About this file

This is an Emergency Purchase Statement filed by the Illinois Department of Public Health, Disaster Planning and Readiness Division, for continued ventilator maintenance services from Agiliti Health, Inc. The emergency procurement authorizes preventive maintenance, inspection, testing, repair, recertification, calibration, battery replacement, storage, transportation coordination, and documentation services for state-owned ventilator units maintained in compliance with manufacturer specifications. Services cover VOCSN and Trilogy ventilator systems, including coordination of replacement parts, software updates, logistical support, and storage management to maintain ventilators in patient-ready condition for emergency deployment and statewide public health emergency response operations. The emergency procurement period runs from May 9, 2026, through August 6, 2026, with an expected end date that will allow completion of a competitive procurement process through an Invitation for Bid scheduled to open on May 13, 2026.

The estimated total expenditure for this emergency purchase is $290,125.00, utilizing federal funds. The Illinois Department of Public Health selected Agiliti Health, Inc. as the sole vendor based on the company's existing operational knowledge, established maintenance records, and continuous support of the state ventilator inventory since 2023. The Department conducted a Business Enterprise Program vendor search but determined that qualified vendors are extremely limited due to the specialized nature of ventilator maintenance and recertification requirements. No existing state contract was identified as meeting the emergency need. Transitioning to a new vendor would require reinspection, recertification, and record transfers that would delay operational readiness of critical emergency response equipment. This emergency procurement represents a continuation of services while the Department pursues a long-term competitive contract replacement.

ExplanationForSelectingVendor: A new emergency procurement is necessary to ensure continued maintenance, repair, storage, and operational readiness of the State ventilator cache following expiration of the current emergency agreement.

Agiliti Health Inc. is uniquely qualified to provide these services on an emergency basis due to its existing operational knowledge, established maintenance records, and ongoing support of the State ventilator inventory. The vendor has continuously maintained these ventilators since 2023 and currently maintains the service history, inspection documentation, and operational readiness records for the equipment.

Transitioning to a new vendor during this emergency period would require reinspection, recertification, transfer of maintenance records, and onboarding activities that would delay readiness of critical emergency response equipment. Such delays could negatively impact statewide emergency preparedness and continuity of operations.

This emergency procurement is limited to the period necessary to maintain continuity of critical services while the Illinois Department of Public Health completes the competitive procurement process for a long term agreement. An Invitation for Bid to replace these services is currently scheduled to open bids on May 13, 2026.

ExplanationSuppliesServices: This emergency procurement provides for continued preventive maintenance, inspection, testing, repair, recertification, calibration, battery replacement, storage, transportation coordination, and documentation services for State owned ventilator units in accordance with manufacturer specifications.

Services include maintenance and support for VOCSN and Trilogy ventilator systems, coordination of replacement parts, software updates, logistical support, storage management, and activities necessary to maintain ventilators in a patient ready condition for emergency deployment and response activities.

Ventilators shall be maintained and returned to operational readiness to support statewide public health emergency response operations and Strategic National Stockpile readiness requirements while the Department completes the competitive procurement process for a replacement contract.

TextField1: In compliance with 30 ILCS 500/20-30(a), the Illinois Department of Public Health conducted a Business Enterprise Program vendor search using applicable NIGP commodity codes related to medical equipment maintenance and repair services to identify potential BEP certified vendors capable of performing the required services.

Due to the specialized nature of ventilator maintenance, repair, recertification, calibration, and emergency readiness requirements, qualified vendors are extremely limited. The Department determined that continuation with the incumbent vendor was necessary to maintain uninterrupted operational readiness of the State ventilator cache during this emergency period.

The Department will continue to seek competition through the ongoing Invitation for Bid process for a long term replacement contract currently scheduled to open bids on May 13, 2026.
