AMENDMENT 8 ATTACHMENT
D.2.1.6 – Operational Requirements (AMENDED)
(a) The Contractor shall provide a properly trained and licensed operator to manage the daily operations of the fuel tender. The Contractor shall be responsible for providing fuel at the incident in a safe and efficient manner.
(b) The Contractor shall be able to accept all major credit cards for receiving payment for fuel dispensed at the incident. The Contractor also shall be able to provide sales receipts for fuel purchased. If requested by incident personnel, the Contractor shall complete the Emergency Equipment Fuel and
Oil Issue tickets, OF-304, and reconcile the tickets with incident finance section personnel on a daily basis.
(1) The price-per-gallon rate for fuel dispensed to non-Government resources will be determined by incident personnel at the Section Chief Level before the Contractor dispenses any fuel at the incident. The price-per-gallon rate will be based on the retail price for fuel posted at the gas station(s) located closest to the incident command center. The Contractor shall post the price-per-gallon rate clearly prior to dispensing any fuel.
(2) The price-per-gallon rate that the Government will pay for fuel dispensed to Government-operated resources must be supported by a commercial invoice showing the wholesale price for fuel, plus applicable state and federal taxes, paid by the Contractor. The wholesale rate also shall apply to fuel purchased by contractors for which the Government has agreed to provide operating supplies (i.e. commercial generators).
In addition to reimbursing the Contractor for the wholesale price of dispensed fuel, the
Government will pay the Contractor a percentage markup for incidental costs based on the total amount of fuel dispensed to the Government at the wholesale rate. The Government will not reimburse the Contractor for any other incidental costs. The percentage markup will be based on the previous year’s Consumer Price Index - All Urban Consumers for Transportation (CPI for
Transportation). The CPI for Transportation can be found on the Bureau of Labor Statistics website (select “U.S. Transportation, 1982-84=100 - CUUR0000SAT”): https://data.bls.gov/cgi-bin/surveymost?cu. The previous year’s CPI for Transportation will be made available prior to the close of the solicitation and subsequent rollover modification periods. For negative CPI
Transportation figures, there will be no percentage markup applied for the respective calendar year this clause is administered in.
(3) No separate payments will be made for a nursing tender or spill containment kits or structures.
(4) Off-road diesel fuel shall not be dispensed by the fuel tender.
