The Skilak Lake – Final AOP Foundation and Geotechnical Recommendations Memo indicates that AOP Site 2 is designed such that the “contractor should be prepared with appropriate equipment for rock excavation or blasting, if rock or large boulders are encountered” and that AOP Site 3 is designed such that “the contractor should be prepared with appropriate equipment for boulder excavation and rock removal, if encountered”. However, this report states it is based on the 30 percent plan sheets. Have any design changes taken place since the 30 percent design that would alter the degree or potential of discovering these types of materials during excavation?

Final alignment deviations from the 30% alignment are typically minimal, so the

Geotechnical Memorandum presents the

Government’s findings at approximate locations along the corridor that was evaluated. Please submit bids according to the solicitation documents, and Note: FP‐

14 Subsection 204.06(a) & Section 205 covers rock cuts and blasting requirements.

13 X

The memorandums for each AOP Report seem to indicate that the Alaska Department of

Fish and Wildlife instream work period is May 15th to July 15th. However, the specifications indicate that the Project is not required to maintain fish passage during construction. Could you please clarify what work restrictions there might be for in‐stream work.

Most of the requirements you’re asking about reside under Sections 107 and 157, but there may be other requirements in the solicitation documents that a

Contractor will need to comply with, so the response is “Comply with the requirements of the solicitation documents, and please submit bids according to the solicitation documents.”

12/12/2023

Check General or Technical

14 X Must all in‐stream work take place between May 15 and July 15? See Subsection 107.10(e)(1). 12/12/2023
