Little Tujunga Barracks Renovation
AG-9AB5-S-15-0036
QUESTIONS & RESPONSES (Q&R) from REQUEST FOR INFORMATION (RFIs) To Date (as of 03/27/2015)
QUESTION 1: Can we visit the project site? If so, please provide information on how to request access to the site, as well as providing information for RFIs (Request for Information questions) that may arise.
RESPONSE 1: The district staff is aware the contractors may request access to the site. In order for you to get access to the barracks building, you will need to contact the District Office. The phone number is 818-899-1900. When you call, you will speak with someone at the front desk (lobby). You simply need to tell them you are interested in bidding the Little T Barracks project and are requesting access to the site. The site is fenced and there is a locked gate.
You will need to provide them with the date and time for which you plan on visiting so that they are aware you are coming. Please refer any questions and RFIs you may have to Nancy Ruggeri.
QUESTION 2: The square skylight lens is not available in the 18” unit. Will a round lens be acceptable?
RESPONSE 2: Yes.
QUESTION 3: Contract Drawings do not show laydown Area. Please indicate location of laydown area.
RESPONSE 3: There will be allowance for use of the adjacent parking lot or the adjacent bone yard as the staging/laydown area. Once the contract is awarded, the Forest Service will provide more details to the contractor for the staging/laydown area at the pre-work meeting.
QUESTION 4: Structural Sheet S2.0 - Foundation Plan - Note # 3 makes a referenced to a soil report. Bid documents do not included a soil report. Please clarify.
RESPONSE 4: There is no geotechnical (soils) report for this project. Use the structural parameters listed in the solicitation documents for all information regarding construction of the foundation.
QUESTION 5: Architectural Sheet A310 - Exterior Details - Detail B1 instructs us to install waterproofing membrane under the new fiber cement siding. Technical specifications do not include a specification for the waterproofing membrane. Please clarify.
RESPONSE 5: At Detail B1/A310 replace “waterproof membrane with “weather-resistive barrier’. At similar additional details indicating “(N) building paper” under cementious wall panels provide a “weather-resistive barrier” as identified in Specification Section 07 46 00 Part 2, Note 2.4 F: “Weather-resistant barrier: Install HardiWrap weather barrier (or approved equal), ….”
QUESTION 6: Structural Sheet S2.0 - Foundation Plan - Note # 10 instructs us to polish the slab at the laundry room.
Architectural sheet A700- Finish Schedule calls out ceramic tile floor at this room. Please clarify.
RESPONSE 6: The Finish Schedule has been revised to indicate Polished Concrete at the floor with rubber base. See attached Exhibit A.
QUESTION 7: Door schedule calls out for solid core wood doors to be clear finish both sides. Please confirm wood doors will be provided prefinished per specification section 08 14 16.
RESPONSE 7: The wood doors are to be finished per specification 08 14 16.
QUESTION 8: Has there been a hazardous material survey conducted with a report?
RESPONSE 8: A hazmat material survey was not conducted for this project. As stated in 02 41 10, Section 1.5B, we do not anticipate any hazardous materials.
QUESTION 9: What is the deadline for RFI submissions?
RESPONSE 9: April 3, 2015.
QUESTION 10: Is the contractor required to remove of the bunks and furniture?
RESPONSE 10: The existing furnishings, including bunks and furniture will be removed by the Forest Service prior to start of interior work.
QUESTION 11: Sheet A001 states approval by LP County inspectors shall not constitute deviations from the plans and specs. Are LA County permits required? If so is there a cost allowance?
RESPONSE 11: There are no permits with LA County required. Refer to Revised General Notes Sheet A001; Exhibit B.
QUESTION 12: Sheet A120 Legend C1 calls for (N) 2X wood stud walls and sheet A700 Legend C1 calls for the exact same walls to be (N) 2X metal stud walls. Are the new framed walls to be wood or metal?
RESPONSE 12: New framed walls shall have wood studs. Refer to revised Legends on Sheets A130 and A700; Exhibit
C and D.
QUESTION 13: Has a lead paint & asbestos survey been completed?
RESPONSE 13: A hazmat survey was not conducted for this project. As stated in 02 41 10, Section 1.5B, we do not anticipate any hazardous materials.
QUESTION 14: Who will be responsible for removing the existing furnishing (beds, dressers, etc.)?
RESPONSE 14: The existing furnishings, including beds and dressers will be removed by the Forest Service prior to start of interior work.
QUESTION 15: Page A120 Note A references an existing door. No door exists at this location.
RESPONSE 15: We could not find a reference to an existing door on this plan with a Note A. Please clarify.
QUESTION 16: Page A110 Room numbering does not match existing numbering.
RESPONSE 16: The room numbers on the demolition plan (A110) should not match the room numbers on the new work plan (A120) as the function and the use is changed.
QUESTION 17: Page S4.0 Specifications Section 099300 Staining & Transparent Finishes here is no corresponding line item on the Schedule of Supplies & Services.
