STATEMENT OF WORK

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

1.3 WORK COVERED BY CONTRACT DOCUMENTS

C. The Work includes, but is not limited to the following:

1. The Angeles National Forest proposes to perform an elective renovation of the existing Hot Shot Barracks Building located at the Little Tujunga Forest Station, Los Angeles River Ranger Station, in Sylmar, CA.

2. The 4,745SF Barracks Renovation Project houses the Hot Shot crew during the designated fire season. There will be no changes to the use as a part of this renovation. Phase 1 of the elected renovation improves the life/safety aspects of

Little Tujunga Barracks Renovation DIVISION 1 Section 01 10 00 -2 the building and provides accessibility upgrades. Phase 2 of the renovations will remodel the Men’s Restroom and are not a part of this project.

3. BUILDING IMPROVEMENTS - The Phase 1 improvements include the following upgrades:

a) Add Fire Sprinkler and Fire Alarm System

b) Add Emergency Egress Windows at existing designated sleeping rooms.

c) Seismic improvements to allow for the addition of the new emergency egress windows.

d) Accessibility upgrades including a new disabled access ramp from the parking area and new ramps within the existing building to provide equal access to sleeping and bathing facilities for the disabled.

e) Upgrade of all doors and door hardware to meet accessibly requirements

f) Conversion of an existing sleeping room into a unisex, accessible restroom and shower room.

g) Conversion of an existing sleeping room into a new laundry room.

h) Conversion of an existing mechanical room into a dedicated communications room.

i) Replacement of all mechanical systems with new energy efficient systems.

j) Addition of new plumbing systems serving the Phase 1 improvements.

k) Upgrade of the existing electrical systems and lighting fixtures.

l) Addition and relocation of data systems.

m) Replacement of existing interior finishes as necessary for the renovation.

n) Replacement of existing non- “fire safe” exterior siding with new “fire safe” siding and trim.

o) Upgrade of attic ventilation systems to meet current codes. Replacement of existing insulation as necessary to provide a complete protected envelope.

p) Replacement of existing low slope, built-up roofing with new roofing material.

q) Removal of existing gutters; prep and paint existing rafters, replace or add new gutters and downspouts as indicated.

4. SITE WORK IMPROVEMENTS - The Phase 1 improvements include the following upgrades:

a) The existing paving around the Barracks is to be removed and replaced as necessary for the addition of new walls and footings.

b) The existing handicap ramp from the existing parking space to the complex is to be removed and replaced with an a new ramp that meets current accessibility standards.

c) The parking area is to be restriped as indicated and new signed is to be added.

d) Concrete pads are to be added for the new mechanical equipment.

e) An existing water line is to be used for a new fire sprinkler service.

1.4 GOVERNMENT OCCUPANCY

A. Cooperate with Government to minimize conflict and to facilitate Government’s operations at the site.

1.5 CONTRACTOR USE OF SITE AND PREMISES

A. Provide access to and from site as required by law and by Government.

1. Emergency Building Exits During Construction: Keep all exits required by code open during construction period; provide temporary exit signs if exit routes are temporarily altered.

1. Do not obstruct on or off site roadways, sidewalks or other public ways without permit.

A. No Temporary facilities will be provided by the Government.

1.6 SPECIFICATION FORMATS AND CONVENTIONS

A. Specification Format: The Specifications are organized into 33+ Divisions, with

Sections using a 6-digit numbering system in conformance with CSI/CSC’s “2004

Master Format System”. .

1. Section Identification: The Specifications use Section numbers and titles to help cross-referencing in the Contract Documents.

2. Sections in the Project Manual are in numeric sequence; however, the sequence is incomplete because all available Section numbers are note used.

3. Consult the Table of Contents at the beginning of the Project Manual to determine the numbers and names of Sections included in the Contract

Documents.

4. Divisions 00 and 01: Sections in Divisions 00 and 01 govern the execution of the work of all other Divisions and Specification Sections in the Project

Manual.

