ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION
2021 CONSTRUCTION GENERAL PERMIT
SWPPP TEMPLATE
Instructions
To help you develop the narrative section of your construction site SWPPP, the DEC has created this electronic
SWPPP template, designed to guide you through the SWPPP development process and ensure your SWPPP addresses all the necessary elements stated in the Construction General Permit (CGP). You should use this template with the Alaska Storm Water Guide, available on the ADEC’s website at http://dec.alaska.gov/media/13246/akswguide.pdf.
This template covers the SWPPP elements required by Alaska’s construction general permit; however, you must customize this template to reflect the conditions at your site.
Using the SWPPP Template
Each section of this template includes “instructions” and space for “project information.” You should read the instructions for each section as you complete the project information. This template was developed in Word so you can easily add tables and additional text. Some sections may require only a brief description while others may require several pages of explanation.
Tips for completing the SWPPP template
If there is more than one construction operator for your project, consider coordinating development of your
SWPPP with the other operators. Multiple operators may share the same SWPPP, but make sure responsibilities are clearly described.
Modify this SWPPP template so it meets the needs of your project. Consider adding permit citations in the
SWPPP when you address a specific permit requirement.

3.2 Project Site Specific Conditions (5.3.3)
Instructions:
Briefly describe the existing site conditions, including:
Mean annual precipitation based on nearest appropriate weather station (5.3.3.1). Precipitation data for Alaska weather‐recording stations are available at the Western Regional Climate Center Internet website: https://xmacis.rcc‐acis.org/.
Soils, topography, drainage patterns, approximate growing season, and vegetation.
Evidence of site contamination.
Mean annual precipitation based on nearest weather stations (inches):
21.07”
Soil Type(s) and Slopes (describe soil type(s) and current slopes; note any changes due to grading or fill activities):
Soils within the majority of the survey area are not mapped in the NRCS Web Soil Survey. Some historic published survey data for Alaska is available on the USGS STATSGO Soil Survey. According to NRCS 2006, the dominant soil orders in this MLRA are Spodosols, Histosols, Entisols, and Inceptisols. The soils in the area have a cryic soil temperature regime, a udic or aquic soil moisture regime, and dominantly mixed mineralogy.
Haplocryods (Estelle and Kenai series), Humicryods (Talkeetna series), Eutrocryepts (Bodenburg series), and Dystrocryepts (Smithfha series) on plains and hills formed in silty loess and volcanic ash over loamy, sandy, and gravelly glacial till and outwash. These soils generally are deep and well drained. Cryaquepts (Slikok and Disappear series) on plains and hills also formed in silty loess and volcanic ash over loamy, sandy, and gravelly glacial till and outwash. They are poorly drained or very poorly drained. Cryofibrists (Salamatof series) and Cryohemists (Starichkof series) in broad shallow basins and drainageways formed in thick deposits of organic material. These Histosols are poorly drained or very poorly drained. Cryofluvents (Niklason series) and Cryaquents (Killey series) on flood plains and stream terraces formed in stratified silty and sandy alluvium over gravelly alluvium. They generally are deep and range from well drained to very poorly drained. Miscellaneous (nonsoil) areas make up about 15 percent of this MLRA. The most common miscellaneous areas are beaches, riverwash, and water There will be minimal grading in culvert locations.
Landscape Topography:
𝐷𝐸𝐶 𝐶𝐺𝑃 𝑆𝑊𝑃𝑃𝑃 𝑇𝑒𝑚𝑝𝑙𝑎𝑡𝑒,𝑉𝑒𝑟𝑠𝑖𝑜𝑛 1.0, 𝐽𝑎𝑛𝑢𝑎𝑟𝑦 20, 2021 FINAL_DRAFT_SWPPP-Narrative_AK_FWS_KNA_1192_ Skilak Lake Road.docx Page 13 of 39
The project occurs within the Natural Resource Conservation Service (NRCS), Land Resource Region (LRR) W1‐ Southern Alaska within the Major Land Resource Area 224 – Cook Inlet Lowlands. As detailed in NRCS 2006, MLRA 224 lies within the Coastal Trough Province of the Pacific Mountains System. The terrain is dominantly a broad expanse of gently sloping to rolling plains and low‐ or moderate‐relief hills bordered by the lower slopes of the surrounding mountains. Depressions and shallow basins on plains are dotted with thousands of small and medium‐size lakes and interconnecting wetlands. Lakes also are common in low areas between hills. Rivers have relatively high gradients, and braided flood plains and low to high stream terraces are common along the rivers.
