QUESTIONS FOR AG-91S8-S-16-0001
1. Does the course need to be edited and saved out as a Flash 5 FLA source file or can it be updated to more current version of Flash authoring software?
2. In the Solicitation PDF, Scope of Work (page 3), 3rd paragraph it states “…playable with the latest version of Flash Player (version 8.5),” does it need to specifically be playable on Flash Player 8.5 or the latest version which is 19.0.0.245?
a. If 8.5 is the required player version could the presentation be edited in Flash 8 Professional which was released with Flash Player 8?
FS Response to question 1 and 2: The FS System currently has version 19.0.0.245. The AOP training DVD utilizes version 8.5. It can be updated to the latest version provided that it is compatible with the FS Computer system. Since the FS System utilizes version 19.0.0.245 it would seem reasonable to upgrade to a more current version. It is the contractor responsibility to ensure that any upgrades would be consistent and functional with the current FS system.
3. Is it just a DVD deliverable? Or does it need to also be deliverable over the internet?
FS Response: The deliverable to the Forest Service would be a minimum of 15 DVD’s. Since the end user would be within limited to agency personnel it would be available only FS users and employees.
4. What operating system(s) does the deliverable need to run on?
FS Response: Windows Version 7.0
5. In the change request spreadsheets there are multiple requests to replace static maps with a “interactive long pro geomorphic map”:
a. Is there an example that can be provided of this type of interactive map?
b. Is there just one main “long pro geomorphic map” or are there multiple different maps?
c. Do the interactive maps already exist or would the functionality for each one need to be created as part of the project?
FS Response: The interactive maps exist and imbedded in the source program. There are approximately three to four base maps imbedded in the program where different versions of the map would be created by modifications to the programming.
6. To provide a more accurate estimation for the project would it be possible to get a copy of either the DVD or the FLA file?
FS Response: Source coding and the original programming files along with a current version of the DVD would be provided to contractor once the contract has been awarded.
7. In the response, should the time estimates need to be broken down by the Phases defined in the change request spreadsheets?
FS Response: Time estimates and cost estimate should be cumulative and broken down to be consistent with Comprehensive AOP SOW_final. Approximately 90% of the corrections are tied to RWE Hogback Creek and North Thompson Creek.
8. Do reviews need to be conducted in-person or can they be conducted remotely? If in person, should the travel costs be included in the cost estimate? What location should be used and how many trips should be considered for estimating purposes?
FS Response: Reviews can be conducted remotely as feasible for the majority of the corrections that need to be completed. There are approximately 90 corrections that will need the FS Rep and the IT Programmer to sit down at the same computer to complete the changes and verify that the changes being made are meeting the FS expectations.
The FS Rep will travel to the contractor location as necessary to coordinate and complete the more complex changes to the program (90 corrections). The remainder of the corrections can be completed remotely and any corrections that need to be made.
Therefore it is not necessary to estimate the cost of the travel to the FS location.
9. How should the solicitation response be delivered? Electronically via email, hard copy, or both? Is there a page limit for the solicitation response?
FS Response: The solicitation response should be delivered electronically to the Contracting Officer via email.
