STATEMENT OF WORK
ARS LAN Upgrade for Hilo, HI
1. Introduction
The position of the Chief Information Officer (CIO) was established by the Clinger Cohen Act of 1996. The CIO implements the provisions of the Clinger-Cohen Act of 1996 and the Paperwork Reduction Act of 1995 regarding the acquisition, management, and use of information technology (IT) resources; manages United States Department of Agriculture (USDA), Agricultural Research Service (ARS) compliance with the Computer Security Act of 1987, the Federal Information Security Management Act of 2002 (FISMA), Homeland Security Presidential Directive 7 of December 17, 2003, and Presidential Decision Directive 63 of May 22, 1998, Critical Infrastructure Protection; and implements the Office of Management and Budget Circular A-130, Management of Federal Information Resources. The CIO serves as the principal advisor to the Agency on information resources and information systems management, and strives to improve the operations and service delivery of ARS's programs through the effective use of technology. The CIO directs ARS's Office of the CIO (OCIO), which supports these activities.
2. Scope
The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) Office of the Chief Information Officer (OCIO) requires contractor assistance in performing network infrastructure upgrades and modifications based on recommendations from the Network Assessment (conducted at the site earlier this year) that have been reviewed and approved by ARS/OCIO. All work to be conducted is being performed at the discretion of ARS/OCIO; final composition and configuration of installed components will be determined by ARS personnel to best support the mission of the location and ARS IT operations.
Site Description:
The Daniel K. Inouye U.S. Pacific Basin Agricultural Research Center was built in 2007 and is located on land owned by the University of Hawaii. The main building was scheduled to be about twice the size, but was halted due to budgetary constraints. There was a small addition added a few years later to increase the amount of office space, however they are still limited on space. There are three temporary trailers (Administration, Ecology and Insectary) located on the side of the main building that are used for additional lab and office space. In addition to the main building, there are also several greenhouses, head houses and screen houses as well as several maintenance and utility buildings.
This request for proposal is comprised of these specific areas:
· Backbone cabling
· Wall mountable enclosed cabinet
· Wireless Network cabling
· Installation/Configuration of network switch hardware
· Installation/Configuration of Wireless Network hardware
· Training on the operation/management of the installed components
· Update of existing location diagrams to reflect installed components
This work will be conducted in accordance with industry best practices and ARS standards (where available). Where possible, work will be performed using schedule and methods to minimize the impact to business/research at the location. Site personnel may be required to facilitate "after hours" access to the complete this work with minimal impact.
Upon award, the Contractor shall provide a point of contact (Project Manager) that will be the contact for all communications between the Government and the Contractor. The Contractor shall work closely with designated Government representatives. The contractor will operate per the direction given in the 3.0 Tasks section and will provide Government Representatives with plans and drawings, work schedules with milestones, host visual inspections of work as it progresses, and host regular meetings to exchange information and identify issues related to the proposed upgrades.
Site Survey: A site survey will be held at 10:00 a.m., April, 26, 2016 located at the Daniel K. Inouye U.S. Pacific Basin Agricultural Research Center, 64 Nowelo Street, Hilo HI 96720. All vendors interested in quoting on this project are encouraged to attend.
3.0 Tasks
As part of this proposal the contractor will perform the following tasks in support of the recommendations provided in the Hilo Technical Assessment.
3.1 LAN Cabling
LAN cabling consists of those cable and termination components required to provide access to the physical network at points within the Hilo facility. Cabling must be capable of providing data connectivity at the appropriate data rate to support the research activities that are ongoing in this facility.
3.11 Intra-building Cabling
Intra-building cabling consists of those cable and termination components required to provide access to the physical network at points within a single building. Cabling must be installed in a consistent and logical fashion that supports easy identification of any single, specific cable at the termination points.
A. Install Electronics Industry Association (EIA) rated Category 6 (CAT6) Unshielded Twisted Pair (UTP) network cabling for all outdoor exposed cables in accordance with industry best practice to provide physical network connectivity to each office/lab space within the Hilo complex.
1) Utilize cable management equipment to ensure orderly installation and avoidance of potential interference
2) Main Building and trailers: To implement a wireless network system, install CAT 6 network drops as necessary to support approximately 20 existing access points.
3) Trailers: new wall mountable enclosed cabinet (3) shall be installed in each trailer. These cabinets shall also provide housing for the new fiber termination points.
4) Terminate cabling (in accordance with IEEE 568 standards) to one of the following:
I. Dual port CAT 6 Wall Plate installed in existing box II. Quad port CAT 6 Wall Plate installed in existing box III. Dual port CAT 6 Wall Plate installed in single-gang surface mount box IV. Quad port CAT 6 Wall Plate installed in dual-gang surface mount box B. Install/Provide patch cables needed to connect existing equipment to the new wiring installed as part of this effort.
1) Make every effort to minimize patch cable length as well as "cable-sprawl" within wiring closets
2) Install/Utilize wire management equipment to ensure an orderly install of patch cables within wiring closets
3) Where possible, remove old wiring/network cable plant components that will not be reused with the new cabling
4) Certify newly installed cabling to support required data/signaling rates
5) Provide reorganization and cleanup of existing cabling in closets, as required.
6) Remove all unused hardware.
7) Provide certification reports to ARS
3.12 Inter-building cabling
Inter-building cabling consists of those cable and termination components needed to extend the LAN to the out-buildings within the facility, providing an interconnection between physical network switches installed in the buildings.
A. Where end-to-end cable length will not exceed 50 meters: Install CAT6 Cable and terminate to length to support the interconnection of switching equipment.
