About this file
This is a Questions and Answers document for the Illinois Department of Agriculture regarding the Grandstand Beer Concession Operation contract at the Illinois State Fair. The solicitation seeks a vendor to operate beer concession services at the State Fair Grandstand under the Illinois Procurement Code. Questions from potential bidders were accepted until the close of business on March 19, 2026. The contract specifies that the awarded vendor will be responsible for all operational expenses including supplies, services, utilities, internet, security arrangements, staff, and equipment setup, while the Department provides only specific items outlined in Section 1.2.17 of the contract at no cost to the vendor. The vendor must obtain and maintain all necessary licenses and permits, including state liquor licenses and any required county or state permits for alcohol sales, along with appropriate certifications for serving alcohol.
Pricing for this concession contract is based on revenue return to the State, with the contract awarded to the highest bidder offering the best return. Historical data indicates that for the 2025 Fair, total grandstand beer sales were approximately $494,124, though the Department notes this figure represents its best estimate given differences in prior contract requirements and payment formulas. The vendor bears full responsibility for securing contracts with third-party service providers such as tent and portable restroom vendors, except where the Department has exclusive provider agreements, which will be communicated to the awarded vendor. Insurance requirements include dram shop coverage determined at the vendor's discretion, along with other insurance types and amounts specified in Section 4.11 of the contract. The Department maintains 24/7 security officers on the Fairgrounds but does not provide security specific to this concession contract, and trash collection and disposal during events will be handled by Department work crews.
