About this file

This is a Bidder Solicitation Questions and Answers document addressing clarifications on outdated references and requirements within the Statement of Work (SOW) and Request for Quote (RFQ) for a GSA facilities project.

The document provides five key clarifications for bidders developing proposals and cost estimates. First, regarding outdated standards such as GSA's rescinded P100 Facilities Standards, bidders may continue using P100 or reference alternative standards where GSA has directed obsolescence, with awarded vendors retaining responsibility for compliance with applicable standards at time of award. Second, bidders may adjust Spatial Data Management (SDM) requirements to utilize Building Information Modeling (BIM) products such as Revit and visualization/engineering data simulations instead of traditional CAD. Third, bidders shall disregard the SOW reference to FAR 52.236-22 (Design within Funding Limitations) due to the absence of a project budget. Fourth, building system performance verification may be limited to testing and balancing within the scope areas rather than requiring comprehensive Total Building Commissioning practices. Fifth, bidders shall disregard the requirement for a Hazardous Materials Assessment in the scope area.

Bidder Solicitation Questions

1) Many of the SOW and RFQ references are out of date or no longer used by GSA. In particular, GSA’s P100 Facilities Standards was rescinded, along with others previously required reference standards. What standards should bidders utilize in developing bids and estimates?

- Bidders may continue to use the P100 for purposes of developing bids and estimates or may reference alternative standards, where GSA has directed that such standards are no longer valid. All responsibility for meeting applicable standards at the time of award will remain with the awarded vendor, regardless of interim standards adjustments by GSA.

2) References to the Spatial Data Management (SDM) requirements are not current.

Most architects and GSA use BIM products (Revit), not CAD primarily.

- Bidders may adjust the SDM requirements to utilize visualization and engineering data simulations, as preferred.

3) Under “Reference Materials,” the SOW indicates that the ‘Contractor’ is responsible for complying with FAR 52.236-22 (Design within Funding Limitations), but a budget for the project has not been provided.

- Bidders shall disregard reference in the SOW to FAR 52.236-22.

4) Are Total Building commissioning practices are required?

- Verification of building system performance may be limited to testing and balancing in the scope areas.

5) Please confirm if hazmat survey and testing must be included for the scope area?

- Bidders shall disregard the requirement for a Hazardous Materials Assessment.