SECTION 01 02 50

MEASUREMENT AND PAYMENT

PART 1 - GENERAL

1.01 Scope: This section defines the methods of measurement, units of measurement, and determination of quantities, and payment for work. Measurement and Payment for contract work will be made only for and under those pay items included in the

SCHEDULE OF ITEMS of this contract. All work, equipment, material, and incidentals shall be included in the bid price and payment for the appropriate related pay item.

1.02 Method of Measurement: Following are the methods of measurement for determining final payment as designated on the Schedule of Items:

A. Designed Quantities (DQ)

1. These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data includes the preliminary survey information, design assumptions, calculations, drawings and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions:

a. As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, and the like, will not be considered changes in quantities.

b. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by 10 percent or more.

c. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 10 percent or more.

2. Final Payment for Designed Quantities: Final payment will be made for the designed quantities at the unit price shown in the Schedule of Items, subject to the provisions above.

B. Staked Quantities (SQ)

These quantities are determined from stake measurements prior to construction.

C. Actual Quantities (AQ)

These quantities are determined from the measurements of the completed work.

D. Vehicle Quantities (VQ)

These quantities are measured in the hauling vehicles.

E. Lump Sum Quantities (LSQ)

These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.

They will not be measured.

1.03 Determination of Quantities: Only actually completed and accepted work of the contract will be measured and determined as follows:

A. Area computations will be horizontal or corrected to horizontal plane.

B. Volumes of excavation or embankment will be by average end area or approved three-dimensional calculations. General grading will be by horizontal area and mean depth(s). With prior written approval, or when specified, measured haul vehicle volumes or certified scale weigh bills may be substituted.

C. Structural volumes will be to the neat lines SHOWN ON THE DRAWINGS, or to the dimensions of limits indicated in the specifications.

1.04 Units of Measurement: Units of measurement will be those shown in the SCHEDULE

OF ITEMS, and as defined in the specification sections. Accurate and approved measuring devices, appropriate to the unit, will be used for measuring.

A. Quantities other than job, each set, and the like will be measured to the whole amount.

B. Quantities such as job, each, set and the like, and subject to need for incrementing for partial payment, will be measured as a mutually acceptable percentage.

1.05 Payment: Payment will be made for actual quantities completed and accepted, AS

SHOWN ON THE SCHEDULE OF ITEMS. Such payment will be at the Contract Unit

Price for each Item as SHOWN ON THE SCHEDULE OF ITEMS. Payment will be made for whole amounts or increments as indicated in Method of Measurement.

SECTION 01 06 00

REGULATORY REQUIREMENTS

PART 1 - GENERAL

1.01 Scope: This section describes the Regulatory Requirements and the Codes and Standards that apply to the work in this contract.

1.02 Regulatory Requirements:

A. All laws, ordinances, codes, and regulations of the United States Government shall apply and be implemented into this contract.

B. The following codes and standards shall apply to the work in this contract (Where no date is specified, the applicable edition shall be the one in effect on the date of solicitation.):

1. International Building Code, (IBC), 2013 edition

2. Uniform Plumbing Code (UPC), 2013 edition

3. American Society for Testing Materials (ASTM)

4. Underwriters’ Laboratories (UL)

5. Uniform Federal Accessibility Standards (UFAS)

6. Forest Service Handbook 6709.11 Health and Safety Code Handbook

7. International Conference of Building Officials (ICBO)

8. State of California Building Codes, (CBC) 2013 Editions

9. American’s with Disabilities Act of 1990.

1.03 Codes and Standards: Standards and practices set forth by the references mentioned elsewhere in these specifications shall be adhered to unless otherwise noted.

1.04 Duties of the Contractor:

A. Responsibilities: It is the duty of the Contractor to complete the work covered by this contract in accordance with approved plans and specifications.

B. Performance of the work: The Contractor shall carefully study the approved plans and specifications and shall plan his schedule of operations well ahead of time. If at any time it is discovered the work is being done which is not in accordance with the approved plans and specifications, the Contractor shall correct the work immediately.

