Non-price factors requiring a response from prospective contractors are listed in the evaluation criteria in Section M. Price factors shall be submitted by prospective contractors and listed in Section B – Schedule of Items.

Jemez River Fish Structure Restoration
SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C. 1. INTRODUCTION
C.1.1. Background
Nine (9) instream v-notch log structures designed to enhance fish habitat in the lower Jemez River were installed ca. 1989 as part of the larger Lower Jemez River Corridor Project. Seven (7) of these structures remain and are now in various states of failure, resulting in severe riverbed and bank erosion (see photos below). The Forest Service intends to have the failing v-notch log structure removed from the lower Jemez River, and restore the riverbed and banks to stable condition.
C.2. Scope of Contract
This solicitation is for the river restoration construction of four (4) sections within an approximately 3-mile reach of the Jemez River on the Jemez Ranger District, Santa Fe National Forest. This project includes the one section located at The Bluffs and three sections at the Spanish Queen public use sites, with a bid option that includes San Diego and Las Casitas public use sites separately. The Vista Linda site will not be a part of this contract. The goal of the project is river restoration, focused on reducing erosion and sedimentation associated with the failing structures, including removal of the existing structures and stabilization of the riverbed and banks. A secondary goal is to improve instream habitat within these river sections by reducing the overall bankfull width/depth ratio, which will help reduce water temperatures and increase the quantity of pool habitat. The restoration construction incorporates natural channel design techniques for this Rosgen
C3 reach, including the use of large woody debris (LWD) and boulders in the channel and floodplain.
Increasing LWD and boulder placement will also increase pool habitat over time as well as promote bar formation and woody riparian vegetation establishment.
The Contractor shall be responsible for the following:
Removal existing v-notch log structures and disposal of removed material, Procurement of all needed material as specified by the design (design provided by the Forest
Service), Construction of structures as designed.
The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government furnished), and incidentals to perform all work necessary perform the work specified in the contract.
C2.1. The performance period will be starting approximately early to mid March, 2016. Contract time will be 120 calendar days.
C.3. Location and Description
The existing v-notch log structures are located in the Jemez River in T.17N, R.2E, Sections 15,16, and 21.
Only the structures associated with The Bluffs and Spanish Queen (Section 3) and San Diego and Las
Casitas (bid option, Section 16 and 21) locations would be constructed under this contract. Access to the site is via State Highway 4. All of the existing structures are located on U.S. Forest Service land at U.S.
Forest Service designated and developed fishing access sites along Highway 4.
C.4 REPORTING REQUIREMENTS
The contractor will notify the Contracting Officer’s Representative as to the date they intend to proceed with removal and construction activities and any delays.
C.5 GOVERNMENT-FURNISHED PROPERTY
The government-furnished property listed below will be available for contractor use. Some of the material will be available after the contractor has been selected:
1. Design plans and specifications (included).
C.6 REPORT REVIEW/MEASUREMENT/PAYMENT
Upon removal of the log structures and completion of the new structures as designed, the work will be reviewed by the Forest Engineer and the COR to ensure the work was done according to the design and any adjustment to the design deemed necessary between the Forest Engineer, COR, and contractor. The contractor shall provide a list of materials to the Forest Engineer and COR and obtain approval of all materials and plantings the contractor intends to use to achieve compliance with the design. After submission of list of materials, the COR shall have 15 working days to review the material with the Forest
Engineer to determine acceptability. If the materials are accepted within the review period, the contracting officer and contractor will be notified immediately.
Forest Service reserves the right to reject items not meeting the minimum requirements as listed in the specifications. If the materials are not accepted with the 15-day review period, the Contracting Officer and the contractor will be notified immediately.
Rejected items shall then be upgraded to the standards in these specifications, as noted by the COR, within
15 working days of notice and resubmitted for acceptance by the COR.
Payment shall be upon completion and acceptance of the work stated above. Such payment shall constitute full compensation for the construction of the fish structures as awarded on this contract.
