I. GENERAL

A. SCOPE OF WORK: This project includes the installation of six ground mounted photo voltaic solar arrays and all necessary equipment to tie into an existing back-up diesel generator system. Four arrays are composed of 15 Solon 230 watt PV modules each and two arrays are composed of 16 Astropower 110 watt PV modules each. The major components of the system will be Government furnished and are ready for installation. The Contractor is responsible to determine what additional parts and materials are needed to make a complete and workable system according to the plans and specifications. The project is located at the Hawaii Experimental Tropical Forest, Laupahoehoe Administrative Site, 36-645 Spencer Road, Laupahoehoe, HI 96764. All work shall be coordinated with the Contracting Officer’s Representative (COR).

B. GOVERNMENT FURNISHED INFORMATION AND MATERIALS: Government furnished materials include the PV panels, rack mounting system, inverters and charge controllers. It does NOT include the poles for mounting the racks, wiring, conduit and fittings, stainless steel straps and ground rods. These materials can be purchased locally. A detailed list of furnished materials is included under Section III of this Statement of Work. The Contractor and the COR shall jointly check the inventory of furnished materials prior to the start of work and shall document in writing that all the listed items are there and note the condition of those items. Once the Contractor and COR have inventoried the items and documented their condition, the Contractor shall become responsible for securing and protection of the items from damage until project completion and acceptance.

C. PHASING OF WORK: Work to be completed in two phases so no disruption of existing power will occur at the Administrative Building. Phase 1 will include installation of all poles, conduits, wiring for all 6 arrays but only the new 230 Watt modules will be installed on the first four poles. These panels will be made operational to provide power to the Administration Building prior to the removal of the system at the pump house. One 4 hour period without power will be allowed for the switchover to occur. Phase 2 will include the removal and re-installation of the pump house system at the new site.

D. SUBMITTALS: Provide 2 sets of submittals for all new equipment and materials incorporated into the project furnished by the Contractor. Allow 7 days for Government review of submittals.

E. WASTE: All waste products and materials shall become the property of the Contractor and removed from Government property and not placed in Government trash receptacles or dumpsters. No burning of waste materials on site shall be permitted. Recycling of waste materials is encouraged. The contractor is encouraged to recycle waste material; prior approval by COR is required. Contractor is responsible for disposing of all waste in compliance with federal, state, and local laws, regulations, and standards.

II. WORK ITEMS (see phasing of work under item I.C

A. Installation of Ground Mount Poles and Racks

A.1 Poles - Contractor to furnish and install six (6) 10.5 feet, 8 inch diameter, schedule 80 galvanized steel pipes for rack installation as detailed on the drawings. This pipe is available from local suppliers on the Island in 21 foot lengths. Provide certification of the pipe thickness and galvanization. Treat any cut ends or nicks to the pipe with appropriate treatment to prevent rust.

A.2 Pole Locations and Foundation Excavation - A flat area has been excavated on site for the placement of the PV poles and racks as shown on the included drawings. The Contractor is responsible for the final location and marking the pole locations in this excavated area for optimum sun exposure and prevention of winter shadows from one rack to another. Once the pole locations have been marked and approved in writing by the COR, the Contractor shall excavate the pole foundations to no less than mimimum dimensions shown on the plans. The concrete must be placed against natural ground. Any over excavation of the hole requiring additional concrete will be the responsibility of the Contractor. The COR shall approve the pole foundations in writing prior to placement of concrete.

A.3 Trenches for Conduits – The Contractor is responsible for trenching and installation of all underground conduits required for this installation. All conduit depths and turns in direction must meet the National Electrical Code and local code requirements.

A.4 Concrete - The Contractor is responsible for the ordering, payment, and placement of the concrete. Concrete to be a minimum of 3000 psi, minimum 3/4” aggregate with a maximum slump of 4 inches. If a pump truck is used, the aggregate size and slump may be adjusted with prior approval of the COR. No water will be added to the concrete at the site without the approval of the COR.

A.5

A.6 Landscape Fabric and Gravel - After allowing a minimum of three days for the pole foundations to cure, the Contractor will backfill, slope the area to drain and install Government furnished landscape fabric and gravel as per the drawings.