All inconsistencies or items which appear to be in error in the contract documents shall be promptly called to the attention of the Contracting Officer’s Representative

(COR). Local conditions which may affect the work shall likewise be brought to the attention of the COR at once. In no case, however, shall the instruction of the COR be construed to cause work to be done which is not in conformity with approved plans, specifications and change orders.

The Contractor shall not carry on work except with the knowledge of the COR.

1.05 Contract Change Order: Where so indicated or in lieu of drawing or specification requirements, materials shall be used and installed in the best quality manner and method recommended by the manufacturer. Such recommendation shall be in written form.

Substitution of materials shall be considered a Contract Change Order and as such shall be approved by signature of the Contracting Officer prior to use or fabrication.

1.06 Subcontractors: Subcontractors engaged to do work on the project must be approved in writing by the CO.

PART 2 - PRODUCTS

2.01 Products and Materials: All products and materials in the work shall meet the standards and requirements of the codes and standards referenced in Part 1 – General of this Section, and elsewhere herein unless otherwise SHOWN ON THE DRAWINGS.

The more stringent requirements shall take precedence over the codes and standards.

2.02 Handling, Storage, Installation, and Maintenance: All materials, unless specified otherwise, shall be handled, stored, installed, and maintained in accordance with the manufacturer’s instructions and recommendations.

PART 3 - EXECUTION

3.01 Work requirements: All work in the contract shall meet the standards and requirements of the codes and standards referenced in Part 1 – General of this Section and elsewhere herein, unless otherwise SHOWN ON THE DRAWINGS or in the specifications. When more stringent requirements are called out in these specifications or shown on the drawings, the more stringent requirements shall take precedence over the codes and standards. All work shall be performed in a workman-like manner according to the best practices of the trade and the best standards of the industry.

SECTION 01 20 00

SCHEDULES AND REPORTS

PART 1 - GENERAL

1.01 Scope: This section includes the requirements for the submittal of the Contractor’s proposed work schedule for the project.

PART 2 - PRODUCTS

2.01 Submittals: The submittal of the work schedule shall be submitted within 10 days of the award of the contract.

PART 3 - EXECUTION

3.01 Work Schedule: Within 5 days of the issuance of the Notice to Proceed, the Contractor shall submit to the Contracting Officer for approval a proposed work schedule for the project. Such schedule shall be in the form of a critical path network or other approved format and shall include the timing for each major phase of the work. The Contractor shall update such approved schedule as necessary when significant changes occur during the progress of the work.

SECTION 01 33 00

SHOP DRAWINGS AND SUBMITTALS

PART 1 - GENERAL

1.01 Scope: Perform all work necessary and required for the construction of the project as indicated. Such work includes but is not limited to the following:

A. Shop Drawings

B. Samples

C. Catalog Data

1.02 Related Work In Other Sections: The following items of associated work are included in other sections of these specifications:

A. Operating Instructions

B. Maintenance Manuals

C. Certificates and Warranties

1.03 Submittals: Submittals shall include all pertinent data required to understand the quality of components, dimensional relationships, integrations with other materials, assembly techniques, structural aspects, color, finish, texture, and other such characteristics as may be necessary to fully describe the item and its intended use.

PART 2 - PRODUCTS

PART 3 - EXECUTION

3.01 Submittals:

A. Submittals shall be made for approval no more than 60 days after award of the contract, or as approved by the Contracting Officer.

B. Submittals and shop drawings shall be submitted in a timely fashion to allow 21 days for review by the government. No work shall begin until shop drawings and submittals are approved.

3.02 Shop Drawings:

A. Original Submittal: A reproducible and four copies of all shop drawings shall be submitted for approval as required under 3.01 above prior to fabrication, installation, Little Tujunga Barracks Renovation DIVISION 01 Section 01 33 00 -2 or order placement to allow for checking and coordination. The reproducible will be retained by the Contracting Officer.

B. Resubmittal: When a resubmittal is required, one print so indicating will be returned to the Contractor. After revision of the original, a new reproducible and four copies shall be submitted for approval.