C.8 CONTRACTOR QUALIFICATIONS
All quotes to be considered are required to meet the qualifications listed below:
Demonstrate prior or similar business experience in the same or similar work.
Contractor shall demonstrate they have or will obtain all necessary equipment, as well as the personnel to successfully perform the work.
Contractor will demonstrate all applicable licenses and bonding.
C.10 PERSONNEL QUALIFICATIONS/EXPERIENCE SUBMITTAL
With price quotation, include information regarding related experience of key personnel that will be responsible for seeing the work is done safely and according to design specifications.
BLAZE ORANGE CONSTRUCTION FENCE
1. DESCRIPTION
This work shall consist of the installation of blaze orange fence in areas specified in the Contract, or as directed by the Contracting Officer.
2. MATERIALS
A. Blaze orange fence
Fence shall be international orange, high-density polyethylene diamond mesh with a mesh opening of 1.5 inch. The fence shall be 4 feet in height with a roll weight of 20 pounds per roll and roll size of 4 feet by 50 feet.
B. Posts
Posts shall be conventional metal "T" or "U" posts minimum 6’ lenght.
C. Ties
Ties shall be nylon zip ties or 12 gage steel wire.
3. CONSTRUCTION
A. Installation
1. Posts shall be spaced every 6 feet and installed to a minimum of 18 inches into the ground.
2. Ties shall be wrapped around a horizontal fence strand and post and are for securing the fence to the post.
3. Tension wire or rope may be used as a top stringer woven through the top row of strands to prevent potential sagging.
4. The blaze orange fence and posts shall be removed at the end of the contract and with the approval of the Contracting Officer. The fence and posts shall become the property of the contractor at the completion of the project.
B. Clean-up
1. During installation of blaze orange fence, all areas shall be kept neat, clean and free of all trash and debris, and all reasonable precautions shall be taken to avoid damage to existing plants, turf, structures, and private property.
2. The Contractor shall be responsible for off-site removal and disposal of all trash, excess backfill and any materials incidental to the project and disposing of them off-site.
4. MEASUREMENT AND PAYMENT
Blaze orange fence shall be measured and paid for at the contract unit price per linear foot (LF) of blaze orange fence installed. The payment will be full compensation for the installation, maintenance, and removal of the fence as shown on the plans, including all materials, labor, equipment, tools, and incidentals necessary to complete the work as specified in the Contract, or as directed by the Contracting Officer.
END OF SECTION
BOULDER CLUSTER
This work shall consist of furnishing, installing and maintaining BOULDER CLUSTERS within the stream channel, as specified in the Contract or as directed by the Contracting Officer.
A. BOULDERS
Rock shall meet the Specifications for BOULDERS contained in the Contract.
1. The rocks shall be placed by excavating a pit a minimum of 18 inches below the channel bed material, or until bedrock is encountered, in the stream bed and installing the rock so that it is partially buried.
2. The rocks shall be installed with 1/3 of the height of the rock embedded into the stream bed with the remaining 2/3 rising above the stream bed. The top of each rock shall be to the elevation as shown on the construction drawings.
3. Rocks within rock clusters shall be located as shown on the construction drawings. The location and alignment of each rock shall be approved by the Contracting Officer such that the Contractor may need to move rocks to achieve proper location/alignment without additional cost to the contract.
B. Clean-Up
1. Upon completion of work, reshape slopes and stream bottom to specified elevations.
2. Remove unsuitable and surplus rocks and excavated materials to fill areas or approved off-site locations.
Rock clusters shall be incidental to installation of BOULDERS. Payment shall be full compensation for furnishing, installing and maintaining rock clusters and for all material, labor, equipment, tools, and incidentals necessary to complete the work as specified in the Contract, or as directed by the Contracting Officer.
BOULDER J-VANE
This work shall consist of furnishing, transporting, installing and maintaining boulder J-vane structures within the stream channel, as specified in the Contract, or as directed by the Contracting Officer.
