and models will be uploaded into the Windchill system, and as such the information contained therein will be accessible to any Windchill user which has access to the ALS-U Product within Windchill.
6 APPLICABLE DOCUMENTS
This section identifies applicable documents that are considered to be a part of this document. All information contained in an applicable document shall be valid to the full extent, unless specifically noted within this document. Applicable documents shall be obtained from the LBNL Document Control Center (DCC).