C. Approval: Once approved, stamped documents shall be returned to the Contractor and shall be complied with as noted. Variation from the approved documents shall be likewise submitted and approved before being carried out.

3.03 Samples:

A. Original Submittal: Two samples of each item for which samples are required, unless otherwise specified, shall be furnished for approval. Approval shall be obtained prior to delivery of the material to the project site. These samples shall be representative of the actual material proposed for use in the project and of sufficient size to demonstrate design, color, texture, and finish, as they will appear in the completed installation.

B. Resubmittals: All rejected samples will be returned upon request and any or all resubmitttals required shall consist of two new samples.

C. Approval: Upon approval, one sample so noted will be returned and the remainder will be retained by the Contracting Officer until completion of the work. When requested, all approved samples will be returned for installation, providing that identity is maintained in an approved manner until final acceptance of the project.

3.04 Catalog Data:

A. Submittals: Four copies of catalog data are required for the original submittal and each resubmittal. Catalog data shall be submitted along with shop drawings. One copy will normally be returned unless additional copies are requested.

B. Data: Each submittal shall have all pertinent data contained therein that is applicable to the item submitted for approval.

3.05 Identification:

A. Catalog Data: Each separate catalog brochure for page submitted shall have the identification shown. Catalog of brochures submitted containing multiple items for approval need have only cover identification. In such cases the identification shall include page and catalog item numbers.

B. In the event that one or more of the multiple items is not approved in any submittal, the additional copies required will not be requested until all items are approved.

3.06 Contractor’s Responsibility:

A. Representation: By his submittal of any shop drawing or catalog data, the contractor thereby represents that he has determined and verified all field measurements, field construction criteria, materials, dimensions, catalog numbers and other essential data as well as, has verified the same construction criteria with the contract documents and other approved submittals.

B. Deviations: Approval of shop drawings, samples, or catalog data shall not relieve the contractor from responsibility of errors or omissions therein.

C. Prohibitions: No Portion of the work requiring a shop drawing, sample, or catalog data shall commence, nor fabrication begin, prior to approval of such items.

D. Coordination: Contractor shall be responsible for coordination between trades to insure total compatibility with or between substituted items and those existing, specified, or otherwise provided. Alterations required to achieve compatibility with or between substituted items, shall be accomplished without sacrifice of performance and at no additional cost to the Government.

E. Verification: Any change from elements as originally designed shall be substantiated by calculations and/or data certified by a registered engineer or architect licensed in the state in which the project is constructed.

SECTION 01 40 10

QUALITY CONTROL AND QUANTITY MEASUREMENT

PART 1 - GENERAL

1.01 Scope: This work shall consist of providing certification that the quality and quantity of construction conforms to the drawings, specifications, and requirements of the contract.

Provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

3.01 General: The contractor shall provide and maintain a quality control system that will ensure conformance to specifications and requirements for all services, supplies, and construction work required or otherwise provided under this contract.

3.02 Certifications and Measurements:

A. Offsite Produced Materials: The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work, meet the applicable requirements SHOWN ON THE

DRAWINGS or stated in the specifications. All incidental purchases needed to remedy minor shortages of material must also be certified.

3.03 Sampling, Inspection, and Testing: Provide appropriate testing services, or an individual qualified to use testing devices, equipment, and supplies provided by the contractor, to accomplish the required testing and inspection in a timely manner. Take test samples as often as is necessary to achieve the quality of construction required of this contract, and make measurements of work performed onsite under this contract.

Sampling and testing frequency for specific items will be SHOWN ON THE

DRAWINGS, or in the specification(s).

3.04 As- Built Contract Drawings: The contractor shall maintain a set of contract drawings depicting as-built conditions. The drawings shall be maintained in a current condition, and made available for review. Changes from the original contract drawings shall be indicated in red on the as-built drawings. Upon completion of the contract work, submit as-built drawings to the Engineer.