A. Footer Rock
Footer rock shall meet the specifications for BOULDERS contained in the Contract. Footer rock consists of rock placed below the invert of the proposed channel to provide support for the Vane rock and J-hook rock and prevent downstream scour.
B. Vane Rock
Vane rock shall meet the specifications for BOULDERS contained in the Contract. Vane rock consists of rock placed upon the footer rock to form a flow directing vane along the channel bank.
C. J-hook Rock
J-hook rock shall meet the specifications for BOULDERS contained in the Contract. J-hook rock consists of rock placed upon the footer rock to form a flow concentrating arc in the channel.
D. Substrate material
Substrate material shall meet the specifications for SUBSTRATE MATERIAL contained in the Contract.
Substrate material is used to chink behind the boulders of the structure and transition into the existing channel substrate material.
1. The J-vane shall be constructed in a ‘J’ formation so that adjoining rocks taper up in elevation towards the stream bank in a downstream direction. The vane side is to be angled 15-30 degrees from the stream bank towards mid-channel, while the J-hook side is to be angled 25-30 degrees from mid-channel to the end of the J-hook. Each portion of the rock J-vane (the center, vane and J-hook) shall comprise 1/3 of the channel width.
2. The footer rocks shall be installed by excavating a trench to accommodate both the footer rocks and a 2 foot area upstream. In the event that bedrock is present in the area of installation, footer rock shall still be required unless approval for elimination of footer rock is obtained from the Contracting Officer. For example, where bedrock is friable and weathered and can be trenched, footer rock will be required. In areas where bedrock is resistant and blasting would be required, the Contracting Officer shall determine whether or not to eliminate footer rock. In the event boulders are large enough to preclude the use of footer rock (bottom of boulder is a minimum of two feet below channel invert and top of boulder is at specified elevation) the Contracting Officer shall determine whether or not to eliminate footer rocks.
3. Footer rocks shall be placed at the bottom and downstream side of the trench and shall abut one another. Footer rocks shall be firmly embedded into the stream bottom substrate. Footer rocks shall be placed so that the tops of the rocks are even with the proposed final grade. The trench behind the footer rocks shall be backfilled with substrate material before the vane and J-hook rocks are set, taking care to fill all voids between the footer rocks.
4. In the event where installation of the rock J-vane may damage tree roots, excavation shall be minimized. This may include reducing the length of the rock J-vane structure or eliminating trenching for footer rocks and substrate material. This decision shall be field determined and authorized by the
Contracting Officer.
5. Vane rocks shall be placed so that they lean on the footer rocks and fit snugly against each other. Care should be taken when placing vane rocks that the seams between vane rocks do not line up with the seams between the footer rocks. The top elevation of the rocks placed at the thalweg shall be placed so that the top of the rock is 20 percent of the bankfull depth from the thalweg elevation. Starting at the thalweg, adjacent rocks shall taper up at a slope of approximately 3 -6 percent to the end vane rock, which shall extend ½ the diameter of the rock above the bankfull elevation.
6. Once the downstream end of the vane is at the bankfull line, the vane rock before bankfull shall be installed with ½ the diameter of the end vane rock buried into the stream bank. The vane past the bankfull line is constructed only of vane rocks. The top of the vane rocks shall be flush with the proposed grade and constructed as indicated in the Contract. The trench behind the vane rocks shall be backfilled with substrate material, taking care to fill all voids underneath and between the vane rocks.
7. J-hook rocks shall be placed so that they lean on the footer rocks and are spaced ½ to 1 foot apart. Care should be taken when placing J-hook rocks so that the seams between hook rocks do not line up with seams between the footer rocks. The top elevation of the rocks placed at the thalweg shall be placed so that the top of the rock is 20% of the bankfull depth from the thalweg elevation. Starting at the thalweg, adjacent j-hook rocks shall taper up at a slope of approximately 2-7 percent to the end hook rock which shall be placed so the top of the end hook rock is 50% of the bankfull depth from the thalweg elevation.