RESPONSE 17: All staining and transparent finishes for interior architectural woodwork and casework shall be included in the LUMP SUM pricing for Section 06 40 23 A of the Schedule of Items.
QUESTION 18: Pages A200 & A120 are in conflict regarding the required demo vs. installation. For example, in several locations, Page A201 Notes 076200.1 & 061000.2 do not match work called for on Page A200 Note 3.
RESPONSE 18: Please refer to revised elevations Sheet A200 and A201 for clarification; Exhibit E and F.
QUESTION 19: Architectural Sheet A100- Site Plans Detail # 2 instructs us to install a new ADA concrete ramp. Existing condition show an existing concrete ramp at this location not shown on the drawing to be demo. Please clarify.
RESPONSE 19: The existing ramp is to be removed. Please refer to Exhibit G – Demo Site Plan.
QUESTION 20: Architectural Sheet A200 - Demo Exterior Elevations - Detail # A 4 North Elevation, note # 3 instruct us to remove existing fascia, metal roof edge, gutter & down spout. Please confirm this note only applies to the North
Elevation.
RESPONSE 20: Yes, a new fascia, metal roof edge, gutters and downspout only occurs at the north elevation. The balance of the roof has the gutter removed (where occurs), the fascia prep’d and re-painted with the gutter then re-installed.
QUESTION 21: The building where the work is to be done is currently occupied by fire personnel and furniture. Would the building be unoccupied by personnel and furniture? Please clarify.
RESPONSE 21: The existing furniture will be removed prior to commencement of applicable interior work. There will be no personnel at the barracks building once the project begins which will be determined by the Contracting Officer once the contract is awarded.
QUESTION 22: Architectural Sheet A600 - Door Schedule calls out doors 106,107,108,116,117 & 121 for aluminum/wood clad frames. Details C1 & D1 on A601 indicates hollow metal frames. Please clarify.
RESPONSE 22: Please see revise door schedule for clarification. Only entry doors with sidelight include aluminum/wood clad frames. Exhibit H: Revised Door Schedule - A600
QUESTION 23: Architectural Sheet A140 - Roof Plan calls out for new Vents and direct us to specification section
089000.1 Specification Section 08 90 00 Louvers & Vents does not specified any vent material. Please clarify.
RESPONSE 23: The vent required for the roof areas has been added to the specifications. Refer to Exhibit I.
QUESTION 24: 1.2 Summary A 1 a & b calls for cabinetry finished with both White Birch veneer & plastic laminate, but I do not see any indication in the plan set or finish schedule as to what finish is required at each area. I would assume that the White Birch veneer finish is intended at the typical bedroom wardrobe cabinets only & all other cabinetry is to receive the plastic laminate finish, please confirm.
RESPONSE 24: The interior elevations indicate the cabinetry finish. Please refer to Exhibit J and K for additional clarifications.
QUESTION 25: 1.2 Summary A 2 a & b calls for countertops finished with both plastic laminate & solid surface, but I do not see any indication in the plan set or finish schedule as to what finish is required at each area. The solid surface finished material is far more durable & since there are so few countertops required for this project the additional cost to use the solid surface at all locations would be nominal, so I suggest doing so. However if plastic laminate countertops are preferred please indicate at what location.
RESPONSE 25: The finishes are called out on the enlarged floor plans and interior elevations. Refer to Sheet A401.
QUESTION 26: 2.2 Cabinet Hardware & Accessories B 1 b calls for door & drawer pulls to be stainless steel, but 2.2 C 1 calls for a Satin Chromium plated finish over a brass or bronze base. Please confirm if a Satin Chromium plated finish over a brass or bronze base is acceptable.
RESPONSE 26: Door and draw pulls are to be stainless steel.
QUESTION 27: 2.5 General Cabinet Fabrication B 2 a indicates that the semi exposed surfaces of the plastic laminate finished cabinets other than drawer bodies are to be high pressure decorative laminate. This would be highly unusual;
typically the semi exposed surfaces would be high pressure white cabinet liner. Please confirm if high pressure white cabinet liner is acceptable for use at the semi exposed surfaces.
RESPONSE 27: Provide per specification.
QUESTION 28: 2.6 Solid Surfacing-Material Countertops B calls for the material for countertops to be ¾” thick. This again this would be highly unusual; typically ½” thick material is used for countertops. Please confirm if ½” thick material is acceptable.
RESPONSE 28: ½” thick is acceptable.
QUESTION 29: 3.2 Installation G 2 calls for maintaining veneer sequence matching of cabinets with transparent finish, but does not indicate if grain matching within each cabinet or elevation of cabinets is required. Please confirm if grain matching is required & if so within each cabinet or elevation of cabinets.
RESPONSE 29: A grain match within each elevation of cabinets is required.
QUESTION 30: Is there a Fire flow test from the nearest fire hydrant? A fire flow test was not available.
