About this file

This is a specification document and invitation to bid (ITB) issued by the Alabama Law Enforcement Agency (ALEA) for the replacement of a backup generator at the Alexander City Tower facility located at 421 Adams Circle, Alexander City, Alabama. The project involves the removal of an existing Kohler propane-operated generator and the installation of a new 8-10 kilowatt propane-operated generator with a single-phase, 240-volt, 60-hertz automatic transfer switch rated for 100 amperes in a NEMA 1R or NEMA 3R enclosure. The scope of work is comprehensive and turnkey in nature, including removal and disposal of the existing equipment, installation of all new components with proper electrical connections and grounding, propane fuel line connections, system testing, and operator training. A mandatory pre-bid meeting is scheduled for 12:00 p.m. at the Alexander City Tower facility. Work must be performed during standard business hours from 8:00 a.m. to 5:00 p.m., Monday through Friday, with all operations coordinated to minimize disruption to normal ALEA operations.

Bidders must hold a current Alabama Business License, employ certified electrician(s) and a certified plumber/gas fitter, and submit at least three commercial references demonstrating qualification in similar projects. The contractor assumes full responsibility for acquiring all necessary permits, managing debris removal, protecting the property and new equipment during installation, and complying with all federal, state, and local codes as well as OSHA safety regulations. The bid must include all parts, labor, generator pads, and necessary materials as a complete turnkey solution. Final payment is contingent upon completion of a final walkthrough inspection approved by an ALEA representative, successful completion of satisfactory training to ALEA maintenance personnel, and 100 percent completion of the scope of work. The new generator system carries a standard five-year manufacturer warranty beginning on the date of installation, testing, and operational verification.