8. Substrate material shall be placed a minimum of 5 feet upstream of the rock J-hook to a minimum of 1 foot depth. The substrate material shall be placed to the proposed invert elevation shown in the
Contract.
B. Clean up
Rock J-vane structures shall be incidental to Boulder installation. Payment shall be full compensation for the transport of all materials, excavation, installation and maintenance of rock J-vanes, and for all material, labor, equipment, tools, and incidentals necessary to complete the work as specified in the Contract, or as directed by the Contracting Officer.
BOULDER STEP
This work shall consist of furnishing, transporting, installing and maintaining BOULDER STEP structures within the stream channel, as specified in the Contract, or as directed by the Contracting Officer.
A. Footer Rock
Footer rock shall meet the specifications for BOULDERS contained in the Contract. Footer rock consists of rock placed below the invert of the proposed channel to provide support for the step rock and prevent downstream scour.
B. Step Rock
Step rock shall meet the specifications for BOULDERS contained in the Contract. Step rock consists of rock placed above the footer rock to form the step or vertical drop.
C. Substrate Material
Substrate material shall meet the specifications for SUBSTRATE MATERIAL contained in the Contract.
1. The step shall be constructed so that rocks perpendicular to the channel taper downstream in an arc formation with the center of the arc set in the thalweg of the stream channel furthest upstream.
2. The footer rocks shall be installed by excavating a trench to accommodate both the footer rocks and a two foot area upstream.
3. If bedrock is present at the channel invert, and if the bedrock is resistant, it can be substituted for footer rock. However, where bedrock is friable and weathered and can be trenched, footer rock will be required.
In the event boulders are large enough to preclude the use of footer rock (bottom of boulder is a minimum of two feet below channel invert and top of boulder is at specified elevation). In all cases the
Contracting Officer shall determine whether or not to eliminate footer rocks
4. Footer rocks shall be placed at the bottom and downstream side of the trench and shall abut one another.
The top elevation of the footer rock placed at the centerline of the stream shall be flush with the proposed stream grade immediately below the step structure. Footer rocks shall be firmly embedded into the stream bottom substrate. The trench behind the footer rocks shall be backfilled with substrate material to the height of the footer rock, before the step rocks are set, taking care to fill all voids between the footer rocks.
5. In the event where installation of the boulder step may damage tree roots, excavation shall be minimized.
This may include reducing the length of the step or eliminating trenching for footer rocks and substrate material. This decision shall be field determined and authorized by the Contracting Officer.
6. Step rocks shall be placed above and behind the footer rocks and fit snugly against the footer rocks and each other. Care should be taken when placing step rocks that the seams between step rocks do not line up with the seams between the footer rocks. The top elevation of the step rock placed at the centerline of the stream shall be flush with the proposed stream grade immediately above the step structure. Starting at the thalweg, adjacent rocks shall taper up to the specified elevation.
7. The outermost step rocks shall be installed with the rock keyed into the bank and oriented so that the rock face follows the proposed grade. The trench behind the step rocks shall be back-filled with substrate material, taking care to fill all voids underneath and between the step rocks.
8. Substrate material shall be placed a minimum of five feet upstream of the step rock structure and to the top of the step rock structure. The substrate material shall be placed to the proposed invert elevation shown in the Contract and gradated from largest to smallest stone as the distance upstream from the structure increases.
B. Clean-up:
Boulder Steps will be incidental to BOULDER installation. Payment will be full compensation for the transport of all materials, excavation, installation, and maintenance of boulder steps, and for all material, labor, equipment, tools, and incidentals necessary to complete the work as specified in the Contract, or as directed by the Contracting Officer.
BOULDER TOE PROTECTION
This work shall consist of furnishing, transporting, installing and maintaining BOULDER TOE PROTECTION within the stream channel, as specified on the Contract, or as directed by the Contracting Officer.