The area includes the Caribou Hills, Mt. Susitna, Beluga Mountain, and the Yenlo Hills. These are isolated, low to moderately high, rounded mountains that protrude above the surrounding terrain. Coalescing alluvial fans are common on the lower mountain slopes. Elevation ranges from sea level to 4,396 feet (0 to 1,340 meters)
Drainage Patterns (describe current drainage patterns and note any changes due to grading or fill activities):
The existing undersized pipes have been identified as obstructions to AOP passage through roadways within the study area. Removal of these structures will improve hydrological connectivity within the study area.
Approximate Growing Season:
May 20th to August 20th
Type of Existing Vegetation:
According to the 2009 KNWR CCP, over 90 exotic plant species have been recorded on the Kenai Peninsula, representing over 60 percent of the known exotic vascular plants in Alaska. Although relatively still pristine, Kenai Refuge hosts more than 300,000 annual visitors, is one of only two refuges in Alaska on the highway system, and has been the site of commercial oil and gas activities since the early 1960s. With 56 square miles of anthropogenic footprint, exotic flora are well established on certain areas of the Refuge. Most of the 62 exotic species documented are associated with roads, trails, seismic lines, utility right‐of‐ways, oil and gas infrastructure, campgrounds, and cabins. Several of the species are relatively invasive, including scotchbroom
(Cytisus scoparius), white sweetclover (Melilotus alba), bird’s vetch (Viccia cracca), and reed canary grass
(Phalaris arundinacea). Only three species of exotic vascular plants have been found on the Refuge, and these have been recorded on less than four percent of the Refuge. These species include Bigleaf lupine (Lupinus polyphyllus), Rough Meadowgrass (Poa trivialis), and common dandelion (Taraxacum officinale).
Historic site contamination evident from existing site features and known past usage of the site:
No contamination from existing site features or past site use.
4.0 NATURE OF CONSTRUCTION ACTIVITY (5.3.4)
4.1 Scope of Work
Describe the general scope of work for the project, major phases of construction, etc.
The scope of this project is to design and construct three (3) Aquatic Organism Passage (AOP) pipe culverts within the KNWR utilizing the Stream‐Simulation Methods adopted as the preferred method by the USFWS for AOP design. The first AOP structure is planned for the Skilak Lake Road crossing of Jean Creek (60.483648°, ‐150.116302°). The second AOP structure is proposed on the Upper Skilak Lake Road crossing of the Lower Ohmer Creek (60.455489°, ‐150.310281°). The third AOP structure is proposed for the Upper Skilak Lake Road crossing of an unnamed creek (60.441910°, ‐150.317851°) between Lower Ohmer Lake and the Kenai River/Skilak Lake. Both Skilak Lake Road and Upper Skilak Lake Road are located
𝐷𝐸𝐶 𝐶𝐺𝑃 𝑆𝑊𝑃𝑃𝑃 𝑇𝑒𝑚𝑝𝑙𝑎𝑡𝑒,𝑉𝑒𝑟𝑠𝑖𝑜𝑛 1.0, 𝐽𝑎𝑛𝑢𝑎𝑟𝑦 20, 2021 FINAL_DRAFT_SWPPP-Narrative_AK_FWS_KNA_1192_ Skilak Lake Road.docx Page 14 of 39 on the State of Alaska Department of Transportation and Public Facilities (AKDOT&PF) Right‐of‐Way (ROW). The scope of work also includes road profile grade raises, where necessary, to install the AOP pipes.
The Skilak Lake Road begins at the intersection with the Sterling Highway near MP 58. The first AOP culvert occurs at Jean Creek which is located 0.25 miles in along the Skilak Lake Road. The Lower Ohmer Creek AOP is located along the Upper Skilak Lake Road, which intersects with the Skilak Lake Road at approximate milepost 8.2. The final AOP culvert occurs over an unnamed creek and is also located along the Upper Skilak Lake Road at approximate milepost 1.6. Both the Skilak Lake Road and Upper Skilak Lake Road are low‐volume, gravel‐surfaced facilities used predominately by locals and visitors for recreation. Construction is anticipated to take 1 construction season, weather dependent, and is currently scheduled for 2024 construction.

7.1 Identify Receiving Waters (5.3.3.3)
Instructions:
List any water bodies that would receive storm water from the site, including rivers, streams, lakes, coastal waters, and wetlands. Describe each as clearly as possible (e.g., Noyes Slough, a tributary to the Chena River, etc.).
