About this file

This is a Request for Quotes document issued by the State of Maine Division of Purchases for inflatable decontamination shelters. The solicitation requests quotes for shelters capable of inflation via either a provided blower or a single SCBA bottle, with each unit featuring two operational lanes—one specifically designed for non-ambulatory patients. Each lane must contain an undress area, wash area, and re-dress area, with the wash area equipped with a minimum of six wash heads (two overhead and two from either side) featuring interchangeable overhead connections for the non-ambulatory lane. The shelters must be constructed from opaque material compatible with existing air and water heating equipment, include built-in basins for decontamination water storage (up to 100 gallons per basin), overhead lighting in each area, removable lane and room separators, pass-through openings in undress and redress areas, and Velcro-closure exterior doors. Each unit must include a repair kit and ground cloth designed to prevent abrasion. Quotes were due January 6, 2012 by 2:00 p.m. local time.

Awards will be made to the lowest responsible bidder offering the best value to the State, with evaluation criteria including commodity quality, specification conformance, delivery dates, and overall economy. Unit prices must be quoted separately for each item unless otherwise specified, with all trade and quantity discounts included and delivery charges prepaid and incorporated into the quote. Cash discounts for payments of 20 days or more will be considered in the lowest bidder determination. The State is exempt from Federal and Maine State sales and use taxes and should not be charged those taxes. All questions must be submitted through the designated Question and Answer link on the Solicitation Details View page, with inquiries through alternative channels considered invalid. The Division reserves the right to reject any or all quotes, waive formalities, and increase or decrease ordered quantities by up to 10% unless otherwise stated.