A. Toe Rock
Toe rock shall meet the specifications for BOULDERS contained in the Contract. Toe rock consists of rocks installed along the toe of the channel bank to protect the toe from erosion.
1. In cases where footer rock is necessary, rock toe protection shall be installed by excavating a trench to accommodate the footer rocks. In the event that resistant bedrock is present in the area of installation, the bedrock shall be used as a footer. If friable and weathered bedrock is present and can be trenched, footer rock will still be required.
2. In cases where footer rock is necessary, the footer rocks shall be placed at the bottom of the trench and shall abut one another. Footer rocks shall be firmly embedded into the stream bottom substrate.
Footer rocks shall be placed so that the tops of the rocks are even with the proposed channel thalweg.
3. In the event where installation of the rock toe protection may damage tree roots, excavation shall be minimized. This may include reducing the length of the rock toe protection structure or eliminating trenching for footer rocks. This decision shall be field determined and authorized by the Contracting
Officer.
4. Toe rocks shall be placed directly on top of resistant bedrock or footer rocks and fit snugly against each other. Care should be taken when placing toe rocks that the seams between toe rocks do not line up with the seams between the footer rocks, if used.
5. BOULDER TOE PROTECTION shall be constructed so that the exposed face of the rocks is flush with the proposed grade.
B. Clean-up
Rock toe protection shall be incidental to BOULDER installation. Payment shall be full compensation for all materials, excavation, installation and resetting of rocks, and for all material, labor, equipment, tools, and incidentals necessary to complete the work as specified in the Contract, or as directed by the Contracting
BOULDERS
GENERAL
A. Description
The contractor shall install Boulders as described in these Special Provisions and shown on the Construction
Drawings. This work shall consist of furnishing, transporting, installing and maintaining Boulders, as specified on the plans or as directed by The Engineer.
B. Related Work Included Elsewhere
1. Boulder Cluster.
2. Boulder Step.
3. Boulder J-vane.
4. Boulder Toe Protection.
C. Quality Assurance
The Contractor will locate potential sources for the Boulder. The Contractor will supply samples of the rock to the Contracting Officer to determine whether the Boulders meet the Specifications. The Contractor will not be granted an extension of time or extra compensation due to delay caused by sampling, testing, approval or disapproval of material under the requirements of the Specification. All Boulder deliveries will be visually inspected by the Contracting Officer to determine compliance with these Specifications.
D. Submittals
The Contractor shall obtain from the quarry and submit to the Contracting Officer a certificate stating that the provided materials conform to the contract requirements and verify the following:
1. Rock Classification.
2. Unit Weight (lbs. per cubic foot).
3. Source.
Samples shall be submitted to the Contracting Officer for approval, prior to its use in the project. Any unsuitable material shall be removed at the Contractor’s expense.
MATERIALS
1. In general, Boulders shall consist of large rounded rock that resembles existing boulders in the river.
Concrete or limestone shall not be considered as an alternative.
2. Boulders shall have a minimum unit weight of 160 lbs per cubic foot.
3. Boulders shall have a median diameter of two to five feet. In general, the largest rocks should be used for instream structures such as Boulder Steps, Boulder Clusters, Boulder Cascades, and Boulder J-vane.
4. Due to the anticipated quarry preparatory time, and/or demand for the rock as specified in the Contract, it shall be the contractor’s responsibility to make all necessary arrangements with the source of supply in a timely fashion, so that the contractor shall maintain an adequate supply of rock material and that work shall not be unnecessarily delayed due to insufficient supply.
EXECUTION
The Contractor shall install the Boulders in accordance with Construction Drawings and Specifications for the various practices that call for Boulders.
METHOD OF MEASUREMENT
Measurement for Boulder will be made by weight in tons.
