1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued.

2. This solicitation is being issued as a Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is 100% set aside for Small Business.

The North American Industry Size Classification System (NAICS) code associated with this requirement is 324121.

Description:

Minot AFB, ND has a requirement for airfield specific mix for up to 550 tons of asphalt. The 5th Civil Engineering Squadron (CES) intends to operate the equipment to haul and transport the asphalt to and from the plant to Minot AFB.

The asphalt batch plant location must be within approximately 20 miles of the Minot AFB due to the Government transporting the asphalt. The plant must be able to support 275 ton of asphalt per day.

The asphalt would need to be batched and available for pick up by 5 CES on July 23 and July 25, 2024. Dates may need to shift if weather delays occur at no cost to the Government.

Batch Plant must be capable of providing a continuous supply of asphalt to support up to six 15-Ton dump trucks staggered 30 minutes apart.

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Questions may be submitted to the POC and Contracting Officer listed above no later than 4:00 PM CT no later than Wednesday, 5 June 2024. Questions submitted after this date may not be answered.

2. Quotes in response to this RFQ must be submitted via email to the POC and Contracting Officer listed above no later than the established deadline.

3. Quotes must be valid through 20 July 2024.

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

TECHNICAL CAPABILITY - An offeror’s quotation will be considered technically acceptable if it meets the specifications. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.

PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate.
