920th Maintenance Squadron

Aerospace Ground Equipment Corrosion Control and Paint Services

PERFORMANCE WORK STATEMENT

19 April 2022

PART 1 – GENERAL INFORMATION

1. GENERAL: This is a non-personal services requirement to provide Aerospace Ground Equipment (AGE) corrosion control and painting requirements. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Aerospace Ground Equipment Corrosion Control and Painting requirements as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The 920th MXS Aerospace Ground Equipment Shop requires corrosion repair (to include minor repairs and hardware replacement), and repainting services for the AGE items listed in Part 5. The end result should be a completely serviceable item with a complete repaint of all exterior surfaces.

1.3 Objectives: Remove all corrosion and paint surfaces of AGE equipment to include minor mechanical repairs and hardware replacement where needed. Contractor shall pick up equipment at Patrick SFB FL, and return completed equipment within 20 business days (4 weeks); estimated 2-3 items per month completed. It is anticipated that upon delivery of a completed delivery, a return allocation of AGE equipment will be picked up for corrosion repair creating a rotational input of 2-3 items monthly to ensure the yearly objective is met.

1.4 Scope: Treatment of corrosion and repair of metal or fiberglass surfaces as required to include replacement of corroded hardware. Any repairs requiring anything more than minor hardware replacement will be directed to the AGE shop POC for further guidance.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option periods.

1.6 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which it assures their work complies with the requirement of the contract. One copy of the contractor's quality control plan will be provided to the Contracting Officer as part of the proposal submission.

1.7 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.8 Recognized Holidays: The contractor will not be able to pick up or drop off any equipment on the following holidays:

1.9 Hours of Operation: The hours of operation are 8:00 a.m. to 3:30p.m., Monday through Friday except Federal holidays or when the government facility is closed for administrative reasons. The contractor will coordinate pickup and delivery times with the designated government point of contact(s) (POCs).

1.10 Place of Performance: The work to be performed under this contract will be performed at the contractor’s facility.

1.11 Type of Contract: The Government will award a firm fixed price contract.

1.12 Security Requirements: Contractor personnel will be required to obtain a base access pass for each equipment pickup / delivery. The contractor will coordinate the base access date/time with the government POC(s).

1.12.1 Physical Security: The contractor shall be responsible for safeguarding all government property in its possession.

1.13 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the Contracting Officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.

Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.14 Contracting Officer’s Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract:

perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including government drawings, designs, specifications: monitor contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.15 Points of Contact: The follow personnel are the government’s Point of Contact:

- Contracting Officer: To be determined upon contract award

- Contract Specialist: To be determined upon contract award

- Aerospace Ground Equipment Flight Chief: To be determined upon contract award

- Aerospace Ground Equipment Shop Chief. To be determined upon contract award

The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the Manager is absent shall be designated in writing to the Contracting Officer. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Contract Manager or alternate shall be available between 8:00 a.m. to 3:30p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

1.16 REGULATIONS AND STANDARDS: Contractor shall comply with all PSFB safety standards and all Occupational Safety, Health Act Safety and Health Standards (OSHA) standards. Resolution of citations for violations of OSHA is the contractor’s responsibility. Contractor shall be responsible for supervision of all contract personnel and performance of all contractor related functions.

1.17 BASE ACCESS: Contractor personnel are required to be a citizen of the United States and be free of any felony records. Proof of current vehicle registration, driver’s license and vehicle insurance must be made available prior to issuance of base access permits. Contractor shall obtain base access for all personnel, subcontractors, vehicles and equipment.

1.18 Trash and Litter Control: Contractor shall clean up and remove all packaging materials and associated litter from installation site. Contractor is responsible for disposal of all packaging materials and litter at the end of each work day.

1.19 NO SMOKING POLICY: There is an Air Force Policy of NO SMOKING in any government building or vehicle in accordance with AFI 40.102 (03 Jan 1994).

PART 2 - DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the Contracting Officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privacy of contract with the subcontractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

PART 3 - GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

1. Prior to pick up by the contractor, the following preparations will be accomplished by the government for each piece of equipment:

a) Fuel removed

b) Degreased and pressure washed

c) Where possible removal of those components (i.e. hoses) that will hinder or obstruct painting.

d) Inspect all equipment for damage.

PART 4 - CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The Contractor shall furnish all labor, supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.

4.2 Materials: The Contractor shall acquire and utilize all materials required in accordance with Technical Order 35- 1-3, Tables 3.1 (Authorized Coating Systems) and A-1 (Equipment and Consumable Materials List)

4.3 Equipment: The Contractor shall provide all equipment required to perform corrosion treatment, repair and refinish of AGE.

5.1 The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform contracted services on equipment listed below.

5.2 Acceptance of Equipment:

Prior to receiving equipment, inspect it thoroughly for damage. Record and inform government liaison about all damage during joint inspection.

5.3 Proper preparation of all equipment surfaces required for painting to include:

a) Inspecting and removal of all exterior surface paint, primer, and corrosion to include sand blasting and minor welding repairs as necessary.

b) Applying of primer to all bare metal.

c) Sandblast exterior surfaces of all units.

d) Sand and scuff the interior surfaces of access doors.

e) Removal and reinstallation of reflective lenses, nomenclature/instruction placards,

f) Removing all panels necessary to minimize overspray on or in critical areas (coolant coils, engine area, hot areas, electronics, etc…)

5.4 Proper application of primer and topcoat.

a) If there are any questions about what to paint and what not to paint please call the government liaison.

b) Paint and primer to be used is a special mil-spec polyurethane paint kit specified in equipment technical orders that will be provided to the contractor by the government to include all MSDS’s.

c) All control panels behind the access doors will be painted. All gauges will be masked to minimize paint overspray. If the door opens to an engine or electronic/electrical compartment, painting will include only panels and all engine, electrical or electronic items masked to avoid overspray.

d) All polished metal will be masked to prevent damage from sandblasting and overspray from painting.

These surfaces are smooth to prevent leaks from pistons and rams and will not be damaged during prep and paint.

e) Non-skid coating will be removed and reapplied applied where necessary

f) Ground points and copper points will NOT be painted.

g) Undercarriage of all equipment will be painted.

h) Seal all seams where applicable IAW T.O. 35-1-3 and 1-1-691.

5.5 Pickup and delivery of equipment to be painted.

Contractor shall provide pickup and delivery of equipment to Patrick SFB, FL, unless other arrangements have been made with the 920th Maintenance Squadron. The 920th Maintenance Squadron will be responsible for arranging base access for the contractor.

5.6 Guarantee/Faulty Workmanship.

a) Contractor will provide a 90-day guarantee of work during which time any defects noted due to faulty workmanship will be corrected.

b) Contractor will provide for transportation of equipment between the paint shop and Patrick SFB to remedy the problem.

PERFORMANCE REQUIREMENTS SUMMARY

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