BASIS OF PAYMENT
Payment for Boulder shall be made at the price bid per ton of Boulder installed. The price bid shall include excavation; backfill; disposal of surplus materials; furnishing and installing all materials, labor, tools, equipment, and incidentals necessary to complete the work.
LIVE STAKES
This work shall consist of harvesting, transporting, installing, and maintaining live stake materials as specified in the contract documents. Live stakes may also be purchased commercially at the discretion of the contractor in lieu of harvesting.
Prior to the start of work on this item, the Contractor shall submit a proposed harvesting and construction schedule, including source of supply of live cuttings, to the Contracting Officer for review and approval. No work shall be performed until this schedule is approved by the Contracting Officer. Harvesting, transporting, and installation shall take place when plants are dormant (December 1 through April 1).
A. Live Stakes
1. Live cuttings for live stakes shall be one-half to one and a half inches (0.5" to 1.5") in diameter and three feet (3') in length. Side branches shall be removed and the bark left intact prior to installation.
2. Buds on the stakes shall be oriented in an upward position. The basal ends shall be tapered to a point for easy insertion into the soil. The top shall be cut smooth and square.
3. Live stake cuttings may consist of a mix of the following species depending on species available at or near the project sites. If a mix of species is used, willow species shall comprise no less than 75% of the total cuttings installed.

Salix monticola Yellow Willow
Salix amygdaloides Peachleaf Willow
A. Harvesting
The source of all harvested live cuttings shall be from on-site or within twenty-five (25) miles of the project site. The Contractor shall locate, flag, and code the live cutting sites. The Contractor shall notify the
Contracting Officer seventy-two (72) hours prior to harvesting to review and approve all harvesting sites.
Upon approval by the Contracting Officer, the Contractor shall be responsible for harvesting and transporting the cuttings to the job site.
B. Purchasing
If the Contractor is unable to locate sufficient harvesting sites for the live stakes, upon approval from the
Contracting Officer the Contractor may purchase live stake material from a State certified nursery. The material shall meet all of the specifications found in this section.
C. Live Material Preparation
1. Shrubs and young trees used in preparation of live stakes shall be cut directly above the ground. The faces of all cuts shall be clean and smooth, and the cut surface shall be of minimum surface area (cut shall be perpendicular to stake rather than oblique). The use of large pruning shears or power saws may be required. Trees that are more than three inches (3") in diameter shall be topped.
2. The live materials shall be transported to the construction site within eight (8) hours of harvesting and then cut to size, as specified above and on the details.
3. Live materials must be protected against drying out and overheating before/during transport (e.g., they shall be covered, transported in unheated vehicles, moistened, kept in soak pits) and on-site prior to installation (e.g., by storing in controlled conditions, storing in shade, covering with evergreen branches or plastic, placing in moist soil, or spraying with anti-transpirant chemicals). Live materials shall receive continuous shade, shall be sheltered from the wind, and shall be continuously protected from drying by being heeled into moist soils. Where water is available, live branch cuttings shall be sprayed or immersed. Warm water (over 15 C) stimulates growth and should be used only upon the approval of the
Contracting Officer. Any costs associated with such storage are incidental to the overall unit costs.
4. Live materials shall be installed the same day that the cuttings are harvested. If installation of live materials cannot be accomplished on the same day and storage is required, live materials shall be stored for a period no longer than two (2) days. Any storage of live materials must be approved by the
Contracting Officer prior to storing.
D. Live Stake Installation
1. Drive live stakes through the erosion control fabric (if applicable) and into the ground so that sixty percent (60%) of the stake is below the ground surface. The contractor shall use a dead-pan hammer for driving the stake directly into the ground or drive a pilot hole, smaller in diameter than the live stake, and then driving the live stake into the pilot hole. Stagger the live stakes eighteen inches (18”) on center throughout all live stake areas indicated in the Contract.
2. Live stake buds shall be facing upward.
3. All live stakes split during installation may be left in place but must be supplemented with a new live stake that remains un-split after installation.