SECTION 01 57 10

STORMWATER POLLUTION CONTROL MEASURES FOR CONSTRUCTION

ACTIVITIES

1.1 SUMMARY

A. Related Documents: -- Technical Requirements: All on-site Improvements apply to this

Section.

1. Refer also to Specification Division 31 for site improvement criteria.

2. Submit Storm Drain Water Pollution Prevention Plan (SWPPP) to the Contracting

Officer for review and approval prior to starting Work.

B. General: Exercise every reasonable precaution to protect channels, storm drains, and bodies of water from pollution.

1. Conduct and schedule operations to minimize or avoid muddying and silting channels, drains, and waters.

2. As required, obtain permits for erosion and water pollution control from the appropriate jurisdictional agency before starting Work.

3. Provide any necessary water pollution control devices to prevent, control, and abate water pollution, and implement good housekeeping pollution control measures to reduce the discharge of pollutants from work sites to the maximum extent practicable. Water pollution control devices include drains, gutters, slope protection blankets and retention basins and shall be constructed concurrently with other Work at the earliest practicable time.

4. Exercise care in preserving vegetation and protecting property, to avoid disturbing areas beyond the limits of the Work. Promptly repair any damage caused by the

Work.

5. Comply with the specific requirements based on acreage of disturbed soil.

6. Notification and Report: If pollution occurs in the work area for any reason or when the Contractor becomes aware of any violation of this Section, correct the problem and immediately notify the Inspector. In addition, submit a written report to the

Engineer within seven (7) calendar days describing the incident and the corrective actions taken. If either the Inspector or Engineer is first to observe pollution or a violation, the Contractor shall also explain in the written report why the Work was inadequately monitored.

7. The provisions of this Section describe minimum compliance and do not preclude other more stringent stormwater pollution control measures.

D. Definitions:

1. Construction Activity: Operations such as clearing, grading, disturbances to the ground such as stockpiling, or excavation that results in soil disturbances. If construction activity is part of a larger common plan of development, the amount of disturbed soil is the total land area of disturbed soil that results under the common plan.

2. Payment: All costs for work required for compliance with this Section shall be included within the Bid.

E. Construction activity - less than one acre of disturbed soil: Comply with the following minimum water quality protection requirements:

1. Retain eroded sediments and other pollutants on-site and do not allow transportation from the site by sheet flow, swales, area drains, natural drainage, or wind. Control slope and channel erosion by implementing an effective combination of Best

Management Practices (BMP). Such BMP include scheduling grading during non-rainy seasons, planting and maintaining vegetation on slopes and covering erosion-susceptible slopes.

2. Protect stockpiles of earth and other construction-related materials from being transported from the site by wind or water.

3. Properly store and handle fuels, oils, solvents, and other toxic materials to not contaminate the soil or surface waters, enter the groundwater, or be placed where they may enter a live stream, channel, drain, or other water conveyance facility.

Protect all approved toxic storage containers from weather. Clean spills immediately and properly dispose of cleanup materials. Spills shall not be washed into live streams, channels, drains, or other water conveyance facilities.

4. Do not wash excess or waste concrete into the public right-of-way or any drainage system. Retain concrete wastes on-site until they can be appropriately disposed of or recycled.

5. Deposit trash and construction-related solid wastes in covered receptacles to prevent contamination of rainwater and dispersal by wind.

6. Do not allow sediments and other materials to be tracked from the site by vehicle traffic. Stabilize construction entrance roadways to inhibit sediments from being deposited onto public right-of-ways. Immediately sweep up accidental depositions.

Do not allow depositions to be washed away by rain or by any other means.

7. Contain non-stormwater runoff from equipment or vehicle washing and any other activity at the work site.

8. At completion of the Work, clear the worksite of debris and restore to a condition at least equal to or better than prior to construction.

