About this file
This is a Request for Quotation (RFQ) for architectural design services to modernize the first floor of the Hugo L. Black U.S. Courthouse in Birmingham, Alabama. The U.S. District Court for the Northern District of Alabama is requesting open market quotes for design work on three distinct spaces totaling approximately 3,600 square feet. Space 1 (Atrium, ~1,600 sq. ft.) requires modification of the current atrium connecting both primary building entrances to the elevator waiting area, including electrical upgrades, lighting improvements, relocation of the seal and bust, signage updates, finishes, and wall preparations for portrait and art display. Space 2 (Administrative Office, ~1,500 sq. ft.) involves renovating an administrative office with upgraded electrical, lighting, HVAC systems, and layout modifications to accommodate two supervisory offices, three standard offices, a four-person cubicle workstation area, a small breakroom, and a walk-in vault. Space 3 (Jury Assembly Room Kitchenette, ~500 sq. ft.) requires incorporating an adjacent office space into the current kitchenette with electrical, lighting, and HVAC upgrades, plus replacement of countertops and cabinetry. All work must comply with the Architectural Barriers Act Accessibility Standards (ABAAS) and include a phased construction plan with separate cost estimates for each space.
Quotations must be submitted by 4:00 p.m. CST on July 2, 2026, to Andrea Southern at andrea_southern@alnd.uscourts.gov using the provided Quote Sheet with itemized costs for labor, equipment, materials, installation, disposal, travel, and any additional distinct costs. The award will be made based on the lowest priced, technically acceptable quote, with payment terms of Net 30 unless more favorable terms are offered. Technical evaluation will assess each bidder's ability to meet primary requirements and comply with FAR 36.602-1(a) selection criteria. Bidders proposing subcontractors must provide a minimum of two references demonstrating five years of experience in federal or state facilities if subcontractors will perform the majority of work; quotations failing to meet this requirement will be deemed technically unacceptable. The period of performance shall commence upon award and conclude within 200 days of the Notice to Proceed. All bidders may request site visits. The RFQ includes standard judiciary contract clauses addressing warranty of services, insurance requirements (including workers' compensation at $100,000 minimum, automobile liability at $200,000 per person/$500,000 per occurrence, and general liability at the same amounts), contractor representative designation, and various compliance and administrative provisions. Detailed space schematics are available upon request due to courthouse security sensitivities.