E. Clean-up
1. During installation of live stakes, all areas shall be kept neat, clean and free of all trash and debris, and all reasonable precautions shall be taken to avoid damage to existing plants, turf, structures, and private property.
2. Final cleanup shall be the responsibility of the Contractor and consist of removing all trash and materials incidental to the project and disposing of them off-site.
F. Site Inspection
1. The Contracting Officer shall make a final inspection with the Contractor to ensure all live stakes have been installed according to the specifications, plans, and details.
2. The Contractor shall be responsible for correcting all deficiencies within ten (10) calendar days of the inspection.
3. A final inspection of the corrected actions shall be performed by the Contracting Officer and the
Contractor prior to final completion.
G. Maintenance
1. Live stakes shall be maintained and monitored for one year after the completion, final inspection, and approval of the installation.
2. The Contractor shall perform the following maintenance activities:
Replace all diseased and dead vegetation caused by factors other than stream erosion.
Keep vegetation cleared of debris after all storm events.
Prune all dead wood and vegetation as needed.
3. It will be the Contractor's responsibility to supply water if there is none available on the site. Any costs associated with supplying water shall be the responsibility of the Contractor and shall be included in the unit cost of the live branch layering installation.
H. Warranty
1. The Contractor shall maintain a one (1) year, 85% care and replacement warranty for live stakes.
2. The period of care and replacement shall begin after inspection and approval of the initial installation of all live stakes and continue for one year, with one potential replacement period.
3. The Contractor will not be responsible for live stakes that have been damaged by vandalism, fire, flooding or other activities beyond the Contractor's control.
Payment for live stakes shall be measured and paid for at the Contract unit price per each (EA) live stake installed.
Live stake installation will include harvesting, installing, maintenance and warranty, including all materials, labor, equipment, tools, and incidentals necessary to complete the work as specified in this Contract.
PLANTING TREES AND SHRUBS
A. This work shall consist of furnishing and installing trees and shrubs to complete the work for the planting plan as specified in the Contract, or as directed by the Contracting Officer.
B. Prior to start of work, the Contractor shall submit a proposed planting schedule, including source of plant material, to the Contracting Officer for review. No work shall be performed until this schedule is approved by the Contracting Officer.
C. The Contracting Officer may request the Contractor to stake the location of individual plants within the approved Planting Zones.
A. Plant Material
2. All plant material shall conform to the current issue of the American Standard for Nursery Stock published by the American Association of Nurserymen.
3. Plant materials must be selected from certified nurseries that have been inspected by state and/or federal agencies. Nursery inspection certificates shall be furnished to the Contracting Officer upon request.
4. Plant material collected from the wild is prohibited.
5. Container grown stock shall have been grown in a container long enough for the root system to have developed sufficiently to hold its soil. Roots shall visibly extend to the inside face of the growing container. All container grown plants shall be grouped and kept moist until they are planted.
6. The Contracting Officer may reject plants damaged in handling or transportation.
7. No plants shall be installed unless the Contracting Officer approves both the condition of the plantings and the process of installation.
B. Substitute Plant Material
1. Prior to NOTICE-TO-PROCEED, the Contracting Officer must approve all plant substitutions.
2. If a substitute is selected, it must be native to the area and of the same size, value, and quality as the original plant.
C. Water
Water used in the establishment or caring of plants and seed shall be free from any substance that is injurious to plant life.
D. Fertilizer
Plant fertilizer is to be applied only to containerized plants. The Contractor shall use organic fertilizers in lieu of petroleum based fertilizers. Suitable products that are commercially available are marketed and certified as ‘organic’ or ‘natural’ fertilizers. Organic materials shall include such items as; sea grasses/kelp, rock powder, bone meal, whey, bean meal, blood meal, composted manure, etc. Product nutrient content shall be identified in the standard form of Nitrogen (N), Phosphorous (P) and Potassium (K) ratios. Fertilizer nutrient content shall be 5-10-10 based on soil nutrient requirements derived from site soil tests. The application rate should be 400 lbs. per acre. Any proposed substitution to this nutrient content must be approved by the Contracting Officer.
