Lake Mary Road Bike Path Completion Project CIM-05-03T Non-Motor/Non-Wilderness Trails
Thursday, July 15, 2010
Questions at meeting and Explanations given:
1. Clarification was requested at to the method of bid evaluation – Nora Gamino referenced evaluation factors in Amendment #1 and explained that the Section M listed equal rating for price and non-price evaluation factors.
2. While Amendment #1 was being reviewed Nora also highlighted that the bridge foundation drawings included with the original solicitation have been superseded by drawings in the addendum. During the job walk the 1st stop was at the bridge and once again the reinforced earth foundation design was pointed out. Also pointed out was the requirement to protect the existing rock headwall under the current bridge as it has historic significance.
3. Clarification was requested as to need for contractor supplied survey and materials testing services – the response reiterated specification requirement for contractor supplied survey and material testing services and that the Town would conduct quality assurance testing.
4. Clarification was requested as to other contractor’s working in the area and need for coordination of work – the following contracts were listed
a. Spiess Construction is currently working on a bike path contract issued by the Town of Mammoth Lakes and is scheduled to be complete by the end of this summer construction season. During the job walk the FS borrow pit at Horseshoe Lake was visited and the area being used by Spiess was pointed out. The area available to the Completion Project contractor was also viewed.
b. A contract will be awarded by the Town soon for the parking lot reconstruction adjacent to the Twin Lakes Bridge. This contract is expected to be completed during this summer construction season.
c. A contract has been awarded by the Forest Service for Wayfinding Signage along the bike paths in town.
d. It was reiterated that the water line relocation that is a part of this procurement will require coordination with the Mammoth Community Water District.
5. Clarification was requested as to how path alignment adjustments will be handled. The issue of going around large trees and boulders was discussed. Paragraph 5-1.07A in the Special Conditions includes the following sentence: “Path alignments may vary by up to 20 feet to avoid natural obstacles.” It should be reiterated that payment will be per unit costs as bid, for actual quantities installed, regardless of the exact alignment followed. During the job walk we visited the southern terminus of the path segment behind Tamarack Lodge. It was pointed out that the path alignment at this location will be adjusted to clear a camp site parking spot.
6. One bidder asked if Lake Mary Road could be closed completely in the spring to facilitate construction of the box culvert. A clarification should be issued to paragraph 5-1.05A WORK PHASING ROAD CLOSURES. Add the following sentences.
a. “The section of Lake Mary Road may be closed in the spring between May 1 and May 26th, the Thursday before the Memorial Day weekend. The roadway must be returned to service prior to noon, Friday of the Memorial Day weekend. See Section 12 of the Special Conditions for traffic control requirements.”
7. Clarification was requested concerning tree removal and who owns the trees. Section 16, Paragraph 3 TREE REMOVAL was pointed out to the contractors.
8. Clarification was requested on pipe size and material for MCWD water line that must be relocated in the vicinity of the box culvert. The plans call for 12” diameter ductile iron pipe (DIP).
9. While visiting the staging area at Horseshoe Lake we pointed out that the existing steel grate in the dirt road entrance belongs to the Town’s contractor currently using the staging area. This is a Stabilized Construction Entrance device and is part of a storm water pollution prevention plan for the Town’s bike path project. This device may or may not be there next year. The contractor on the Forest Service project will be responsible for developing and implementing their own storm water pollution prevention plan.
10. Clarification was requested on the contractor’s crew camping in the Horseshoe Lake staging area and/or having a night watchman maintaining living quarters in the staging area. Camping will not be permitted on US Forest Service land (Section C.8, pg 17).