9. When working in live streams, these are additional water pollution control requirements.

a. Erect barriers sufficient to prevent muddying or polluting streams.

b. Prior to removing materials from a flowing stream, use a stream bypass or other equivalent means to keep the flow in the stream free of the mud or silt from the removal operations.

c. Avoid transporting materials across live streams. If not possible, the transportation operation must be designed to prevent materials from falling into the stream and cannot muddy the stream.

d. Equipment may not be operated in a live stream or channel unless the

Contractor can demonstrate to the Engineer’s satisfaction that no other practical alternatives exist. The equipment must be designed to prevent materials from falling into the stream and cannot muddy the stream.

e. Do not allow fresh portland cement or fresh portland cement concrete to enter the water flowing in streams, channels or drains.

f. Do not allow material derived from the Work to be deposited in a live stream, channel or drain.

PART 2 - PRODUCTS

2.1 MATERIALS

A. Construction activity - one acre or more of disturbed soil. In addition to the requirements of 1.1E- “Construction activity - less than one acre of disturbed soil”, file a Notice of

Intent (NOI) with the State Water Resources Control Board and apply for coverage under the State General Construction Activity Stormwater Permit (GCASP) (NPDES No.

CAS000002. Comply with all of the requirements of the GCASP, including preparing and implementing a Storm Water Pollution Prevention Plan (SWPPP).

B. The SWPPP must describe the erosion control practices to be implemented during construction and the selection and implementation of appropriate BMP to account for site-specific and seasonal conditions.

C. The Waste Discharge Identification Number (WDID) is evidence of NOI submittal.

Provide the WDID to the Engineer and other agencies that issued permits for the project

(such as the Department of Building & Safety). Guidance with the GCASP, NOI and

SWPPP is available in the "Construction Handbook" published by the California

Stormwater Quality Association and downloadable from their web site at.

D. Compliance with the GCASP requires:

1. Submitting a NOI to the SWRCB and paying fees prior to start of construction;

2. Preparing the SWPPP before start of construction;

3. Keeping the SWPPP on site, implementing it during construction, revising it as needed; and

4. Submitting a Notice of Termination with the SWRCB when construction is complete.

E. Implementing the SWPPP requires:

1. Certifying by July 1 of each year that construction activities are in compliance with the GCASP and SWPPP,

2. If there were instances of non-compliance, the Contractor shall submit notifications of non-compliance to the Los Angeles Regional Water Quality Control Board

(RWQCB) within 30 calendar days from the time the non-compliance was first identified.

3. If the Contractor, SWRCB, or RWQCB determines that stormwater discharges and/or authorized non-stormwater discharges are causing or contributing to an exceedance of an applicable water quality standard, the Contractor shall:

a. Implement corrective measures immediately and notify the RWQCB as soon as possible but no later than 48 hours after discovering the discharges. Unless otherwise directed by the RWQCB, follow up the notification with a report within 14 calendar days to the RWQCB.

b. The report must describe: (1) the nature and cause of the water quality standard exceedance; (2) the BMP currently being implemented; (3) any additional BMP which will be implemented to prevent or reduce pollutants that are causing or contributing to the exceedance of water quality standards;

(4) any maintenance or repair of BMP; (5) an implementation schedule for corrective actions; and, (6) a description of actions taken to reduce the pollutants causing or contributing to the exceedance.

c. Immediately revise the SWPPP and monitoring program to incorporate the additional BMP that have been and will be implemented, the implementation schedule, and any additional monitoring needed.

d. The Contractor is advised that none of the foregoing will prevent the RWQCB from enforcing any provisions of the GCASP while the Contractor prepares and implements the above report.

4. Amending the SWPPP as needed. Sign and date all amendments, attach them directly to the SWPPP and promptly provide copies of all amendments to the

Engineer.

5. Ensuring that persons responsible for preparing, implementing, and amending the

SWPPP and responsible for permit compliance are appropriately trained. This includes personnel responsible for installing, inspecting, maintaining, and repairing

BMP. Include documentation of their training in the SWPPP.

6. Inspect BMP before and after each storm and once each 24-hour period during extended storm events to assess BMP effectiveness. Implement BMP repairs or changes as soon as feasible. Document each inspection with a checklist kept with the SWPPP, using forms provided by the SWRCB, RWQCB or equivalent.

