History and Background of NAIP
Primary Goal of NAIP:
Provide current 1-meter, 4-band orthoimagery, acquired during the agricultural growing seasons, to the Farm Service Agency (FSA), other government agencies, and the public within weeks of acquisition.
FSA has completed a successful 5-year indefinite-delivery, indefinite-quantity (IDIQ) NAIP contract and is anticipating awarding a new IDIQ contract to multiple contractors in April of 2012.
Purpose of the NAIP Industry Day:
1. To familiarize participants with the NAIP and promote understanding of the anticipated RFP requirements; and
2. To identify potential sources; and
3. To promote discussion and comments on the draft RFP document.
History and Background of NAIP
IN THE BEGINNING …
In 2002 NAIP started as a test project in 6 states. One state was 1m resolution and the others 2m.
It was designed to utilize 1m imagery for CLU updates and 2m for compliance programs.
The test project was successful!
NAIP 2002-2011
Accomplishments:
• Largest single civilian mapping program in U.S.
history
• Complete 1 meter CONUS coverage with state imagery being no older than 2 years
• Natural color and color infrared coverage of all CONUS states
• Effective cost-share partnerships accounting for 26% of total costs
(74% FSA, 20% Federal partners, 6% State/others)
Accomplishments:
• Productive and innovative interaction between Gov’t and Contractors
• Effective use of digital sensor technology
• $183 Million invested
• $135M FSA (74%)
• $48M Partners (26%)
Challenges:
• Providing consistent and predictable funding
• Staying current with user requirements and evolving industry technology
• Restricted airspace and military installations
NAIP Contract Requirements
► One Meter Resolution Imagery ► Digital Orthophotography
► Accurate within 6 meters at 95% confidence level to photo identifiable ground control
► Imagery acquired in narrow flying window ► June thru August agricultural growing season
► Delivery schedule 30-45 days after season ends ► Products required:
► Compressed County Mosaics (CCM) ► Digital Orthophoto Quarter Quads (DOQQ) ► Seamline Shapefiles with Attributes

Intended Use of NAIP
Provides current information of agricultural conditions in support of USDA programs. In support of FSA farm programs, the imagery provides an ortho image base for maintaining agricultural boundaries, land use planning and natural resource assessment. NAIP imagery is also used for disaster response, often providing the most current pre-event imagery.

IDIQ Contract
