Forest Service personnel: Joe Milburn, Contract Specialist; Richard Mendoza, sale prep forester; Scott
Wagner, fuels forester (in a.m.), Steve Hartvigsen, Supervisory Forester – San Juan National Forest.
Questions:
Q1 ‐ What is typical size of a Task Order and how much time will be allotted to complete?
A1 ‐ The initial solicitation includes a good representation of the range that can be expected in TO size, from Lefthand (@ 159 acres) to Echo (@ 622 ac). (Chris Add‐on is 292 ac.) Time to complete is based on a reasonable rate of production, plus assumed down‐time/weather delays, plus assorted other service work (road work, erosion control, etc.), and move‐in/move‐out.
Q2 ‐ How often should a Contractor be expected to move?
A2 ‐ The tentative schedule through the first 6 years of the 10‐year contract calls for 3‐4 Task Orders per year.
The Forest Service is not expected to require more than one move per TO.
If the FS requires a significant move, negotiations may lead to the Forest Service paying extra mobilization costs.
Q3 ‐ Is there flexibility on start‐work dates?
A3 ‐Yes – within reason. The intent is to have task orders started and completed in the order in which they are issued. There may be a time in the next ten years when the first task order from a subsequent year has to be completed prior to the last task order issued in the previous year. These issues will be dealt with on a case‐ by‐case basis.
Q4 ‐ How many subcontractors can work with a contractor; or in other words, can subcontractors complete the work for the prime contractor?
A4 ‐ There are no limits on the amount of work the prime contractor can subcontract to others on this project.
Q5 ‐ Would portable sawmills be allowed on the Forest to deal with the Timber Products associated with the contract?
A5 ‐ The Forest Service did not anticipate this, but would consider this as an alternate proposal. Contractors who submit alternate proposals shall include all pertinent details related to the alternate proposal.
Q6 ‐ How does the FS ensure that prescriptions for treatment – resulting in expected wood products that
Contractors are finding markets for – remain consistent over the life of the contract? If the FS personnel that are involved now retire or leave to other duty stations, there could be a transition to prescriptions that are disadvantageous to Contractors over the life of the contract.
A6 ‐ The agency will file and retain information re: prescriptions and cruise data. Also, we will set up representative areas, by cover type, that will be retained thru much of the contract term to provide visible plots of treatments. The timber designation could be by any means that lasts thru multiple years.
Q7 ‐ Can the cruise data, per Task Order, be made available to prospective Contractors?
A7 ‐ That information is attached to this amendment.
Q8 ‐ Can prospective Contractors be allowed to use ATV’s to recon the Task Order/project areas?
A8 ‐ The Pagosa District Ranger, Kevin Khung, will allow ATV use, obtained from the Pagosa Front Desk, for the period of Aug 22‐26th. He will not allow ATV use after that period due to the beginning of hunting (archery) season.
Q9 ‐ Is the guaranteed minimum quantity of green tons, per year, based on cruise estimates or on actual scaled weight? Contractors felt that it should be on scaled weight.
A9 ‐ It will be based on actual scaled weight.
Q10 ‐ How will the FS determine that 95% of the cut‐tree material is removed?
A10 – Forest Service personnel would generally rely on ocular estimates to determine if Contractor is complying with requirement. SJNF staff hope to initiate a monitoring program, ideally involving a third‐party conducting the monitoring for the agency and Contractor, that would measure before‐and‐after treatment conditions to determine compliance.
Q11 ‐ Will the estimates of material left on‐site, following treatment, as tied to the 95% requirement above, include material that was on the ground prior to treatment?
A11 ‐ No. Steve pointed out the contract language that states: “..removal from treatment area of approximately 95% of the cut‐tree material [emphasis added], including boles, limbs and tops…”. Material that is already on the ground, prior to treatment, will not be included in estimates tied to treatment. In other words, the FS will only focus on “activity‐generated” material from this treatment.
Q12 ‐ Is there information on out‐year/upcoming Task Orders that could be made available to prospective
Contractors?
A12 ‐ Though preliminary in nature, and not a guarantee of this solicitation, maps for the three Task Orders proposed for 2012 and the four Task Orders proposed for 2013 are attached to this amendment.
Q13 ‐ A concern was expressed that combining differing Timber Products into single truckloads (such as small sawtimber, POL, and miscellaneous biomass all being chipped and hauled as one type of product) could result in unfair valuation of the material.
A13 ‐ Proportional weighting of sawlogs, POL, and miscellaneous biomass by volume estimates and bid value allows these products to be removed and weighed singularly or in any combination while ensuring costs and value are apportioned appropriately.
Q14 ‐ What is the minimum sawlog size? Appendix B, Division A states it is 8”, but the task orders state it is
10”. Which is correct?
A14 ‐ 10” in correct.
Make the following change to Appendix B, Divisions A, bottom of page 2 of 14, “Designation by Description or Prescription H.10.1.2 to H.10.15” – change H.10.1.2 to H.10.12