1) Cable must be installed in existing conduit to ensure that it is not exposed to the elements B. Where end-to-end cable length will exceed 50 meters: Install 6-Strand indoor/outdoor 50/125 OM3 Fiber Optic cable between buildings and terminate to length to support the interconnection of switching equipment.
1) Cable must be installed in existing conduit, to all extents possible, where it would otherwise be exposed to the elements
2) Installation of patch panels to support the termination of Fiber Optic cable
3) Installation of patch cables and interface connectors (GBICs) where applicable C. Upgrade backbone (10G backbone)
1) Install new 6 strand OM3 multi-mode fiber optic cable between the MDF and each of the trailers. The conduits that already exists will facilitate the installation of these cables.
2) Install new 6 strand OM3 multi-mode fiber between the MDF and the IDF communications closets located in the main building.
D. Upgrade backbone (1G backbone)
1) Install new 6 strand multi-mode fiber optic cable between the MDF to the Insectary. The conduits that already exists will facilitate the installation of these cables.
E. Installation of appropriate wire management equipment to ensure orderly cable routing and to prevent interruption of service sue to inadvertent cable breakage F. Removal of old wiring/network cable plant where physically assessable during the course of the new wire/cable install G. Certify newly installed cabling to support required data/signaling rates H. Provide certification reports to ARS
3.2 Install and Configure Wired Network Components
As identified in the network assessment, switch components at various locations within the Hilo Facility will be replaced with new components that will support connectivity throughout the Hilo facility.
A. Switch hardware must be installed in appropriate telecommunication racks with associated cable management.
B. Configure network switch in accordance with the "to-be" network design, industry best practice, associated ARS, USDA and US Federal policies

3.3 Install and Configure Wireless Network Components
At this time, there is no wireless network in place at the Hilo facility. In order to provide more flexibility to the research staff, the wireless network will be installed to provide connectivity throughout offices, labs, and conference room space as well as in key outdoor locations.
Description
A. Wireless network components will be installed to provide wireless data connectivity between appropriately equipped endpoints and the network infrastructure installed at the site B. The proposed wireless design consists of a centralized wireless local area network (WLAN) controller and a distributed system of wireless access points (WAPs) to provide coverage at projected utilization points at the facility.
C. Centralized WLAN controller
1) Install the WLAN controller in accordance with industry best practice, manufacturer's recommendations, ARS, USDA and US Federal standards and guidelines.
2) Configure the WLAN controller to support both guest and authorized user access D. Install and configure WAPs
1) Install WAPs with the associated backhaul cabling and antenna in the locations determined during the assessment
2) Configure WAPs in accordance with industry best practice, manufacturers recommendations, ARS, USDA and US Federal standards and guidelines
3) Test the operation of the WLAN
3.5 Training
With the addition of new capabilities at the location included within this SOW, it is essential to equip location personnel with the knowledge needed to be successful and maximize the value of ARS' IT investment.
Training should be provided in the following areas:
A. Basic Network Operation
3.6 Update of existing location diagrams to reflect installed components
A. Update location network diagram (Visio) B. Update/provide location network wiring diagram (Visio) C. Site level diagrams to show place of WAPs and signal strength
4.0 Expected Outcomes
Upon completion off all work activities, the contractor will compile required diagrams, documents, etc. and deliver to ARS/OCIO
5.0 Period of Performance
The period of performance is 05/16/16 to 08/15/2016.
6.0 Method of Performance
This task is a fixed firm price action.
7.0 Data Ownership
All configurations, diagrams, conclusions, data, reports, and briefings developed and/or obtained by the Contractor or his subcontractors, in fulfilling the requirements of this Task Order, shall be owned by the Government.
8.0 Physical Security of the Contractor's Facilities
The Contractor's facilities or offices shall have sufficient physical security system to protect sensitive information that may be kept or located there during performance of assigned tasks. Such sensitive information may include retained electronic media as well as in print format.
9.0 Contractor's Organizational Requirements
In fulfilling the requirements of this Task, it is of paramount importance that the Contractor operates in the public interest. For purposes of definition, public interest includes complete objectivity and independence, free from any organizational, profit related, or market-related conflicts of interest. Therefore, the Contractor, and employees and agents of the Contractor shall be, and shall remain, with respect to operations under this Task, free from organizational conflicts of interest, whether real or apparent, and whether financial or not financial.
10.0 Access to Government Property, Personnel and Facilities
The Contractor shall have access to Government property, personnel facilities, and data as may be required to discharge its responsibilities in effective and efficient manner.
Any activity under this Task, which is performed by the Contractor or any if its subcontractors, on premises under government control, is subject to the provisions of any resultant contract.
11.0 References
A partial set of tenant blueprints that include sections for the electrical plans, furniture layout, and systems diagrams. The electrical plan identifies the locations of data outlets on fixed walls. The furniture layout places modular furniture and should be utilized to identify corresponding cabling requirements. The systems diagrams locate the cable tray system, if existing.
12.0 Information Sensitivity
The contractor shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. The Contractor Program Manager shall ensure that all contract personnel take the required USDA Privacy training.
13.0 Protection of Information
Information about USDA networks and/or the security posture of any USDA information assets gathered or created under this SOW is sensitive but unclassified information. It is anticipated that this information will be gathered, created, stored within the primary Government work location. If contractor personnel must remove any information from the primary work area for any reason, the information must remain in the possession of the contractor at all times or locked in a secure location. If contractor personnel are away from primary work area for any reason, they must secure any hardcopy information by storing the information in a locked shelf or drawer and or use a password protected screen saver if the information is on a computer.
Prior approval must be obtained if the contractor must remove any materials from work area.
