Pre Award for South Big Bear IRSC contract.

All present are signed in and copy attached.

Steve Alarid opened up by stating these topics.

A. Central Contractor Registration. If an offeror is not registered SAM by the time the award decision is made the firm will be disqualified as non-responsive.

B. Talked about the Statement of Work.

C. Passed out form breaking down the tree count by Unit. Unit 52A was left off and has

1081 trees.

D. Requiring Bond? Steve states No and talked about the stewardship credits and how it works.

E. Unit 6 has been dropped from sale.

F. Field trip to look over both the Level 1(100’), Level 2(200’) G. All WHITE Marked trees are to be left.

Questions or Changes needing done.

A. KT-GT.3.1.5# Drop: and within LOP”S, It should now read Over Spotted Owl Nest Stands and within ¼ mile of Bald Eagle Daytime Perch Sites.

B. 9.6 Is Oak considered brush or trees? - See 10.1 for brush treatment, but yes if DBH is greater than 6”(Live) leave alone. Anything smaller is considered brush and treat accordingly. All dead Oak 6-14 should be treated.

C. Acres are incorrect on 2 pages, should all be all the same, the correct amount is 1259.

*B.1 (1263 Acres) *Pg. 22 (1259 Acres) Appendix A

D. Just so everyone knows, this contract has NO “No treatment Areas” we do have Special Treatment Areas, they are not the same. Contract speaks it quite well.

E. No need to separate the Fire Plan into its own document, it is included in contract.

F. Does all bio-mass need to come to landing? Contract says chipping is required. Page 8 of appendix A.

G. Any restrictions on hauling? Both Pine and Oak, It is accountable and will need to follow all FS policies.

General Questions:

Why are the contracts so large? The little contractor can’t compete.

Is there going to be more of a Law enforcement presence? Theft and damage are very expensive for the contractor. We stated that we will chat with Patrol Captain Dan Briot.

Will formal closer for major roads be needed?

Will Temp Roads and skids need approval? Yes, see contract.