7. Develop and implement a sampling and analysis program for pollutants which are not visually detectable in storm water discharges, which are or should be known to occur on the construction site, and which could cause or contribute to an exceedance of water quality objectives in the receiving water.

8. In addition to plans or permits required by local, state, or federal agencies, maintain copies of the GCASP, SWPPP their amendments and their reference documents available for review at the construction site.

9. Retain records/copies of: data used to complete the NOI; the SWPPP and all attachments and amendments; compliance certifications; notifications of non-compliance; training; incidents such as spills or other releases, including photographs as available; sampling and analysis of discharges discovered through visual monitoring; all reports required by the GCASP; BMP inspections and checklists, and maintenance and repair activities; and activity-based BMP, such as good housekeeping, that have been implemented.

10. After the Work is complete and final acceptance by the Forest Service, submit to the Engineer, all records and copies of documents required by the GCASP, including, but not limited to, the records and copies of the documents noted above.

PART 3 - EXECUTION

B. The description of each BMP Title and Number is available in the California Stormwater

BMP Handbook. Contractor shall have readily accessible copies of these descriptions at the job site at all times.

C. BMP shall be continuously implemented throughout the duration of this Contract. BMP for erosion control and sedimentation shall be implemented during the period from

October 1st to April 15th and whenever the National Weather Service predicts rain within

24 hours.

D. All aspects of the Work performed pursuant to these Plans and Specifications must be conducted in accordance with all state and federal laws and regulations, including but not limited to all environmental laws and regulations, and related BMP.

E. Full payment for the implementation of BMP, including the construction, removal, and furnishing of all necessary labor, equipment, and materials, shall be considered as included in the unit prices bid for the various items of Work, and no additional payment will be made there for.

SECTION 01 60 00

USE OF GOVERNMENT FACILITIES

1.01 Scope: This work consists of the use, by the Contractor, of areas and facilities owned by the

Government during the construction of this project.

PART 2 - PRODUCTS

3.01 Security: The Contractor shall be responsible for providing for the security of his equipment and materials delivered to the jobsite.

3.02 Sanitary Facilities: The contactor may use the existing sanitary facilities prior to demolition.

Once the new facilities have been placed and accepted by the governemnt, the contractor may use those as well. However, prior to final acceptance of the contract by the government, the new facilities must be washed down, thoroughly cleaned, and in “like new” condition.

3.03 Storage: The Contractor will be provided a work and storage area within the designated project area, as arranged and approved by the Contracting Officer. The Contractor's operations and storage of materials and equipment shall be confined to this area.

3.04 Services: Water for construction is available at the project site.

3.05 Construction Trailer/Office: The Contractor will be allowed to establish a construction trailer at/on site in Self-contained units. The location is to be determined by the Contracting

Officer. Such use shall be in full accordance with all Forest Service Regulations. The

Contractor is responsible for providing all temporary utilities and for payment of utliity service costs.

3.06 Project Safety: The Contractor shall be responsible for providing a safe work place. Signs identifying the work site as a hard hat area shall be posted by the Contractor around the perimeter of the affected work areas. The Contractor shall also be responsible for a safe construction camp.

SECTION 01 74 19

CONSTRUCTION WASTE MANAGEMENT & DISPOSAL

1.1 DESCRIPTION

A. This Section includes procedures for ensuring optimal diversion of solid resources generated by the Work within the limits of the Construction Schedule, Contract Price, and available materials, equipment, and products. Construction waste management plan requirements to minimize waste disposed in landfills by maximizing reuse, salvage and recycling of waste materials.

1. Participate in promoting efforts of the Forest Service to create a resource-efficient and environmentally sensitive structure and to effect optimum control of solid waste and recoverable resources generated in the Work.

2. Pursuant to Public Resources Code, Sections 40148 - 42928 and to document efforts in meeting these goals, use products with post-consumer recycled content to the greatest extent feasible.