E. Mycorrhizal Fungi
Mycorrhizal fungi applied to trees and shrubs shall consist of live spores of both endo- and ectomycorrhizal fungi.
2. All areas disturbed by construction shall be planted in accordance with the composition and planting schedules for each designated planting zone. Areas within designated planting zones not disturbed by construction shall be supplemented with trees and shrubs to meet the acre quantities specified in the composition schedule.
3. The Contractor shall refer to the planting plan and plant schedule on the plans for specific spacing requirements.
4. In the plant schedule, the Contractor shall use the overall spacing figure to determine the spacing between each species of vegetation. The Contractor shall use the individual spacing figure to determine the spacing between each plant of the same species.
5. Immediately after site preparation and approval, trees and shrubs shall be planted. Planting shall be conducted between March 1 and June 1 or September 15 and November 30, or as directed by the
6. Root stock of the plant material shall be kept moist during transport, from the source, to the job site and until planted.
7. The Contractor may be required to flag and label individual planting pits at specific locations. Upon planting a typical area within each planting zone, the Contractor shall have the Contracting Officer inspect and approve plant spacing and planting techniques before proceeding.
8. All planting pits shall be dug by hand. Walls of planting pits shall be dug so that they are vertical or sloping outward in heavy soils. Scarify the walls of the pit after digging.
9. Excavate the planting pit to 11/2 times the width of the root mass.
10. The planting pit shall be deep enough to allow the first lateral root of the root mass to be flush with the existing grade.
11. Remove all non-organic debris from the pit and tamp loose soil in the bottom of the pit by hand.
12. Remove the plant either by cutting or inverting the container.
13. Do not handle the plant by the branches, leaves, trunk or stem.
14. Place the plant straight in the center of the planting pit, carrying the plant by the root mass. Never lift or carry a plant by the trunk or branches.
15. Place 4 ounces of fertilizer in each plant pit for up to 1 gallon size containers, 6 ounces for up to 3 gallon container size and place 8 ounces for up to a 5 gallon container size. Place the fertilizer in the planting pit completely surrounding the plant ball prior to backfilling.
16. Mix a minimum of 500 spores of endomycorrhizal fungi and 30 million spores of ectomycorrhizal fungi to each cubic foot of backfill for trees and shrub planting.
17. Backfill planting pit with existing soil and hand tamp as pit is being backfilled to completely fill all voids and air pockets. Do not over compact soil. Make sure plant remains straight during backfilling/tamping procedure.
18. Do not cover the top of the root mass with soil.
19. An 18 inch diameter area of mulch shall be placed around each plant. Mulch shall be 2-3 inches thick.
Mulch shall NOT be placed directly against the stem of the plant.
20. Water plant thoroughly immediately after planting, unless otherwise directed by the Contracting
21. The Contractor shall leave no open planting pits at the close of each day.
B. Clean Up
1. During installation of trees and shrubs, all areas shall be kept neat, clean and free of all trash and debris, and all reasonable precautions shall be taken to avoid damage to existing plants, turf, structures, and private property.
2. The Contractor shall be responsible for off-site removal and disposal of all trash, excess backfill and any materials incidental to the project and disposing of them off-site.
4. MAINTENANCE
A. Remove all tags, labels, strings and wire from the plant materials, unless otherwise directed by the
B. The plant material shall be maintained and monitored for 1 year after completion, final inspection and approval of the planting.
C. It will be the Contractor's responsibility to supply water if there is none available on the site. Any costs associated with supplying water shall be the responsibility of the Contractor.
5. MEASUREMENT AND PAYMENT
Planting trees and shrubs shall be measured and paid for at the Contract unit price per each (EA) plant in accordance with the plant schedule and planting plan.