RESPONSE 30: A fire flow test is not available. Contractor is to provide this for fire sprinkler design.
QUESTION 31: The specs are calling for this to be a NFPA 13 system and the plans are calling to bring a 2 1/2" line to building. Our experience has been that a 4" is minimum pipe diameter for NFPA 13 systems.
RESPONSE 31: A 2 ½” line is allowed if calculations prove to justify smaller.
QUESTION 32: Based on the previous question, is the only supply line known of a 2 ½”?
RESPONSE 32: No. There is an existing 3" water line and a PRV valve upstream of the 2 ½” line as shown on original
M-2 plumbing as-built drawing. Location and size also appears on P201. If a service larger than 2 ½” is required due to the fire sprinkler calculations then the larger line should tap in above the PRV indicated on the drawings and as required by the fire sprinkler engineer. This is to be included in the Contractor’s bid if required.
QUESTION 33: The specs are saying to use C900 piping for underground and the smallest C900 pipe is made is 4". Can other materials be used to accommodate the smaller sizing called for on the drawings?
RESPONSE 33: Yes. NFPA allows other piping materials.
QUESTION 34: A new Back flow assembly will be required and it’s a big difference from 2 1/2" to 4" for bidding purposes. Please clarify exactly what size the existing piping is.
RESPONSE 34: Required riser and service size has to be determined by fire protection engineer or contractor. If calcs.
are not done prior to bidding, then a 6" private service main would be required per 24.2.3.1.
QUESTION 35: Specs are calling to add a fire hydrant. If we do this the minimum size for a fire line with a hydrant is
6". Is there an existing Hydrant with a 6” or larger at the site?
RESPONSE 35: Specs call for fire hydrant to be provided as shown on drawings to meet local building department engineering standards. No fire hydrant is shown on drawings nor required.
QUESTION 36: Architectural Sheet A200 - Demo Exterior Elevations - Note # 4 instruct us to remove exterior siding and detail B1 on A310 instruct us to strip & repaint the existing joist. Please confirm there is no lead present.
RESPONSE 36: As stated in 02 41 10, Section 1.5B, we do not anticipate any hazardous materials. There is no lead paint to consider when bidding the pertinent items on this contract.
QUESTION 37: Architectural Sheet A100 - Demo Plan - Note # 1 instruct us to demolish existing drywall walls. Please confirm there is no asbestos present on the drywall.
RESPONSE 37: As stated in 02 41 10, Section 1.5B, we do not anticipate any hazardous materials. There is no asbestos to consider when bidding the pertinent items on this contract.
QUESTION 38: General Contractor noticed a conflict between Standard Form 1442 & Section C- Description
Specifications, Paragraph C.5 Price Range. Standard Form shows a price range between $500K & $1,000K. Section C, paragraph C.5 shows price range between $500K & $750K. Which is correct?
RESPONSE 38: The correct price range is $500,000 to $1,000,000.
QUESTION 39: Section I - Contract Clauses, I.9 FAR 52.236-1 - Performance of Work by the Contractor instructs us to perform at least 25% of the total amount of work to be performed. Can this requirement be lower to 10%?
RESPONSE 39: No, it will not be changed for this project.
QUESTION 40: Fire Plan for Construction and Services Contracts paragraph 5E instruct us to furnish a fire patrol with a 5
-gallon backpack pump to prevent, detect and suppress any fire in the contract area. Would this fire patrol be required for the entire project duration or only during the exterior improvements? Please clarify.
RESPONSE 40: Page 4 of the Fire Plan "D" does not require a 5-gallon backpack pump.
QUESTION 41: Fire Plan for Construction and Services Contracts paragraph 5E under the Supplement section the boxes are unchecked. Can you please check the appropriate box?
RESPONSE 41: The correct block to be checked is [ X ] May.
QUESTION 42: Fire Plan for Construction and Services Contracts - Section 2. Responsibilities paragraph A3 instructs us to complete the Contractor's Plan Regarding Personnel, Equipment and Organization and direct us to 6.B. Section 6B
Contractor's Plan Regarding Personnel, Equipment and Organization instructs us to list 1) Key Personnel, 2) Personnel and Equipment for the purpose of fighting wild fires. Are these personnel to be strictly hire by the Contractor to fight fire if need to. If so, Could you please provide a list of companies that provide this type of service?
RESPONSE 42: You are not required to hire any company or individuals to fight fire. We only ask for a list of key personnel and a list of equipment that, if needed, in the case of a fire, your personnel or equipment would be available on an immediate basis to help suppress a fire.
QUESTION 43: Schedule of Pricing do not list the following trades: Shot Crete, Building Insulation, Door hardware, Mirrors & Water Utilities. Please clarify.
RESPONSE 43: These items are incidental to other items within the Schedule of Items.
QUESTION 44: What is the deadline for RFI submissions?
RESPONSE 44: April 3, 2015