3. Refer to the latest issue of Forest Service’s Waste Management Plan but the percentage of the waste diversion shall comply with the minimum requirements of this Section.

B. The project requires a special solid resource management program.

1. Project goal: Divert a minimum of 75% (by weight in tons or volume in cubic yards) of total project waste from landfills.

2. Provide documentation with end-of-project recycling rates, salvage rates and landfill rates demonstrating that at least 75% by weight or volume (units must be consistent throughout) of total construction wastes were salvaged or recycled.

1.3 DEFINITIONS

A. Class III Landfill: A landfill that accepts non-hazardous resources such as household, commercial, and industrial waste, resulting from construction, remodeling, repair, and demolition operations. A Class III landfill must have a solid waste facilities permit from the California Integrated Waste Management Board (CIWMB) and is regulated by the Local Enforcement Agency (LEA).

B. Construction and Demolition Waste: All non-hazardous solid resources resulting from construction, remodeling, alterations, repair, and demolition operations.

C. Disposal: Acceptance of solid wastes at a legally operating facility for the purpose of land filling. Includes Class III landfills and inert fills.

D. Inert Backfill Site: A location, other than inert fill or other disposal facility, to which inert materials are taken for the purpose of filling an excavation, shoring, or others soils engineering operation.

E. Inert Fill: A facility that legally accept inert waste such as asphalt and concrete exclusively for the purpose of disposal.

F. Inert Solids/Inert Waste: Non-liquid solid resources including, but not limited to, soil and concrete, that does not contain hazardous waste or soluble pollutants at concentrations in excess of water-quality objectives established by a regional Water Board pursuant to Division 7 (Section 13000 et seq.) of the California Water Code that does not contain significant quantities of decomposable solid resources.

G. Mixed Debris: Loads that include commingled recyclable and non-recyclable materials generated at the construction site.

H. Mixed Debris Recycling Facility: A solid resources processing facility that accepts loads of commingled construction and demolition debris for the purpose of recovering re-usable and recyclable materials and disposing the non-recyclable residual materials.

I. Permitted Waste Hauler: A company that possesses a valid and current permit from the Los Angeles County Department of Public Health to collect and transport solid wastes from individuals or businesses for the purpose of recycling or disposal in the Los Angeles County.

J. Recycling: The process of sorting, cleansing, treating and reconstituting materials for the purpose of using the altered form in the manufacture of a new product. Recycling does not include burning, incinerating or thermally destroying solid waste.

K. On-site Recycling: Materials that are sorted and processed for use in an altered form in the Work, (e.g. concrete is crushed for use as base for a parking lot on the site).

L. Off-site Recycling: Materials hauled to a location and used in an altered form in the manufacture of a new product.

M. Recycling Facility: An operation that can legally accept materials for the purpose of processing the materials into an altered form for the manufacture of a new product.

Depending on the types of materials accepted and operating procedures, a recycling facility may or may not be required to have a Solid Waste Facilities permit from the CIWMB or be regulated by the LEA.

N. Re-use: Materials that are recovered for use in the same form. This includes materials are used on-site or off-site. Refers also to Salvage Material, which are materials recovered for re-use and sold or donated to a third party.

O. Source-Separated Materials: Materials that are sorted at the site of generation by individual material type for the purpose of recycling, i.e., loads of concrete that are source-separated for delivery to a base course recycling facility.

P. Solid Waste: Materials that have been designated as non-recyclable and are discarded for the purposes of disposal.

Q. Transfer Station: A facility that can legally accept solid wastes for the purpose of temporarily storing the materials for re-loading onto other trucks and transporting them to a landfill for disposal, or recovering some materials for re-use or recycling. Transfer stations must be permitted by the CIWMB and regulated by the LEA.

1.5 WASTE MANAGEMENT PLAN

A. General: Develop plan consisting of waste identification and waste reduction work plan. Indicate quantities by weight or volume, but use same units of measure throughout waste management plan.

B. Prior to beginning on-site work submit Waste Management Plan to Contracting Officer using a form based on the sample form shown at the end of this section.