Indicate location of all water bodies on site map.
Note any stream crossings, if applicable.
List storm sewer and/or drainage systems into which storm water from the site could discharge and water body(ies) the system(s) ultimately discharge to.
Description of receiving waters:
Jean Creek (PS‐1 (A/B)) (0.16 acre, 230 linear feet) – Jean Creek is a NHD‐mapped perennial stream flowing north to south through a culvert across Skilak Lake. Jean Creek originates out of Jean Lake approximately two miles northwest of the project area and is a tributary to the Kenai River which it confluences with approximately 600 feet south of the project area. At the time of investigation, surface water flow was present. Jean Creek is a single thread meandering channel which flows from the North but backs up along Skilak Lake Road and is bounded be a large PSS/PEM wetland complex which is bounded by the Sterling Highway to the East and Skilak Lake Road on the south. Once the stream crosses through the existing roadway culverts (one 72‐inch, one 60‐inch) under Skilak Lake Road. Observed OHWM indicators include break in bank slope and change in vegetation cover and species, drift wood wracks and water lines impressed on the bank. The riparian corridor is dominated by cottonwood and birch species. Jean Creek OHWM is approximated at 12 feet wide, which then expands downstream of the project as the valley slope flattens before its confluence with the Kenai River. Channel substrate consists of cobble and gravel mixed with fines. Wetland boundaries have been conservatively mapped based off of desktop delineation methodology and are approximated to overestimate the extent of aquatic resources at this location.
Lower Ohmer Creek (PS‐2 (A,B)) (0.136 acre, 270 linear feet) – PS‐2 is a NHD‐mapped perennial stream flowing East to West connecting Upper Ohmer Lake and Lower Ohmer Lake. At the time of investigation, surface water flow was present. Lower Ohmer Creek crosses Upper Skilak Lake Road through two culverts (one 24‐inch, one 36‐inch) within the roadway prism. The culvert layout and proximity to Lower Ohmer Lake contribute to a backwater effect on the stream and a large wetland occurs on

Additionally, a fringe wetland complex boarders Lower Ohmer Lake. The riparian corridor is dominated by cottonwood and birch species. Lower Ohmer Creek OHWM is approximated at 6 feet wide. Observed OHWM indicators include break in bank slope and change in vegetation cover and species, drift wood wracks and water lines impressed on the bank. Wetland boundaries have been conservatively mapped based off of desktop delineation methodology and are approximated to overestimate the extent of aquatic resources at this location.
Unnamed Creek PS‐3 (A,B) (0.108 acre (840 lnft) – PS‐3 is an NHD‐mapped Perennial stream flowing North to South connecting Lower Ohmer Lake and Skilak Lake.
At the time of investigation, surface water flow was present. The Unnamed Creek flows out of Lower Ohmer Lake before crossing Upper Skilak Lake Road through one 60‐inch culvert within the roadway prism. This creek is likely a southern segment of Lower Ohmer Creek after it flows through Lower Ohmer Lake. The creek at this location flows through a confined valley section and is bounded by a narrow riparian corridor. The culvert outlet is perched resulting in a fish passage barrier for upstream movement at this location. The riparian corridor is dominated by cottonwood and birch species. Unnamed Creek OHWM is approximated 3 feet wide within the study area. Observed OHWM indicators include break in bank slope and change in vegetation cover and species, and water lines impressed on the bank. Wetland boundaries have been conservatively mapped based off of desktop delineation methodology and are approximated to overestimate the extent of aquatic resources at this location.
Lower Ohmer Lake LS‐1 (0.137 acre (250 lnft) – LS‐1 is an NHD‐mapped Perennial lake named Lower Ohmer Lake located north of Skilak Lake.
Lower Ohmer Lake covers an area of approximately 123. Lower Ohmer Creek crosses Upper Skilak Lake Road through two culverts (one 24‐inch, one 36‐inch) within the roadway prism before entering the lake. The culvert layout and proximity to Lower Ohmer Lake contribute to a backwater effect on the stream and a large wetland occurs on the upstream side of the roadway. Additionally, a fringe wetland complex boarders Lower Ohmer Lake. The riparian corridor is dominated by cottonwood and birch species.
Description of storm sewer and/or drainage systems:
The existing undersized pipes have been identified as obstructions to AOP passage through roadways within the study area. Changes to these structures will improve hydrological connectivity within the study area.
