Big Mdws Trail Bridge & Boardwalk Pre-Bid Tour Notes
A pre-bid tour for the Big Mdws Trail Bridge & Boardwalk was conducted on Tuesday May 5, 2015 between the hours of 1000 and 1200. The purpose of the pre-bid tour was to go through the site and point out the work needed for the different work items. The access road to the staging area was also identified and walked.
MEMBERS PRESENT:
Steven Ray – Forest Engineer and COR Marcos Rios – Civil Engineer and Construction Inspector Kevin Casey – KCEI Construction Inc.
Brack Welton – Ardent General Judd Buick – Judd Buick Construction Damien Stephens – Stephens Construction Oren Herson – Oregon Woods Inc.
John Gerwe – Agee Construction Corporation
MEETING POINT:
Arriving at the site, the contractors/representatives were asked to sign the attendance list and provide a business card. Shortly after, Steven Ray gave a brief description of the project and explained the general work needed. An emphasis was made on the type of bridge, location for the new bridge, and road access.
BRIDGE SITE:
Walking the site, the work needed was being pointed out and discussed with the contractors. Going through the different work items, the following items were brought to the contractor’s attention and discussed.
Existing Trail and Parking.
Alignment of the new Trail Bridge and Boardwalk.
Clearing for the Boardwalk.
Approaches for the Trail Bridge.
Elevation controls for the Trail Bridge and Boardwalk.
Abutment footings on possibly bed rock.
Temporary Access for the new Trail Bridge and Materials.
CORRECTIONS NEEDED:
Sheet #2 currently says “Pay Item 557(01) for Prefabricated Bridge”.
Correction: Change Pay Item to 571(01).
Sheet #9 shows Big Meadows Creek flowing from north to south. The correct direction of flow is from south to north.
QUESTIONS & ANSWERS
When will the 150 days for construction begin?
The period of performance for the contract is 150 days, which will begin when the Notice to Proceed is issued by the C.O. The intent is to allow approximately 90 days lead time to order the prefabricated bridge and other materials, 60 days on site for construction, and complete the project prior to the end of the calendar year.
Are there existing control points for the Trail Bridge Elevation?
Sheet #9 shows existing control points. Exact location will be identified by the Government prior to construction.
Is there an alternative drawing for anchoring footings to bed rock?
Currently there is not an alternative drawing in the footings. If bedrock is encountered during construction, the Government will provide an alternative drawing to shorten the abutment pier(s) and anchor the footing(s) to bed rock.
Are there restrictions on using equipment crossing the stream?
Sheet #2 has BMPs that will need to be followed depending on construction activities.
Water Sources to be Used?
It is the contractor’s responsibility to develop water sources, after approval. The contractor can use the creek down the road ¼ mile.
Is there access for the equipment?
Sheet #3 shows the Equipment and Materials Staging Area, and the bridge site. Temporary access for delivery of materials and equipment is through the open area between the treeline and the stream channel. Vehicle and equipment access is limited to the minimum size equipment and number of trips required to deliver required materials and equipment for the project. Vehicle access is not allowed for daily convenience. The purpose of this limitation is to minimize damage to the vegetation in the area.
Is the Trail Bridge elevation and Boardwalk elevation given?
Sheet #5 & 9 show reference elevations for the Trail Bridge and Boardwalk. The Contractor is responsible to coordinate both elevations to have a smooth transition from Bridge to Boardwalk.
The governing elevation will be the 100yr flow line.
How much clearing will be needed for the Boardwalk?
Sheet #4 shows the clearing limits for the project. Possible trees on the path will be identified by the Government for removal. The stump will need to be cut flush to ground. If the stump is near the footing, it will need to be removed.
Can the existing access road from the main road to the staging area be bladed to smooth out rough spots?
The existing road can be bladed. The blading is incidental to other pay items.
Can the existing culvert handle the concrete truck?
It is the contractor’s responsibility to protect the adjacent improvements.
Could the Contractor Camp on Site?
The contractor may be able to use a self-contained travel trailer or recreational vehicle and must be coordinated through the Contracting Officer. See section C.
