About this file
This document is Addendum No. 1 for the Auburn Hills 2025 Pond Dredging project issued by the City of Auburn Hills on March 17, 2025, for OHM Job No. 0120-24-0300. The addendum modifies the original bid documents, adding and adjusting line items for two project categories: Fieldstone and Library Basin. For Category 1 (Fieldstone), changes include adding a 0.1-acre clearing item, adjusting landscaping removal, and introducing an alternative dredging option of 3,000 cubic yards. For Category 2 (Library Basin), new items include tree removal and replacement, landscaping work, and a 0.25 LSUM landscaping adjustment. The addendum also incorporates an 11-page EGLE (Michigan Department of Environment, Great Lakes, and Energy) permit detailing specific dredging requirements.
The bid form includes detailed line items with estimated quantities for various activities such as mobilization, audio-video route survey, erosion control, pavement removal, dredging, and restoration work. The project involves dredging approximately 3,000 cubic yards at Fieldstone and 600 cubic yards at the Library Basin, with associated environmental and infrastructure restoration tasks. Bidders are required to acknowledge the addendum on the Bid Form and email confirmation to the specified contact. The EGLE permit emphasizes environmental protections, including restrictions on in-water work between March 1 and June 30 to protect spawning periods, requirements for turbidity curtains, and specific guidelines for temporary bridge crossings and water diversion.

X. For projects with potential impacts to fish spawning or migration, no work shall occur within fish spawning or migration timelines (i.e., windows) unless otherwise approved in writing by the Michigan Department of Natural Resources, Fisheries Division.
Y. Work to be done under authority of this permit is further subject to the following special instructions and specifications:
1. During dredge activities, and until dredge activities have been completed, water shall be pumped around the dredging area as depicted in the attached approved plans to avoid overtopping of downstream turbidity controls and to minimize the amount of sediment being EGLE
WRP043510 v1.0 Approved
City of Auburn Hills, Attn: Tim Wisser 4 WRP043510 v.1 carried downstream during dredge activities. An extra pump shall be kept on site in the event of failure.
2. Prior to beginning dredging activities, the permittee shall submit to EGLE a temporary stream overflow diversion plan that specifies the type and capacity of pump that shall be used for pump around activities required by Condition 1. Work shall not proceed until receiving approval from EGLE.
3. Prior to commencement of dredging activities, the dredge area shall be segregated from the stream upstream with a turbidity curtain as indicated in the attached approved plans to prevent off-site siltation. The turbidity curtain shall be installed to extend from the bed of the waterbody to a point above the existing water’s surface. The turbidity curtain shall be maintained for the duration of the project and shall be left in place after completion until all disturbed sediments have settled.
4. No dredging or in-water work authorized by this permit is allowed between March 1 and June 30 of any year this permit is active, to protect active spawning and use periods within the Galloway Ditch and associated water resources.
5. For any temporary bridge that is constructed as part of this project, the structure shall be a clear-span bridge with the lowest bottom of beam elevation at or above the natural ground elevations within ten (10) feet of either end of the structure. The bridge shall be removed within 30 days of the completion of the activities covered by this permit.
6. Authority granted by this permit does not waive permit or program requirements under Part 91 of the NREPA or the need to acquire applicable permits from the CEA. To locate the Soil Erosion Program Administrator for your county, visit https://www.michigan.gov/egle/about/organization/water-resources/soil-erosion/sesc-overview and select “Soil Erosion and Sedimentation Control Agencies”.
7. The authority to conduct the activity as authorized by this permit is granted solely under the provisions of the governing act as identified above. This permit does not convey, provide, or otherwise imply approval of any other governing act, ordinance, or regulation, nor does it waive the permittee's obligation to acquire any local, county, state, or federal approval or authorization necessary to conduct the activity.
8. No fill, excess soil, or other material shall be placed in any wetland, floodplain, or surface water area not specifically authorized by this permit, its plans, and specifications.
9. This permit does not authorize or sanction work that has been completed in violation of applicable federal, state, or local statutes.
10.The permit placard shall be kept posted at the work site in a prominent location at all times for the duration of the project or until permit expiration.
11.This permit is being issued for the maximum time allowed and no extensions of this permit will be granted. Initiation of the construction work authorized by this permit indicates the permittee's acceptance of this condition. The permit, when signed by EGLE, will be for a five-year period beginning on the date of issuance. If the project is not completed by the expiration date, a new permit must be sought. EGLE

12.Prior to the initiation of any permitted construction activities, a sedimentation barrier shall be constructed immediately down gradient of the construction site. Sedimentation barriers shall be specifically designed to handle the sediment type, load, water depth, and flow conditions of each construction site throughout the anticipated time of construction and unstable site conditions. The sedimentation barrier shall be maintained in good working order throughout the duration of the project. Upon project completion, the accumulated materials shall be removed and disposed of at an upland (non-wetland, non-floodplain) site and stabilized with seed and mulch. The sedimentation barrier shall then be removed in its entirety and the area restored to its original configuration and cover.
13.All raw areas in uplands resulting from the permitted construction activity shall be effectively stabilized with sod and/or seed and mulch (or other technology specified by this permit or project plans) in a sufficient quantity and manner to prevent erosion and any potential siltation to surface waters or wetlands. Temporary stabilization measures shall be installed before or upon commencement of the permitted activity, and shall be maintained until permanent measures are in place. Permanent measures shall be in place within five (5) days of achieving final grade.
14.Upon completion of your project, you must complete and return the enclosed card, including photos taken showing the "as-built" condition of your project.
15.The completion card and required photos shall be forwarded to EGLE’s Water Resources Division, Warren District Office, within 30 days of completion of the project. Staff will use such pictures for monitoring compliance with your permit. Failure to submit these photos is an event of noncompliance.
16.All work shall be in accordance with the attached approved plans and the specific terms and conditions of this permit.
