The project requires a mandatory pre-bid site visit scheduled for June 10, 2026. Bidders must submit questions by June 30, 2026, at 5:00 p.m. Award will be made on an "all or none" basis to the lowest responsible bidder meeting all specifications. The bid submission process requires vendors to enter bid amounts on an item grid through the Alabama buys supplier portal and validate submissions before the posted deadline.

Suppliers must demonstrate minimum liability coverage of $2,000,000 with $1,000,000 per occurrence, with the State of Alabama named as certificate holder, and proof of workers' compensation insurance. The bid must include all costs for delivery, installation, and labor to complete the work according to specifications using new, unused materials consistent with trade practice and local codes. The State of Alabama pays invoices thirty days in arrears. F.O.B. destination terms apply, making the supplier responsible for freight charges and risk of loss until delivery. Any contract assignment, subletting, or subcontracting requires written approval from the Chief Procurement Officer. Contractors assume full liability for their agents, employees, and subcontractors and must indemnify the State of Alabama except for claims arising from the State's sole negligence.
